Сейчас на космодроме находятся три машины, готовится отправка четвертой и пятой машин туда. С пуском каждой доставленной машины мы будем отправлять туда новую. Под программу 2019 года у нас все «Протоны» уже изготовлены.

— А сколько пусков вообще запланировано?
— Стоит семь пусков. Для нас это очень напряженная работа: крайне хотелось бы, чтобы это все они прошли штатно.

— Почему напряженная? Бывало, что и десять «Протонов» запускали ежегодно.
— Там вот в чем ситуация. У нас же есть коммерческие пуски, которые были дважды перенесены на два месяца. Начиная с мая месяца мы должны будем пускать по «Протону» с максимальной ритмичностью.

— Это правда, что вы в прошлом году сделали на две машины меньше?
— Правда. Нужно было 14 млрд руб. на комплектацию, а откуда мне их взять? На определенном этапе мне задали вопрос: а чего вы не делаете машину? Вы должны. И две машины не сделали вовремя, потому что попросту не хватило оборотных средств. Я должен был их получить в марте 2018 года, а поступили они частично 29 декабря.

— От создания версии «Протон-Medium» вы окончательно отказались?
— Честно, я не особо вижу смысл втягиваться в модернизацию существующей версии «Протона». По факту, планировалось сделать машину без третьей ступени, но в том виде, в каком это все предлагалось, было похоже на очень рискованную авантюру.

— В каком смысле?
— Исходя из тактико-технических характеристик укороченного «Протона-Medium», мы должны были бы переоборудовать одну из двух пусковых установок на Байконуре.

— Правда рискованно.
— Конечно. Здесь другой вопрос: когда я только начал работать, то я посмотрел все предложения, которые были. С OneWeb был даже подписан протокол о намерениях на приобретение этой компанией десяти «Протонов-Medium». Намерения — но никаких твердых контрактов. Я предложил тогда продать им десять «Протонов-М» в существующей модификации по стоимости «Протона-Medium».

— Эти цены сопоставимы?
— Мы даже выходили в плюс.

— Почему?
— Потому что более 5 млрд руб. надо было вкладывать в переоборудование площадки. Это надо стартовый стол доработать, сделать новый установщик ракеты и кучу всего остального. И это ради десяти пусков. Получалось, что к каждому пуску ракеты нам надо было самим вложить еще несколько сотен миллионов рублей. Мы даже расчет сделали: если исходить из потенциального заказа на 22 ракеты, то к каждому пуску надо было прицепить 175 млн руб.
Нельзя исходить из того, мол, давайте создадим укороченную ракету «Протон». Ну давайте создадим. А дальше что с ней делать?
Арифметика какая? Создать для того, чтобы поиметь убытки? Для центра имени Хруничева, наверное, время для генерации убытков прошло.

— А в компании OneWeb согласны на ваш вариант?
— Переговоры идут. Не могу сказать, что все гладко и идеально, но идут.

— А сам заказ потянете?
— У нас под коммерцию в год собирается не менее трех «Протонов-М». Будет нагрузка — будут пуски.

— То, что компания ILS теперь курируется «Главкосмосом» вас никак не ущемляет?
— У госкорпорации должен быть один оператор пусковых услуг, поэтому ни о каком ущемлении речи не идет. Более того, я не понимаю, почему это не было сделано раньше: в конечном счете в какой-то момент мы стали устраивать конкуренцию между ракетостроительными предприятиями внутри страны и демпинговать по ценам.

WASHINGTON — International Launch Services, the commercial sales division of Russia's Proton rocket manufacturer Khrunichev, is now part of Glavkosmos, a Roscosmos subsidiary that sells Soyuz rocket launches.

Reston, Virginia-based ILS, which has struggled to sell Proton launches against a backdrop of past vehicle failures and increased competition in the U.S., Europe and Asia, will serve as the "North American marketing unit for Glavkosmos" for selling Russian launch services, ILS said April 12.

In a statement, ILS President Kirk Pysher said ILS's collaboration with Glavkosmos, Khrunichev and Khrunichev's subcontractors, resulted in cost savings "realized from quality improvement initiatives coupled with significantly lower production and launch site costs" that will translate into Proton prices "squarely in line with our customers' needs."

Proton averaged around nine launches a year from 2008 to 2018, but last year launched only twice, neither of which was an ILS mission. This year ILS has only one mission planned — a Proton dual launch carrying the Eutelsat 5 West B communications satellite and Northrop Grumman's first satellite servicing spacecraft, the Mission Extension Vehicle 1. Khrunichev said in March that a minimum of six Proton launches are planned for this year, the majority being Russian government missions.

Soyuz, in contrast, has enjoyed a larger share of the commercial market thanks to Glavkosmos and European launch provider Arianespace, the latter of which launched four Europeanized Soyuz rockets in under five months from French Guiana, and has 20 more Soyuz launches on order for megaconstellation company OneWeb. Arianespace plans to phase out Soyuz in the coming years with Europe's next generation Ariane 6 and Vega C launchers, both set to debut in 2020.

ILS spokeswoman Lisa Miller did not immediately respond to a request for comment.

Pavel Luzin, an international relations expert in Russian space policy, said the combination of ILS and Glavkosmos is part of a larger space sector reorganization by Roscosmos that could give Russian space vehicles a better chance at winning U.S. business.

"It's quite complicated in the current political situation for Glavkosmos or Roscosmos to establish a new entity inside the American market," he said. "It is much easier for them to merge ILS and to use ILS as a hub for entering inside the American market."

Dmitry Loskutov, Glavkosmos general director, said the combined company will benefit from more tightly integrated launch services.

"This is part of our industry's path back to being a major contributor in global commercial space launch," he said in a statement.

Pysher said the combined company will be able to offer backup agreements, since it will have access to both Proton and Soyuz. Under the umbrella of Glavkosmos, GK Launch Services will market commercial Soyuz-2 launches, while ILS markets commercial Proton launches.

In an interview following the late December semi-commercial launch of a Soyuz 2 rocket from Russia's new Vostochny Cosmodrome, Lyudmila Savelyeva, GK Launch Service's marketing chief, told SpaceNews the company wants to convey a new image of Russian space.

"We are trying to do business more transparently and clearly," Savelyeva said. "We are trying to create a new Russian company, with a new approach and new attitude toward the customers, and that is the main thing we are bringing to the market."

At the end of 2018,the company had 35 employees, mostly marketing, sales and project management specialists. They promise end-to-end services for commercial Soyuz 2 missions. And that marketing savvy is being used to double down on Soyuz. Flashy graphics and charts distributed by the company highlight the rocket's history, reliability and versatility.

They are trying to relaunch the brand: rather than something old and outdated, GK Launch Services wants to present Soyuz as something with history and a track record.

"We are working to present [Soyuz] in a modernized way," said Evgeny Solodovnikov, GK Launch Service's sales director. "We believe in keeping the traditional things, this is what we call the conventional rocket business. Our vehicle is not reusable, but it is very reliable and robust."

WASHINGTON, DC – April 12, 2019 – International Launch Services (ILS), a U.S.-based global commercial launch services provider, is inaugurating a new era in its 25-plus-year history, and in the life of the historic Proton M launch vehicle, company officials have declared.

"We have a lot to celebrate today," said ILS President Kirk Pysher, noting his announcement coincides with Cosmonautics Day, a holiday marked in Russia and around the world. "We have undertaken a significantly new approach to how we will operate going forward. This signals a new era for our company and for this robust, reliable vehicle that has successfully launched 418 times."

"ILS is redoubling its commitment to serving the satellite industry with flexible, affordable launch solutions, first and foremost by bringing pricing squarely in line with our customers' needs," Pysher added. He said cost savings have been achieved through benefits realized from quality improvement initiatives coupled with significantly lower production and launch site costs. These significant cost savings have been achieved through the great teamwork of Glavkosmos, ILS, Khrunichev and its team of subcontractors, under the supervision of Roscosmos State Corporation.

In its new incarnation, ILS will now operate under the auspices of Glavkosmos, a long-standing commercial subsidiary of Roscosmos State Corporation. "Glavkosmos is pleased to welcome ILS under our operating umbrella with their quarter-century of commercial launch experience," said Glavkosmos General Director Dmitry Loskutov. "Through tighter and more integrated administration of launch services we will be able to provide a better product, more services, and at a price responsive to customers' needs. This is part of our industry's path back to being a major contributor in global commercial space launch."

Under the Glavkosmos umbrella, ILS will offer Proton in parallel with GK Launch Services, which provides the famed Soyuz-2 vehicle. "The new generation of Soyuz launchers features high reliability, multi-functionality, and eco-friendliness," said GK Launch Services CEO Alexander Serkin. "The Soyuz 2.1a and Soyuz 2.1b versions offer a wide range of light and medium class missions that complement the heavier-lift Proton launch vehicle and we look forward to working with ILS to expand the opportunities and offerings to our commercial customers."

"Our collaborative objective is to offer a one-stop shop for our customers' varying launch needs," Pysher said. Компания International Launch Services (ILS) исходит из того, что коммерческие космические запуски нового российского носителя "Ангара" тяжелого класса начнутся не ранее 2025 года. Об этом сообщил во вторник на встрече с журналистами Кирк Пайшер - президент ILS, мажоритарная доля в которой принадлежит Государственному космическому научно-производственному центру (ГКНПЦ) имени Хруничева.

Пайшер вместе с генеральным директором АО "Главкосмос" (дочерним предприятием Роскосмоса) Дмитрием Лоскутовым представил прессе в общих чертах новые планы работы. С недавних пор ILS начала действовать под эгидой "Главкосмоса". До настоящего времени ILS занималась продвижением носителей "Протон" и "Ангара 1.2" на международном рынке космических пусковых услуг, но теперь ее деятельность, как заявили Лоскутов и Пайшер, будет расширяться.

Глава ILS подтвердил, что компания в перспективе перейдет к работе с тяжелой "Ангарой". Однако для это потребуется завершение уже начатого строительства на космодроме Восточный, сказал Пайшер. Как он напомнил, "план заключается в том, чтобы произвести первый запуск "Ангары" оттуда приблизительно в 2023 году".

"Конечно, эти [первые] пуски будут в основном для [российских] федеральных программ <...> Мы не ожидаем коммерческих запусков "Ангары" до примерно 2025 года <...> Затем, в конце концов, состоится переходный период, [и он завершится], вероятно, в 2026-2027 году", - отметил американский специалист. По его словам, "Протон" продолжит летать, пока не будет надлежащей замены".

Совместное предприятие ILS создано в 1995 году ГКНПЦ имени Хруничева и американской корпорацией Lockheed Martin. В 2006 году Lockheed Martin вышла из партнерства, продав мажоритарную долю одному из германских предпринимателей. В мае 2008 года ГКНПЦ имени Хруничева выкупил эту долю, с тех пор ILS считается его дочерним предприятием. Компания базируется в пригороде Вашингтона Рестоне (штат Вирджиния).

Об этом сообщил во вторник на встрече с журналистами, отвечая на вопрос корреспондента ТАСС, президент ILS, мажоритарная доля в которой принадлежит Государственному космическому научно-производственному центру (ГКНПЦ) имени Хруничева, Кирк Пайшер.

Он вместе с генеральным директором АО "Главкосмос" (дочерним предприятием Роскосмоса) Дмитрием Лоскутовым представил прессе в общих чертах новые планы работы. С недавних пор фирма ILS начала действовать под эгидой "Главкосмоса". До настоящего времени ILS занималась продвижением носителей "Протон" и "Ангара 1.2" на международном рынке космических пусковых услуг, но теперь ее деятельность, как подтвердили Лоскутов и Пайшер, будет включать и другие составляющие. По словам российского и американского специалистов, ILS расширит спектр оказываемых услуг.

"Речь идет не обязательно о пусковых услугах. Мы можем наряду с этим принимать участие в продаже другой [российской] космической продукции, поддерживая решение основных задач "Главкосмоса", - сказал руководитель ILS. По его словам, "это могут быть услуги, связанные с получением и обработкой данных, наблюдением за поверхностью Земли, космическим туризмом".

"Будем смотреть, какие [еще] продукты нам будут доступны для продажи. Это могут быть системы контроля, это может быть <...> много чего", - отметил Пайшер.

В свою очередь Лоскутов добавил, что имеется в виду также "спутниковая фотография, эксперименты на Международной космической станции".

"Мы хотим реализовать программу, которая поможет нам более эффективно конкурировать на этом чрезвычайно сложном рынке", - сказал глава ILS. По его словам, компания предложила работать теснее, "взяв лучшее, что может предложить Россия", и сконцентрировав такие ресурсы, чтобы "более эффективно конкурировать, предоставляя различные решения" клиентам.

Как напомнил Пайшер, совет директоров ILS является наполовину российским, наполовину - американским. Российская часть ранее целиком формировалась из представителей ГКНПЦ имени Хруничева. "Теперь с российской стороны это два представителя "Главкосмоса" и один - [центра имени] Хруничева. Это позволяет нам действовать "под зонтиком" "Главкосмоса" - по существу дочерней компании Роскосмоса, принадлежащей ему на 100%. Это обеспечивает нам доступ к Роскосмосу для обсуждения стратегии, установления цен на наши услуги, графиков [запусков] и так далее", - отметил руководитель ILS.

"Мы считаем, - заявил Пайшер, - что это теперь позволяет нам создать новый спектр продуктов, процессов, позволяющих конкурировать более эффективным образом".

Продвижение российских носителей

"Теперь "под зонтиком" "Главкосмоса" у нас есть [АО] "Главкосмос пусковые услуги", предлагающая семейство носителей "Союз-2.1", - продолжил американский специалист. Согласно изложенной им информации, идея заключается в том, чтобы заниматься "фактически перекрестным продвижением на рынке этих продуктов". "Мы [ILS] будем заниматься продвижением на рынке "Союза", а "Главкосмос пусковые услуги" - "Протона" и "Ангары", - уточнил Пайшер. По его словам, заниматься этим компании будут, "видимо, исходя из географии". Это позволит предлагать "пакетные решения клиентам": носители "Протон" и "Ангара" тем клиентам, у которых есть потребность в обоих, пояснил Пайшер.

"В прошлом мы работали практически только с центром Хруничева, и это касалось только "Протона" и увеличения прибыльности центра Хруничева. Теперь мы можем координировать [работу] по всему спектру. Как я уже сказал, мы можем предлагать [пусковые] решения с "Союзом", предлагать резервные решения, чтобы гарантировать соблюдение графика. На сегодняшнем рынке цена - это не главное", - подчеркнул президент ILS.

Он отдельно заострил внимание на том, что речь не идет о "смене владельца" ILS. "Центр Хруничева все еще остается мажоритарным акционером ILS. <...> Возможно, в будущем это изменится, но сейчас наша структура такова", - сказал Пайшер. По его свидетельству, фирма ILS чувствует себя "получившей больше возможностей".

Более тесная координация

"Мы нацеливаемся на более тесную координацию действий, рационализацию процессов, - указал Лоскутов. - Теперь у нас есть более прямой контакт с Роскосмосом, <...> достаточно хорошие контакты как с промышленностью, так и с лицами, принимающими решения в [правительстве] России".

"Мы рассчитываем на улучшение контактов с клиентами", - добавил гендир "Главкосмоса". Он не отрицал, что порой случается "нехватка контактов" с клиентами. Прежде ILS могла всегда напрямую взаимодействовать с ГКНПЦ имени Хруничева, но не всегда - с Роскосмосом, констатировал Лоскутов. Теперь, заверил он, у компании будет при необходимости прямой выход на руководство Роскосмоса.

Пайшер признал, что не припоминает "ни одного случая в прошлом, когда бы клиент ILS мог встретиться напрямую с руководством Роскосмоса". "А сейчас у нас состоялись уже две-три такие встречи", - информировал глава ILS. "Наличие такого доступа для обсуждения сложностей, - считает Пайшер, - помогает как клиенту, так и Роскосмосу с определением стратегии". Такие контакты в том числе способствуют интеграции коммерческой деятельности в основную работу Роскосмоса, убежден президент ILS.

Портфель заказов компании

Как отметил Пайшер, портфель заказов ILS в настоящее время состоит из соглашений на 11 коммерческих космических запусков.

"У нас заключены долгосрочные соглашения на запуски на восемь миссий, - заявил глава ILS. - И у нас есть соглашения, о которых [публично] не объявлялось, на еще три миссии". Приводить какие-либо дополнительные сведения на этот счет Пайшер отказался, сославшись на коммерческую тайну.

Руководитель ILS также заверил, что американские санкции в отношении генерального директора Роскосмоса Дмитрия Рогозина не сказываются на деятельности компании, которую он возглавляет. "Мы работаем с Роскосмосом <...> Санкции в отношении Роскосмоса не вводились", - сказал Пайшер.

Расширение рынка

Также глава ILS добавил, что Россия рассчитывает в ближайшие пару лет взять под свой контроль от четверти до трети международного рынка коммерческих космических запусков.

Руководитель "Главкосмоса" не стал уточнять, на какие конкретно показатели планируется вывести ILS. "Едва ли могу предоставить цифры, поскольку это коммерчески "чувствительная" информация", - пояснил Лоскутов. "Было бы легче, если бы речь шла только о "Протоне", но теперь мы должны учитывать и [предстоящий] переход на "Ангару", на новый "Союз-5" <...>, - сказал со своей стороны Пайшер. - Тем не менее цель <...> заключается в том, что мы хотели бы [получить] от 25 до 30% рынка". "Мы хотим попробовать добиться этого в течение следующих двух лет", - заявил глава ILS.

При этом он пояснил, что в настоящее время рынок пусковых услуг оценивается в $183 млрд. "[Компания] "Главкосмос пусковые услуги" (совместное предприятие "Главкосмоса" и ООО "Космотрас" - прим. ТАСС) и ILS вместе охватывают, вероятно, 90% земного шара - в плане потребностей в [космических] запусках", - отметил Пайшер. По его свидетельству, на этом рынке он считает корпорации Arianespace и SpaceX основными конкурентами компаний, продвигающих "Протон".

«Главкосмос» и американская компания International Launch Services (ILS) намерены развивать сотрудничество, сообщили генеральный директор «Главкосмоса» Дмитрий Лоскутов и президент ILS Кирк Пайшер.

Как отметил Дмитрий Лоскутов, «Главкосмос» и его дочерняя компания «Главкосмос Пусковые Услуги» работают в тесном контакте с ILS и оказывают всю необходимую поддержку в продвижении, прежде всего, пусковых услуг с использованием РН «Протон».

По словам генерального директора «Главкосмоса», более тесная координация действий с ILS будет способствовать продвижению продукции российской ракетно-космической промышленности на международный рынок, поможет лучшему пониманию потребностей и ожиданий заказчика.

Российско-американское Совместное Предприятие International Launch Services (ILS) имеет эксклюзивное право на маркетинг пусковых услуг ракет-носителей (РН) «Протон» и семейства «Ангара» на международном рынке.

С 2008 года и по настоящее время владельцем контрольного пакета акций в ILS является Государственный космический научно-производственный центр имени М. В. Хруничева — разработчик и производитель РН «Протон» и семейства «Ангара».

С целью повышения эффективности внешнеэкономической деятельности совместного предприятия ILS в состав его Совета директоров были введены представители «Главкосмос».

International Launch Services, facing headwinds in a commercial launch market now largely shaped by billionaires and satellite miniaturization, has touted a new relationship with the Russian space agency and Glavkosmos as a means to drive down Proton rocket prices, make Russian space industry more friendly to the commercial market, and diversify its offerings.

U.S.-based ILS announced a change in its governance in April, with Glavkosmos — an enterprise owned by the Russian government — taking control fr om Khrunichev, the Russian manufacturer of the Proton rocket.

Glavkosmos is a daughter company of Roscosmos, the Russian space agency, charged with marketing Russian space industry products and services on the global market. Khrunichev remains the majority owner of ILS, but Glavkosmos now controls the company after taking two seats on the company's board of directors fr om Khrunichev, according to Kirk Pysher, president of ILS.

ILS is responsible for commercial sales of the Proton rocket, a heavy-lifter built near Moscow and launched from the Baikonur Cosmodrome in Kazakhstan. The new governance scheme gives ILS a cozier relationship with Roscosmos.

In a press briefing last week at the Satellite 2019 conference in Washington, D.C., Pysher said the change "gives us access to Roscosmos for talking strategy, pricing, schedules, etc.

"We believe that this now helps us create a new set of products, set of processes, that will allow us to compete more effectively," Pysher said.

The Russian government plans to use the Proton rocket through the mid-2020s, and the Proton will only be retired when the replacement Angara rocket enters operational service.

"It is a tight market," Pysher said. "We're competing against a couple of billionaires," he said, referring to Elon Musk's SpaceX and Jeff Bezos's Blue Origin.

"It's a difficult market, but the reality is Proton isn't going to go away. It's still going to be there flying, so let's see if we can try to make some money from it on a commercial basis."

Headquartered in a suburb of Washington, ILS has seen its place in the global commercial launch market eroding in recent years as SpaceX achieved a cadence of launches with its Falcon 9 rocket, while orders for large communications satellites once tailored for the Proton launcher took a nosedive.

Meanwhile, the Proton rocket suffered several failures and off-target payload deployments, raising reliability concerns among commercial satellite operators.

Entrenched communications satellite operators, with fleets of bus-sized spaceraft in geostationary orbit more than 22,000 miles (nearly 36,000 kilometers), have long been core customers for ILS.

But fewer of those satellites — designed for television broadcasting, data networking and broadband services — are being ordered, as existing operators and new entrants — such as SpaceX, OneWeb and Telesat — begin work on constellations of hundreds or thousands of smaller spacecraft to beam Internet signals from space.

The most recent ILS mission was in September 2017, and the company has conducted just five commercial Proton launches since the end of 2015. ILS is also charged with marketing flights using Russia's new Angara launcher, which has a light-class variant designed for launches into low Earth orbit, and a bigger heavy-lift version that will eventually replace the Proton in the mid-2020s.

With Glavkosmos now in control of ILS, Pysher said commercial space interests will have a stronger voice with Roscosmos. It helps that Dmitry Loskutov, director general of Glavkosmos, was an aide to Roscosmos chief Dmitry Rogozin for more than a decade, when Rogozin served as an envoy to NATO and as a Russian deputy prime minister.

"Since I've been working with Mr. Rogozin more than 10 years already, we have that direct channel to the director general of Roscosmos," Loskutov said during the May 7 press briefing in Washington.

Rogozin is a controversial figure who was one of numerous Russian government figures sanctioned by the U.S. government in the wake of Russia's annexation of Crimea in 2014. Pysher said ILS has experienced no impact from the Russian sanctions.

"It's a complex issue sometimes," Loskutov said of Russian efforts to gain a bigger foothold in the global commercial space marketplace. "Khrunichev alone cannot solve this issue. We need a complex effort here, and that's why we have to go to the government directly and propose some measures from Roscosmos."

"Before, we were working almost exclusively with Khrunichev, and that exclusive relationship was basically Proton and maximizing Khrunichev's profitability," Pysher said. "So now we have the ability to coordinate across the board.

A subsidiary of Glavkosmos named GK Launch Services sells Soyuz rocket flights on the commercial market. Under the management of Glavkosmos, ILS and GK Launch Services will offer Soyuz and Proton missions in parallel, with ILS taking a leading role in sales in the North American market, Pysher said.

GK Launch Services has had more recent success than ILS in attracting commercial customers. While the Proton rocket has primarily launched large satellites toward geostationary orbit one-at-a-time, the Soyuz can accommodate clusters of smaller payloads heading to lower orbits a few hundred miles above Earth.

One of Glavkosmos's biggest contracts in the international launch business involves coordinating the production, export and launch support services for 21 Soyuz missions dedicated to OneWeb's broadband constellation. OneWeb booked its launches with the French company Arianespace, but the Soyuz rockets are built in Russia.

GK Launch Services arranged the launch in December of 15 small commercial satellites from U.S., German and Japanese operators on a single Soyuz rocket from the Vostochny Cosmodrome in Russia's Far East. The payloads under contract to GK Launch Services rode into space with 13 other spacecraft on the Soyuz rocket.

The next mission planned by GK Launch Services will involve dozens of small commercial payloads riding piggyback on a Soyuz rocket this summer with a Russian weather satellite.

"So now what we can do, or the vision that we have going forward, is that we will essentially be cross-marketing those products," Pysher said. "So we'll be marketing Soyuz and GK Launch will be marketing Proton and Angara, and as the new product lines come out, we'll be sharing the marketing rights there as well.

"It will probably be based on geography as to wh ere we market products, but it also allows us to then package solutions for our customers," Pysher said.

Through its new relationship with Glavkosmos and Roscosmos, ILS could play a bigger role in selling other Russian spaceflight services on the commercial market.

"We're looking to broaden our portfolio of offerings, not necessiarly just launch, but we could also be participating of the sale of other space products in support of Glavkosmos's charter," Pysher said. "It could be data services, Earth observation, imagery, it could be space tourism, ISS (International Space Station) experiments."

ILS was formed in 1995 as a joint venture between Lockheed Martin, Khrunichev and Energia — another Russian aerospace contractor — and oversaw commercial launches using the Russian Proton and U.S. Atlas families of launch vehicles through 2006.

Lockheed Martin sold its stake in ILS and United Launch Alliance, a company with 50-50 ownership between Lockheed Martin and Boeing, took over the Atlas 5 rocket program in 2006. Khrunichev became the majority shareholder in ILS in 2008.

Under the new governance structure, ILS is no longer exclusively limited to selling Khrunichev-built Proton and Angara rockets. The Soyuz boosters are built by TsSKB Progress, and their Fregat upper stages are produced by NPO Lavochkin.

"We can offer Soyuz solutions," Pysher said. "We can offer backup solutions for schedule assurance, and in today's market pricing is No. 1. That's just the way it is. That's how it's been defined," Pysher said. "So Dmitry (Loskutov), along with Roscomsos and Khrunichev, have been attacking the pricing, the cost structure, of Proton and Soyuz, to basically get that down to a level wh ere we can effectively compete on price."

Pysher said the Proton rocket still has something to offer for commercial customers. The Proton's Breeze M upper stage is capable of long-duration flights lasting up to 15 hours, allowing the rocket to place satellites directly into geostationary orbit.

The Proton/Breeze M's capability to fly directly to geostationary orbit is "appealing to a number of the new space people because they're developing smaller satellites," Pysher said. "If we can put them directly into (geostationary orbit), they don't need to add electric propulsion at $10 million a pop."

Five or six Proton launches are planned this year, after only two missions last year carrying Russian military communications satellites into orbit. Only one of the Proton launches planned for 2019 is under contract to ILS — a dual-payload mission carrying a commercial Eutelsat television broadcast satellite and the first satellite servicing craft, or Mission Extension Vehicle, built by Northrop Grumman Innovation Systems.

"Getting back to launching a number of Protons helps you from a perception standpoint," Pysher said. "It all still boils down to price and schedule."

Despite Blue Origin's cash-rich rocket development program, which aims to debut the heavy-lift New Glenn rocket in 2021, and new launch vehicles in development by ULA and Japan's Mitsubishi Heavy Industries, Pysher thinks the large-class launcher market boils down to three companies.

"You can talk about Blue Origin," he said. "They're creating a whole different launch vehicle ... in my mind, a different class of customer. Their vehicle is huge. It will require a number of satellites to go on it in order for them to effectively make money.

"The question is do they actually need to make money," Pysher said. "That's a different question. So if we just look, I believe it's SpaceX, Arianespace and Proton. I still believe those are the three top competitors."

The next Proton launch is scheduled for May 30 from the Baikonur Cosmodrome in Kazakhstan with the Yamal 601 communications satellite on a quasi-commercial mission for Gazprom Space Systems, a Russian domestic satellite operator. ILS is not managing the Yamal 601 launch contract.

The Russian space agency's Spektr-RG X-ray astronomy observatory will launch June 21 on the following Proton mission, then a Russian military communications satellite is set to lift off on a Proton rocket later this summer.

ILS has multi-launch agreements with two of the world's largest geostationary satellite operators — Intelsat and Eutelsat.

"We have long-term launch agreements in place for eight missions," said Peter Stier, ILS's vice president of sales. "We have unannounced agreements in place for a further three missions ... We are pursuing business regularly, but that represents our commercial backlog."

BAIKONUR COSMODROME, Kazakhstan, 9 October 2019 — International Launch Services (ILS) has successfully inserted the EUTELSAT 5 West B and the Mission Extension Vehicle-1 (MEV-1) satellites into their planned Supersynchronous Transfer Orbits (SSTO) for Eutelsat of Paris, France, and SpaceLogistics LLC of Dulles, Virginia.

Today's launch was the 97th ILS Proton mission and over 420 Proton launches overall. It is the eighth Eutelsat satellite launched on an ILS Proton and the first SpaceLogistics LLC satellite launched on an ILS Proton. It was also the second ILS dual launch, and the first dual launch with two commercial satellites.

The Proton Breeze M, utilizing a 5-burn SSTO mission design, launched from Pad 39 at the Baikonur Cosmodrome on 9 October at 15:17 local time (10:17 GMT and 06:17 EDT). The satellites are both manufactured by Northrop Grumman and based on the GeoStar-2 (EUTELSAT 5 West B) and GeoStar-3 (MEV-1) platforms. The two spacecraft, making up the Integrated Payload Stack, weighed 5,190 kg at liftoff, and were separated 15 hours, 36 minutes (EUTELSAT 5 West B) and 15 hours, 54 minutes (MEV-1) after liftoff. Operators at the Northrop Grumman operations center in Dulles, Virginia acquired the spacecraft's first telemetry from orbit shortly after separation.

EUTELSAT 5 West B is a Ku-band satellite that will be located at 5° West, a key video neighborhood addressing predominantly French, Italian and Algerian broadcast markets. The new satellite will provide business continuity and improved quality for these markets via a Ku band payload of 35 equivalent 36 MHz transponders connected to three service areas. Switchable transponders will also increase commercial flexibility.

MEV-1 will deliver a groundbreaking on-orbit servicing satellite life-extension through Northrop Grumman's wholly-owned subsidiary SpaceLogistics LLC. MEV-1 will dock to client vehicles in geosynchronous orbit to provide attitude and orbit control of the combined vehicle stack. MEV-1 has the ability to dock and undock several times during its 15 year design life, allowing it to service multiple customers. SpaceLogistics LLC's initial service, using MEV-1, will extend the life of the Intelsat 901 satellite for five years.


Since its maiden flight in 1965, the workhorse Proton vehicle has demonstrated its versatility, maturity and performance to inject spacecraft into a wide variety of orbits for a diverse customer base. The Proton Breeze M vehicle is developed and built by Khrunichev Research and Production Space Center (Khrunichev) of Moscow, Russia's premier space industry manufacturer and majority shareholder in ILS.

Khrunichev State Research and Production Space Center, the majority shareholder of ILS International Launch Services, Inc., ("ILS") announced the departure of Kirk Pysher as ILS President. John Palme, ILS Chief Operations Officer, will serve as interim President until a successor is appointed.

Mr. Alexey Varochko, KhSC Director General, expressed his thanks to Mr. Pysher for his work on offering Proton M launch services on the global market.

"We appreciate Kirk's leadership over the past four years and his firm support of our quality initiatives. Tshudy, former Senior Vice President and General Counsel for ILS, to serve as special counsel to advise the company on a variety of legal matters to assure legal and regulatory compliance as the company makes organizational changes and transitions to providing broadened customer offerings.

Mr. Varochko further stated, "With the ILS reorganization we are on the verge of a new era for Russian commercial space.


ILS will be also working with GK Launch Services to leverage the capability of two very successful launch vehicles: Proton and Soyuz to provide customers broad offerings and mutual back-up.
