The launch of an EchoStar communications satellite to cover Europe has been delayed to October to allow Russian engineers to complete an inquiry into a glitch discovered during a Proton rocket flight in June, industry officials said.
The commercial EchoStar 21 satellite, fitted with an S-band communications payload to support mobile Internet and telephone service in Europe, was supposed to blast off aboard a Proton rocket Aug. 29 from the Baikonur Cosmodrome in Kazakhstan.
But Roscosmos, the Russian space agency, announced last week that the mission would be grounded until Oct. 10. Russian authorities did not cite a reason for the delay in the launch, which was previously scheduled earlier this year.
Industry sources said the delay will allow experts to complete an investigation into a premature second stage engine shutdown on the Proton's last flight June 9. The Proton rocket's Breeze M upper stage fired its main engine longer than planned to overcome the velocity shortfall, and the launcher released the Intelsat 31 communications satellite into an on-target orbit despite the second stage problem.
Russia's Interfax news agency also reported an "ongoing investigation" into the June launch glitch caused the EchoStar 21 delay.
A spokesperson from International Launch Services, the U.S.-based company which manages commercial Proton rocket missions, did not respond to questions on the matter.
Independent analysts noticed a discrepancy between the Proton/Breeze M's planned flight profile and actual mission parameters soon after the successful deployment of the Intelsat 31 telecom craft in June. Without referring to the second stage issue, ILS released a statement June 13 — four days after the launch — confirming that the "flight path was within requirements with a precise satellite injection orbit."

And the June anomaly on the second stage? What happened there?

First, it was an entirely successful mission. There was an in-flight anomaly when one of the four second-stage engines shut down nine seconds early. In the past, that investigation would have been done internally, by Khrunichev on its own.

But because of the new dedication to reliability, that anomaly investigation was turned over to a Russian State commission — much in the same way as would have happened if the launch had been a failure. It's the same process. That process has taken a little longer than we might have expected originally. But the investigation has been completed. I don't have the details yet, but it was isolated to a second-stage plumbing attachment.

Proton in the past has returned from failures more quickly than it has returned to flight this time after an anomaly that did not result in a failure. Why is that?

It's a combination of a couple of things. First of all, the quality assurance people at Khrunichev today come from the Sukhoi superjet program. They have a different viewpoint — I would say a more detailed viewpoint — on quality and investigations. And the Russian space agency, Roscosmos, is more involved in this whole process.

The Khrunichev team conducted the investigation and went to the Russian State Commission with their findings and the commission asked them to go back and do more work. That happened a couple of times.

So overall, the process I is more involved and more detailed than it would have been in the past, and this is because there's a new dedication to creating a reliable Proton for our customers.

So the fact that Proton has been grounded for six months after the anomaly is a good sign?

That's right. I think this is a positive step.

When do you expect to return to flight?

We are looking at November or December.

из трёх слов пайшера можно прийти к такому выводу: на заводе плохо подстыковали магистраль подачи топлива в двигатель второй ступени, в полёте она отсоединилась, топливо перестало поступать в двигатель и он отключился за девять секунд до расчетного времени выключения.
