Что то мне кажется подозрительной цифра в 27%.
Но если она верна,получается по вашему для резерфорда доступен нижний порог в ~22% ?
Почему нет? Если ставилась такая задача то вполне. Правда, думаю, что все эти повышенные степени дросселирования потребуют конструктива горшка под это дело.   Но 3-5% доступных для водородника на керосине если и можно получить, то серьезной ценой за это. В виде тяжелого конструктива.

Я это  спрашиваю лишь в контексте общей выгоды использования электрических нагнетателей..
1.Дешевизна в силу массовости производства электродвигателей и совершенства культуры их проектирования и производства.
2. Надежность как в силу пункта 1 так и ввиду возможности длительной и всеобъемлющей отработки на стенде. 
3. Возможность тонкого и мгновенного контроля потока- соответственно гибче дросселирование.
(что особенно хорошо пойдет на метановом движке без ограничения по охлаждению)
4.Возможность установки в любой точке конструкции без привязки к генератору энергии.

Недостаток вижу только один - высокая масса аккумуляторов,
но их емкость хоть и очень медленно , но растет, и нет никаких фундаментальных причин, чтобы в любой момент не могло произойти её кардинальное увеличение.
В этом случае(при появлении более легких и емких накопителей энергии) 
конструкцию ракеты не нужно менять , а просто поставить новую модель аккумулятора ..

Luxembourg and Huntington Beach, California. 19 September 2018. US orbital launch provider Rocket Lab has signed a contract with Luxembourg-based satellite technology company Kleos Space to launch scouting mission satellites that will geolocate maritime radio to guard borders, protect assets and save lives.

The Kleos Scouting Mission (KSM) will form the cornerstones of a 20-system constellation that will geolocate VHF transmissions from marine vessels to provide global activity-based intelligence data as a service. The Kleos Space constellation will detect radio transmissions and pinpoint their origin and timing, enabling governments and organizations to detect activity such as drug and people smuggling, illegal fishing and piracy, and also identify those in need of search and rescue at sea.

Built by GomSpace, the Kleos Space satellites are scheduled to launch on an Electron rocket from Launch Complex-1 in mid-2019. The satellites will be integrated into Rocket Lab's in-house designed and built Maxwell dispensers and deployed from the Electron kick stage to low Earth orbit. Rocket Lab's unique kick stage, powered by the 3D printed Curie engine, is designed to circularize small satellite orbits and perform complex manoeuvres, including multiple engine burns, to deploy many satellites into different orbits. This provides unmatched mission flexibility, making it ideal for deploying and replenishing constellations.

"Small satellite technology like that of Kleos Space is increasingly playing a vital role in informing decisions on the ground that protect people and the environment. We're thrilled to be partnering with Kleos Space to provide them with the rapid and reliable access to orbit needed to build and replenish small satellite constellations," said Peter Beck, Rocket Lab CEO and founder.

12 October, 2018. Rocket Lab has expanded its global footprint with the unveiling of a new production facility that rethinks the way orbital rockets are built. The new 7,500 sq/m (80,700 sq/ft) rocket development and production facility in Auckland, is designed for rapid mass production of the Electron rocket. Adding to Rocket Lab's existing production facility and headquarters in Huntington Beach, California, the new facility brings Rocket Lab's manufacturing footprint to more than 4.5 acres and enables the company to build an Electron rocket every week.

The new facility was officially opened on 12 October 2018 NZDT, by Rocket Lab Chief Executive Peter Beck and special guest William Shatner, best known for his role as Captain Kirk in the Star Trek series and films.

"Every detail of the Rocket Lab launch system has been designed to provide small satellites with rapid and reliable access to space. This requires the ability to manufacture launch vehicles at an unprecedented rate, so we've expanded our global production capability to build and launch an Electron rocket to orbit every week," said Mr Beck.

"We have the team, the industry-leading launch vehicle, the global production facilities and the launch sites to liberate the small satellite market. Rocket Lab has opened access to orbit."

Electron launch vehicles undergo final assembly at the new Auckland facility, where all parts go through a streamlined process for testing and integration into the rocket before launch from Rocket Lab's private orbital launch pad, Launch Complex 1, on the Māhia Peninsula.

All Electron launches, including the upcoming It's Business Time launch in November, will be commanded from the new Mission Control at the Auckland facility. This Mission Control will serve launches from Launch Complex 1 in Māhia, as well as Rocket Lab's US launch site, which is currently undergoing final selection. The new production facility will house more than 200 of Rocket Lab's growing team of 330 people. Rocket Lab is actively recruiting for an additional 180 roles across New Zealand and the United States to support monthly launches in 2019, scaling to weekly launches by the end of 2020.
