While the companies didn't announce the customer for the mission, a July 25 filing with the Federal Communications Commission by Earth imaging company BlackSky Global sought a license for four of its satellites it said would launch on the SSLV in November 2019. The applications said the satellites would be deployed into two orbital planes, consistent with Spaceflight's announcement.

ASX and Frankfurt-listed Kleos Space (ASX: KSS, Frankfurt: KS1), a space-powered Radio Frequency Reconnaissance data-as-a-service (DaaS) company, advises that it has changed launch providers for its Scouting Mission satellites which will now launch into a 37-degree inclination.

The 37-degree orbital inclination gives the Kleos' Scouting Mission cluster of four satellites improved data collection by a factor of between 2 and 4.5 times over crucial shipping target regions such as The Strait of Hormuz, South China Sea, and off the North Australia coast, South US coast and East and West African coasts when compared with the originally planned Sun Synchronous Orbit (SSO).

Following the recent postponement of the launch of Kleos' Scouting Mission satellites, Kleos investigated other available launch options with launch and mission management provider Spaceflight Inc. that would meet immediate market demand and potentially increase the value of the data collected.

The multi-satellite Scouting Mission system will form the foundation of a constellation that delivers a global picture of hidden maritime activity, enhancing the intelligence capability of government and commercial entities when AIS (Automatic Identification System) is defeated, imagery is unclear, or targets are out of patrol range. The first scouting mission is made up of four nano-satellites built by GomSpace in Denmark, each the size of a shoebox.

Since the original choice of SSO was made over a year ago, the threat level in the equatorial regions has increased and Kleos has made significant progress in engaging the market and securing defence and security customers who have an interest in these regions, where increased coverage provides better data and improved mission critical information for customers.

Keeping within the Q4 2019 launch window, Kleos will now launch under a rideshare contract with Spaceflight Inc. on the PSLV into a 37-degree inclination orbit.

The scouting satellites are ready to fly. The Kleos team has analysed and confirmed compatibility with the satellites flying in a 37-degree inclination. Unlike most earth observation missions which fly in an SSO to allow for the sun to illuminate their targets for imagery, Kleos technology means its satellites can observe RF transmissions at any time of day because they are not dependant on sunlight.

The Polar Satellite Launch Vehicle (PSLV) is a highly reliable expendable medium-lift launch vehicle designed and operated by the Indian Space Research Organisation (ISRO).

The original SSO is nearly a polar orbit that maintains its relationship with the sun which is useful for power generation and for missions that rely on illumination of the target. SSO gave full global coverage, with good revisit times of the polar areas. PSLV C49 is in a 37-degree inclination, which is where the satellites orbit traverses between 37° North latitude and 37° South latitude. The coverage is broadly bounded by Lisbon in the North and Melbourne in the South delivering far improved revisit times around the equatorial regions at the expense of coverage in the far North and South.

Ten low-earth orbit satellites will track aggression, terrorism, piracy, smuggling, source of oil slicks, especially in the Indian Ocean Region.
India and France have formalised the development and launch of what is probably a unique constellation of around 10 low-earth orbit satellites that will continuously provide maritime surveillance and security.
They will cover a wide belt around the globe and specifically focus on the Indian Ocean region where France, with its Reunion Islands, has a strategic interest.
When in place, the satellite-based Automatic Identification System or AIS will detect, identify and track a range of vessels moving in the ocean region and guard against aggression, terrorism, piracy, smuggling, source of oil slicks and also be useful for rescues. At present, ship operators do fix a non-space-based AIS on their vessels but they can turn it off when they do not want to be detected and identified.
Most ships are mandated to have a transponder that gives their details and also to detect ships around them. By making out the kind of ship, its location, speed and course with AIS, a country's maritime force can make out potential threats, similar to the aviation system of IFF or 'identify friend or foe' for planes.

Joint maritime space fleet

A joint maritime space fleet was first announced during French President Emmanuel Macron's first visit to Delhi in March 2018. In late July, ISRO Chairman K.Sivan and CNES President Jean-Yves Le Gall signed an implementing agreement on it in Bengaluru.
The pact was formally announced at the Thursday summit of Mr. Macron with Prime Minister Narendra Modi. The two leaders met in Paris ahead of the G7 summit that France is hosting at Biarritz, according to a joint statement issued after the event.
French space agency CNES (Centre national d'études spatiales or the National Centre for Space Studies) said in a release, "This constellation carrying telecommunications (AIS) and radar and optical remote-sensing instruments will constitute the first space-based system in the world capable of tracking ships continuously. The satellites will be operated jointly by France and India to monitor ships in the Indian Ocean."
There was no immediate information coming from its counterpart, the Indian Space Research Organisation, about the cost of the constellation. (An average low-earth satellite and its launch vehicle could cost a conservative ₹300-400 crore; AIS payload could add to the cost.)
It is reliably learnt that ISRO and CNES will share development of the spacecraft and their payloads; the AIS satellites would be launched by ISRO at its space port in Sriharikota.
CNES had earlier said the agreement includes setting up of a maritime surveillance centre in India, sharing of capacity to process satellite data available currently; and joint development of 'associated algorithms' or platforms.
So far, the two agencies have put up two climate and ocean weather monitoring satellites — Megha-Tropiques in 2011 and SARAL-AltiKa in 2013. The new AIS ring, according to CNES, will be further supported by ISRO's Oceansat-3 carrying the French Argos payload in 2020. A joint infrared Earth-observation satellite is under study.

In recent days, Seguritech, a Mexican security technology manufacturer, established a partnership with the aerospace firm Hera Systems for the development of satellite observation and space video surveillance technologies in Mexico, Central America and the Andean Community. The agreement was carried out within the framework of the Silicon Valley Satellite Innovation Meeting 2018.

With this new alliance, the Mexican security company seeks to improve its space observation program, which was launched in 2017, to follow up on the needs of its Mexican and Latin American clients. In addition, the American high-tech company will launch its first space demonstration mission in 2019, and with the information it will obtain from Seguritech, it will seek to accelerate the availability of state-of-the-art solutions in the region for the following years.

For its part, and through its 1HOPSat satellite constellation, Hera Systems will provide high quality images and videos with a very short revisit time, which in turn will allow an advanced analysis at the time of operational decision-making while in space.
