Avanti Communications (AIM: AVN), the broadband satellite operator, is delighted to announce that the HYLAS 1 satellite has safely arrived at its launch site at the European Spaceport in Kourou, French Guiana.  On site preparations for launch have now commenced and a date for launch upon an Ariane 5 launch vehicle has now been set for 25 November 2010.

Arianespace will launch Azerbaijan’s first national telecommunications satellite in 2012 aboard an Ariane 5 ECA rocket under a contract signed Nov. 5, Arianespace and the Azerbaijan government announced. The Azerspace/Africasat-1a satellite, carrying 24 C-band and 12 Ku-band transponders, will be operated from 46 degrees east longitude. The satellite, expected to weigh about 3,000 kilograms at launch.

Французская корпорация “Талес Аления спейс” и ее германский партнер “Оу-эйч-би систем” подписали контракт с Европейским космическим агентством /ЕКА/ на производство шести спутников “Метеосат” третьего поколения. Стоимость контракта, как сообщила сегодня “Телес Аления спейс”, 1,3 млрд евро.

Третья часть программы “Метеосат” финансируется совместно ЕКА и объединением “Эуметсат”. Она должна обеспечить Европу метеорологическими данными на период до 2037 года. Выведение спутников нового поколения, отмечают во французской корпорации, “позволит значительно улучшить работу оперативных систем по сбору метеосведений”.

“Талес Аления спейс” является головным подрядчиком данного проекта. 67 проц капитала компании принадлежат французской корпорации космических и военных технологий “Талес” и 33 проц – итальянскому машиностроительному концерну “Финмекканика”.

Осуществление третьей фазы программы предусматривает вывод на орбиту шести спутников, предназначенных для сбора метео- и климатических данных. Четыре из них будут обеспечивать передачу на Землю фото- и видеоизображений. Они также будут фиксировать разряды молний. Два других спутника будут осуществлять сбор данных в режимах наблюдения в ультрафиолетовом и инфракрасном спектрах.

Первый спутник, предназначенный для передачи изображений, запланировано запустить в 2017 году. Второй спутник, являющийся аппаратом дистанционного зондирования, будет выведен в 2019 году и “обеспечит передачу беспрецедентной по точности информации об испарении воды с поверхности планеты, а также о температурных профилях атмосферы”, сообщает “Талес Анения спейс”.

Также спутники зондирования будут направлять на приемные станции данные о качестве воздуха и состоянии атмосферы.

France Orders Two Recon Satellites[/size:7cd49c8e5d]

   PARIS — The French Defense Ministry on Dec. 2 announced it has ordered two high-resolution optical and infrared reconnaissance spacecraft from Astrium Satellites and Thales Alenia Space in a $1.1 billion contract that calls for the first satellite to be launched in December 2016.

   The spacecraft will succeed France’s current Helios 2 reconnaissance satellites, both of which are healthy in orbit and expected to well exceed their nominal five-year service life. Helios 2A was launched in December 2004, with Helios 2B launched in December 2009.

   French defense officials had wanted the Helios 2 successors to be ready in 2014 or 2015 to assure that there is no gap in coverage. But they have concluded that the Helios 2 performance, plus the fact that two lower-resolution, civil/military Pleiades optical satellites are being readied for launch in 2011, provides enough cushion to delay the new system’s entry into service until early 2017, according to an official with France’s arms procurement agency, DGA.

   In addition to the Helios 2 satellites, French defense authorities continue to make use of Helios 1A, which was launched in 1995, also on a planned five-year mission.

   The new contract, which was signed Nov. 30, calls for Astrium to provide the satellite platforms and avionics, and to integrate and test the spacecraft before delivering them to the French space agency, CNES, which the French Defense Ministry has delegated to be overall contract manager. Thales Alenia Space will provide the high-resolution optical imaging cameras.

   The two satellites will be built under a contract valued at 795 million euros ($1.07 billion). CNES will be responsible for securing their launch under separate contracts. By 2016, Europe’s Guiana Space Center spaceport will be home to Russia’s Soyuz medium-lift rocket and to the Italian-led Vega small-satellite launcher, in addition to the European Ariane 5.

   The DGA official noted that even with the launches added, the two new satellites will cost no more than around half the cost of the two Helios 2 spacecraft, which were budgeted at 2 billion euros over 10 years.

   The new satellites are expected to be based on Astrium’s AstroSat 1000 platform, the same used for Pleiades, which is for satellites with a launch mass of between 1,000 and 1,500 kilograms.

   The two post-Helios satellites are called CSO, a French acronym for Optical Space Component. The name reflected the optimism in France that six nations — Belgium, France, Germany, Greece, Italy and Spain — would agree to build a common ground infrastructure for their future military space-based reconnaissance needs. The common infrastructure, called Musis, or Multinational Space-Based Imagery System, was to consolidate optical satellites being built in France and Spain, and radar satellites from Germany and Italy, into a single ground network for use by these nations’ troops and for civil defense purposes.

   Despite the fact that Musis will allow each nation to launch its own satellites, the program has struggled with issues including the value of an optical image relative to radar products. Another sticking point is that the four nations building their own satellites wanted these programs to cover their Musis contributions, without having to help finance the common ground network.

   The contract with Astrium and Thales Alenia Space includes an option for a third satellite that could be built if and when other nations elect to join the French CSO program. Belgium, Greece, Italy and Spain each purchased a 2.5 percent stake in France’s Helios 2 program.

   The DGA official said that because of data-continuity concerns, France was obliged to begin the CSO contract before any other nation had agreed to join. But he said several nations have expressed interest, and that their eventual contributions will determine whether a third CSO satellite is built.

   France has struck bilateral deals with Germany and Italy to get access to these nations’ radar-satellite data in exchange for Helios imagery, but the broader Musis program has yet to see the light of day. French defense officials had warned their Musis partners that the French deadline for freezing design of a next-generation system was late 2010 and would not be extended, with or without a Musis agreement.

   In its Dec. 2 statement, the Defense Ministry said the CSO program would provide work for 500 engineers over the life of the program.

Arianespace To Launch Franco-Italian Milcom Satellite in 2013[/size:de57ec5118]

 PARIS — The French-Italian Sicral 2 military telecommunications satellite will be placed into geostationary orbit as a co-passenger on Europe’s heavy-lift Ariane 5 ECA rocket in late 2013 under a contract the Arianespace commercial launch consortium announced Dec. 6.

   Sicral 2, expected to weigh about 4,400 kilograms at launch, will carry separate French and Italian SHF- and UHF- frequency communications payloads to be used independently by French and Italian forces. It will operate from 37 degrees east.

   Sicral 2 will also back up existing satellite bandwidth provided by France and Italy to the 28-nation NATO alliance under a long-term contract shared with Paradigm Secure Communications of Britain.

   Telespazio of Rome will be Arianespace’s customer for the Sicral 2 launch. Under a May 2010 contract with the French and Italian defense ministries, Telespazio was given responsibility for securing the launch, as well as overseeing early-orbit maneuvers and the Sicral 2 ground segment.

   The Sicral 2 contract is valued at 295 million euros ($398 million). Of that amount, 193 million euros is for construction of the satellite and design of the ground communications network by Thales Alenia Space, with the remaining 102 million euros going to Telespazio.

   For Evry, France-based Arianespace, winning the contract was especially important because Italian officials had gone outside of Europe, to the U.S.-based Sea Launch Co. commercial-launch company, for the launch of Italy’s Sicral 1B satellite in 2009.

   PARIS — Satellite operator Arsat of Argentina has selected Thales Alenia Space to provide the electronics payload for an Arsat 2 telecommunications satellite to be launched into Argentina’s 81 degrees west orbital slot in 2013, Thales Alenia Space announced Dec. 15.

   Arsat 2, if it keeps to its aggressive schedule, will be in orbit one year later than Arsat 1, for which Cannes, France-based Thales Alenia Space is building the payload. Astrium Satellites of Europe is providing many of the platform subsystems for Arsat 1 and the solar arrays for Arsat 2.

   Arsat 1, to be launched either as a co-passenger on a heavy-lift European Ariane 5 rocket or as solo passenger aboard a Europeanized Russian Soyuz vehicle, will be stationed at 72 degrees west, where it will replace the Nahuel-1 satellite launched in 1997.

   Arsat 2 will carry four C-band and 16 Ku-band transponders, compared to 24 Ku-band transponders for Arsat 1. It will be capable of providing 3.4 kilowatts of power to its payload.

   Invap of Argentina, which has experience in building small Earth observation satellites, will be Arsat 2 prime contractor.

   Arsat, which leases capacity on Intelsat, SES and Telesat satellites over the region, has said one of its principal goals is to retain the regulatory rights to the orbital slots at 81 and 72 degrees.

As AR-SAT main contractor, INVAP is responsible is responsible for the managing aspects of the project, the engineering development in all its phases, the fabrication and integration of the components, for quality assurance and for placing satellites into orbit.  The first satellite of the series ARSAT-1, will start to operate in the 72° W geostationary position as from 2012, and the other two will be operative in  2013 (ARSAT-2) and 2014 (ARSAT-3), with a life of 15 years.

ARSAT-1will be launched from French Guiana (by the Ariane-V or Soyuz launchers).   In charge of the launch service contract is the company Arianespace. The total launch mass - including the satellite and its own fuel - will be of some 3000 kg.
