Orbital Successfully Launches Patriot Target Vehicle for Missile Defense

 Source: Orbital Sciences Corporation
 Posted Friday, September 14, 2012

Orbital Sciences Corporation (NYSE: ORB) announced today that it successfully launched a Patriot Target Vehicle (PTV) under contract with the U.S. Air Force Space and Missile Systems Center (SMC) Space Development Launch Operations (SDLO). The PTV served as an intercept target for the U.S. Army Lower Tier Project Office (LTPO) Patriot missile defense system. The PTV was launched this morning from Fort Wingate into White Sands Missile Range (WSMR), New Mexico. It flew a southerly trajectory over WSMR and was intercepted by a Patriot PAC-3 missile interceptor system during reentry.

The Patriot Target Vehicle, known as Juno, is the third Orbital-provided target launched under contract with the U.S. Air Force. The Juno target was designed, built, tested and launched to support the Foreign Military Sale (FMS) of the PAC-3 missile to the United Arab Emirates (UAE) under an LTPO contract. The UAE is a key U.S. partner in the upgrade of the PAC-3 missile system.

"We are very pleased to support the U.S Air Force/SMC and U.S. Army/Lower Tier Project Office with a third successful target launch, culminating in a successful intercept," said Mr. Ron Wiley, Senior Vice President of Suborbital Launch Systems at Orbital. "We look forward to supporting future tests for the Space and Missile Systems Center with the Juno target, which has successfully demonstrated its capabilities as a robust, well-characterized target system for SDLO missions and Patriot engagements."

Orbital developed the PTV target vehicle over a two-and-a-half-year period under contract to Space Development Launch Operations according to specifications that required the vehicle to have selectable reentry dynamic performance. The Juno PTV rocket relies heavily on flight-proven designs from other Orbital launch vehicles, such as the Medium Range Target, Storm Short-Range Target and Pegasus space launch vehicle.

Orbital is one of America's most experienced developers and operators of missile defense-related launch vehicles, with over 65 target launches successfully conducted during the past 10 years. The company supports virtually all of the country's major missile defense programs with highly-reliable and cost-effective target vehicles. In addition to the Patriot program, Orbital's target vehicles are used to test MDA's Aegis BMD and Ground-based Midcourse Defense system (GMD), as well as the U.S. Army's Patriot PAC-3 and THAAD systems. Orbital also produces the Coyote ramjet-powered supersonic sea-skimming target vehicle used to test U.S. Navy's ship self-defense systems.

About Orbital

Orbital develops and manufactures small- and medium-class rockets and space systems for commercial, military and civil government customers. The company's primary products are satellites and launch vehicles, including low-Earth orbit, geosynchronous-Earth orbit and planetary exploration spacecraft for communications, remote sensing, scientific and defense missions; human-rated space systems for Earth-orbit, lunar and other missions; ground- and air-launched rockets that deliver satellites into orbit; and missile defense systems that are used as interceptor and target vehicles. Problematic Interceptor Missile To Resume In-flight Testing
By Titus Ledbetter III

WASHINGTON — The U.S. Missile Defense Agency (MDA) hopes to resume flight testing late this year of the nation's primary missile shield after a two-year hiatus following consecutive failures in early and late 2010.

The upcoming flight test of the Ground-based Midcourse Defense system is unusual in that it will not involve an attempt to intercept a target missile. Rather, it is intended to validate fixes to a key interceptor component cited in the most recent test failure, in December 2010.

The component, the Exoatmospheric Kill Vehicle (EKV) Capability Enhancement 2, is the business end of the missile shield, designed to home in on its target and destroy it via direct impact. It is an upgraded version of the EKV that tops the 20 U.S. missile interceptors deployed today at Vandenberg Air Force Base, Calif., and Fort Greely, Alaska.

The upcoming nonintercept test had been scheduled for this past spring but was postponed because of continuing technical concerns with the upgraded EKV, according to Wes Kremer, vice president of air and missile defense at Raytheon Missile Systems of Tucson, Ariz., which builds the kinetic warhead.

The guidance system problem that caused the failure and the necessary fix are well understood, Kremer said in a recent interview. "What delayed us was making the fix repeatable and producible," he said.

The failure, Kremer said, was associated with a physics phenomenon that exists only in the space environment and previously was poorly understood. "This is not something that we would have anticipated and not something that we ... could have found in ground testing and so it was the flight test that actually exposed this technical challenge and we worked through the process," he said.

Assuming the upcoming validation test is successful, the MDA will attempt an intercept test during the first half of 2013. If that is successful, Raytheon will resume production of the upgraded EKV, which was halted in February 2011.

The Ground-based Midcourse Defense system is designed to protect U.S. territory against a missile strike by Iran and North Korea, although neither of those countries has demonstrated a missile with the necessary range to mount such an attack. The system, developed and maintained by Boeing Strategic Missile & Defense Systems of Huntsville, Ala., has not had a successful intercept test since December 2008.

According to the U.S. Government Accountability Office, the MDA has pursued a risky procurement strategy on the enhanced EKV involving concurrent development and production of the hardware. A total of 12 of the upgraded EKVs have been manufactured and delivered despite the fact that the hardware's performance has not been verified in flight testing, the congressional watchdog agency said in a March report. The two failures, the first of which was attributed to a quality control issue, could cost the MDA more than $1.2 billion including the failure reviews, additional testing, redesigns and retrofits, the watchdog agency said.

Kremer has disputed the Government Accountability Office's assessment, saying some level of development and production concurrency is unavoidable and even necessary to maintain the health of the missile defense industrial base. He also questioned the level of concurrency the agency has attributed to the EKV program since the hardware is not in full-rate production.

U.S. Army Lt. Gen. Patrick O'Reilly, the MDA's outgoing director, told lawmakers in April that conducting a successful intercept test of the EKV Capability Enhancement 2 is the agency's highest priority. In response to the findings of the review of the most recent failure, the MDA has redesigned critical components of the EKV hardware and adopted "stringent manufacturing and component test standards — standards previously not used anywhere in the U.S. aerospace industry."

O'Reilly cited these programmatic changes as the primary reason for the delay in the Ground-based Midcourse Defense test program. "Flight testing as often as possible is our goal, but we risk further failure if we conduct [Ground-based Midcourse Defense] testing prior to verification that we resolved problems discovered in previous flight tests," he said. "Also, conducting flight tests at a pace greater than once a year prohibits thorough analysis of pre-mission and post-mission flight test data and causes greater risk of further failure and setbacks to developing our homeland defense capability as rapidly as possible."

Agni-IV test-fired successfully[/size:0085e7810a]

Y.Mallikarjun T.S.Subramanian

India on Wednesday successfully test-fired nuclear weapons capable Agni-IV for its full range of 4,000 km from the Wheeler Island, off the Odisha coast.

The missile lifted off from a road mobile launcher at 11.48 a.m. and after zooming to an altitude of over 800 km, it re-entered the atmosphere and impacted near the pre-designated target in the Indian Ocean with remarkable degree of accuracy following a 20-minute flight.

Carrying a payload of explosives weighing a tonne, the missile re-entered the atmosphere and withstood searing temperatures of more than 3,000°C.

The developmental trial of the long range ballistic weapon system was conducted by missile technologists of the Defence Research and Development Organisation (DRDO), which designed and developed it.

Talking The Hindu from Wheeler Island, Scientific Advisor to the Defence Minister V.K. Saraswat said " we had an excellent launch". He said the two-stage solid-propelled missile performed as per the normal parameters right from the lift-off till the terminal event when it impacted the target point with a "two-digit" accuracy. He said the data showed that the missile followed pre-determined path with an accuracy of less than 100m. Two naval ships located down range recorded the trajectory of the missile and the terminal phase and transmitted the data in real time. He said the success of the mission reinforced the robustness of the design and various subsystems.

Dr. Saraswat said Agni-IV would be inducted into the services next year after undertaking one more developmental trial. He said, "The mission confirms reliability and robustness of the missile. It demonstrates India's missile technology has become highly mature and we can now design any missile for any mission, depending on the threat profile. Technologically, today we are at par with the best in the world. We have complete industrial infrastructure which helped us to realise Agni-IV".

He said the series of successful missions — Agni-V, followed by Agni-I, Agni-II, Prithvi-II and Agni-IV now showed that these missiles could be launched on demand in a very short time.

Avinash Chander, Chief Controller (Missiles and Strategic Systems), DRDO said Agni-IV was tested in its full operational scenario and the missile fully proved itself in all respects. He said the deliverable road mobile launcher configuration was also validated in this mission. Observing that it was one of the lightest long-range missiles of its class, he said it would be a potent addition to the strategic forces.

Tessy Thomas, Project Director for Agni-IV, said it was an excellent flight and met all the parameters up to the final event. It was a text-book launch for the second consecutive Agni-IV mission, she added.

Meanwhile, the Strategic Force Command personnel will launch nuclear weapons capable Agni-III surface-to-surface ballistic missile on September 21, 2012 as part user training.

Raytheon Company : Enhanced Exoatmospheric Kill Vehicle successful in non-intercept flight test
01/26/2013| 10:55pm US/Eastern

VANDENBERG AIR FORCE BASE, Calif., Jan. 26, 2013 /PRNewswire/ -- Raytheon Company's (NYSE: RTN) upgraded Exoatmospheric Kill Vehicle played a mission-critical role in a non-intercept flight test of Boeing's Ground-based Midcourse Defense program. The EKV is a vital component of the GMD's Ground-Based Interceptor.

The EKV allows the GBI to lock on and eliminate high-speed ballistic missile warheads in space using nothing more than the force of impact.

"Rigorous non-intercept flight tests are important in proving the effectiveness and operational capability of ballistic missile defense weapons and their various components," said Wes Kremer, Raytheon Missile Systems' vice president of Air and Missile Defense Systems. "Today's test allowed us to challenge the EKV in a series of realistic outer-space environments, which gives us a broad range of data prior to moving toward an intercept scenario."

During the test, the EKV performed as planned, maneuvering the interceptor to the appropriate altitude and closing velocity required for an intercept.

"The sole purpose of the Ground-based Midcourse Defense program is to defend the homeland from the threat of ballistic missile attack," said Kremer. "This test moves us one step closer to an intercept flight test in 2013."

About the EKV

Leveraging more than two decades of kill vehicle technology expertise, the EKV is designed to destroy incoming ballistic missile threats by colliding with them, a concept often described as "hit to kill."

-- The EKV has an advanced multi-color sensor used to detect and
discriminate incoming warheads from other objects.
-- The EKV also has its own propulsion, communications link, discrimination
algorithms, guidance and control system, and computers to support target
selection and intercept.
-- Deployed and operational today, the EKV has had eight successful
intercepts throughout the life of the program.

India test fires missile from under sea, completes nuclear triad
Bay of Bengal: After a smooth countdown at 1.40 pm on Sunday, India's missile, named BO5, emerged effortlessly breaking the balmy waters of the Bay of Bengal. The missile was launched from an approximate depth of about 50 metres, simulating exactly the conditions as would prevail during an operational launch from India's indigenously made nuclear-powered submarine INS Arihant. The missile whose name has been variously given as Sagarika or at times K-15 or even Dhanush has finally been christened as BO5 and is a medium-range ballistic missile.

After emerging from the water, the missile followed a copy book track of its trajectory and hit its target about six minutes after launch in a very precise manner. The trajectory was tracked using several cameras and radars specially deputed for this launch.

This is the fourteenth consecutively successful launch of this potent weapons system which has till now always been done in complete secrecy. This was the last developmental launch and now the weapons system is ready to be integrated with the Indian submarines, says AK Chakrabarty, the man who designed and perfected this naval missile system and is also the director of the Defence Research and Development Laboratory, Hyderabad. He spoke exclusively to NDTV on board the ship which controls the missile launch. This sophisticated technology has been mastered only by the USA, Russia, France and China. India has now joined this sel ect club of five, and has now completed what is called the nuclear triad, which essentially gives India the capability to launch at will its nuclear weapons from air, land and sea.

The indigenously made missile has been perfected after more than 15 years of development by the Defence Research and Development Organisation (DRDO). Mr Chakrabarty, who had tears of joy in his eyes, described the mission as "perfect and could not have been any better." (Read: 'Missile man' cried after successful launch from under sea)

A young team of about 200 DRDO scientists and personnel from the Navy and a flotilla of ships took part in today's mission. The NDTV team of Pallava Bagla and Alphonse Raj were the only journalists allowed to witness the launch live from the middle of the Bay of Bengal. The Indian SLBM program has a lot of disinformation going around - there are claimed to be K-5 and K-15 missiles with different ranges. My best guess is that the BO-5 is the K-15 = Sagarika, and that the Shourya is the same missile in its land based role, with K-5 being another longer range missile still in development, but Indian officials are making conflicting statements (one saying that BO-5 = K-5)
- it will probably take a long time for the fog to clear.

WASHINGTON — Amid mounting tensions with North Korea, the Pentagon has delayed an intercontinental ballistic missile test that had been planned for next week at Vandenberg Air Force Base in California, a senior defense official told The Associated Press on Saturday.

The official said Defense Secretary Chuck Hagel decided to put off the long-planned Minuteman 3 test until sometime next month because of concerns the launch could be misinterpreted and exacerbate the Korean crisis. Hagel made the decision Friday, the official said.

The test was not connected to the ongoing U.S.-South Korean military exercises that have been going on in that region and have stoked North Korean anger and fueled an escalation in threatening actions and rhetoric.

North Korea's military warned earlier this week that it was authorized to attack the U.S. using "smaller, lighter and diversified" nuclear weapons. And South Korean officials say North Korea has moved at least one missile with "considerable range" to its east coast — possibly the untested Musudan missile, believed to have a range of 1,800 miles. U.S. officials have said the missile move suggests a North Korean launch could be imminent and thus fuels worries in the region.

Pyongyang's moves come on the heels of the North's nuclear test in February, and the launch in December of a long-range North Korean rocket that could potentially hit the continental U.S. Added to that is the uncertainty surrounding the intentions of North Korea's new young leader, Kim Jong Un.

Meanwhile, North Korea has been angered by increasing sanctions and ongoing U.S.-South Korean military exercises, which have included a broad show of force ranging from stealthy B-2 bombers and F-22 fighters to a wide array of ballistic missile defense-capable warships. The exercises are scheduled to continue through the end of the month.

This past week, the U.S. said two of the Navy's missile-defense ships were moved closer to the Korean peninsula, and a land-based system is being deployed to the Pacific territory of Guam later this month. The Pentagon last month announced longer-term plans to beef up its U.S.-based missile defenses.

While Washington is taking the North Korean threats seriously, U.S. leaders continue to say that they have seen no visible signs that the North is preparing for a large-scale attack.

The defense official, who was not authorized to speak publicly about the Minuteman 3 test delay and requested anonymity, said U.S. policy continues to support the building and testing of its nuclear deterrent capabilities. And the official said the launch was not put off because of any technical problems.

The globe-circling intercontinental ballistic missiles make up one of the three legs of America's nuclear arsenal. There are about 450 Minuteman 3 missiles based in underground silos in the north-central U.S. The other two legs of the nuclear arsenal are submarine-launched ballistic missiles and weapons launched from big bombers, such as the B-52 and the stealthy B-2.

The traditional rationale for the "nuclear triad" of weaponry is that it is essential to surviving any nuclear exchange.

The Times of India.
