    The Air Force Strategic Development Planning and Experimentation office in December awarded SpaceX a $28 million contract to test over the next three years different ways in which the military might use the company's Starlink broadband services.

    WASHINGTON — The megaconstellations that promise to bring cheap broadband to the masses have drawn the military's attention. Commercial space internet provided by hundreds or thousands of satellites in low Earth orbit will become a reality in the next few years, and the Pentagon already is trying to figure out how it will buy and use these services.
    Laying the groundwork for the military's future use of LEO broadband is a small office located at Wright Patterson Air Force Base, Ohio. The Air Force Strategic Development Planning and Experimentation office in December awarded SpaceX a $28 million contract to test over the next three years different ways in which the military might use the company's Starlink broadband services.
    Greg Spanjers is the chief scientist at the Air Force's experimentation office and oversees a program called Global Lightning that is "trying to determine to what extent, and where it makes sense, for the Air Force to use emerging commercial space internet as another option for communications," he said in an interview with SpaceNews.
    SpaceX received the largest Air Force contract so far of any of the LEO broadband companies under the so-called "Defense Experimentation Using the Commercial Space Internet" program. Iridium got $2.5 million. And more contracts are coming as other constellations get built, Spanjers said. OneWeb on Wednesday launched its first six satellites. Telesat a year ago put up its first LEO broadband satellite.
    "We talk to all these companies," he said. "Anyone that is supplying capability, we want to test with them and determine how it fits for the Air Force."
    Spanjers' office is relatively new and different from a traditional Air Force procurement shop. It was stood up in May 2016 specifically to take commercial products and test them in field experiments. The idea is to grab promising technology and make it available to users much faster than is typically the case with military programs. This office of about 30 people is part of the Air Force Research Laboratory but works directly with Air Force and Defense Department leaders at the Pentagon. In fiscal year 2019 it received $216 million, most of which Congress requires that it be spent on experiments and prototypes. One of the most recent projects led by this office was a "light attack" demonstration that tested commercially available tactical aircraft for use in combat missions.
    Low-cost internet access from LEO constellations is one of the products that the Air Force wants to be able to acquire and use as soon as possible, said Spanjers. Today the military relies on a mix of geostationary commercial and military satellites. The megaconstellations would have hundreds or thousands of small satellites orbiting the planet at lower altitudes.
    "Commercial space is hot and heavy, building LEO systems for a space internet. Of course we want to be ready to use it," he said. "We're ready to issue them contracts to test with them as soon as they start launching spacecraft. We're not waiting fro them to have a full capability and then start the whole process. We have the funding and the vehicles in place to do it now."
    Brian Beal, program manager of Global Lightning, said the Air Force already has tested the performance of SpaceX's first two Starlink satellites Tintin A and B. "We were very happy with the results," he said. Basic tests even with just two satellites helps the military understand the system and consider what could be done in the future when the constellation is completed.
    "As the commercial world expands and starts to roll out their full constellations, we're informed and in a good position to make smart decisions," Beal said.
    Spanjers said it is notoriously difficult to bring new systems into military communications architectures and it will take some "noodling" to get one side to talk to the other. So these experiments need to get done sooner rather than later, he said. "It helps a lot future decision makers if we can go in and, no kidding, put this into hardware testing and see what it takes to hook up to and make sure we can get the interfaces to work."
    The Air Force expects to be one of many customers of commercial LEO broadband services but wants to be an "early adopter," Spanjers said. "Comms is key to everything. All of our platforms suffer from needing more comms," he said. "Right off the bat we have the potential to save a lot of money and have much higher bandwidth. For them to succeed they have to have a much lower cost point than what we've seen from satcom services in the past."
    One issue that is being investigated is how the military's ground equipment would have to be modified. "Frankly what I find interesting is that these companies are talking about coming down to your private home and people having their own antennas," Spanjers said. "Ground equipment is part of the experiments we'll do," he explained. "We can take the vendor's ground equipment and put DoD encryption systems on the back end and interface it into our systems. Or we can look at building integrated units and see how complex it is in each case." L-3 received a $5.6 million contract to help assess military terminals.
    The Air Force calculated that if all the megaconstellations that are currently in the works reach their projected size, it will only use a tiny fraction of their available bandwidth. "We've done rough numbers," Spanjers said. "If they build out what they say they'll build, I think we'll lease a few single percentages of their total capacity," he said. "We have to be smart on how we're going to do it. We think we'll be an important customer but to think we're going to dominate this industry and develop our own capability is ridiculous."
    It would be foolish for DoD to invest in military-owned satellites if it can access these services, he said. LEO broadband systems will be "way larger than anything we could ever justify building for solely Air Force or even DoD use."
    The Air Force is now "waiting for commercial to catch up" to the military demand, he said. "That sounds terrible. But we're ready and waiting for them to get the systems up and in place."

    Falcon Heavy and Starlink headline SpaceX's upcoming manifest

The droneship will be positioned about 600 kilometers downrange to the northeast. Interestingly, there is not a SpaceX customer on the near-term manifest with a payload that would require such a trajectory.
    NASASpaceflight.com now understands that this is the first dedicated flight for SpaceX's proposed low earth orbit internet constellation called Starlink.

То же самое касается жилых зданий, объектов культурного наследия и стратегически важных для безопасности государств точек.

    По данным НАСА, у каждого обломка из 17400 есть шанс убить человека. Правда, это все же ниже порога безопасности, который установлен агентством (1:10000). Тем не менее, специалисты FCC посчитали, что в среднем на Землю будет падать пять спутников в день спустя шесть лет после запуска всей сети. Вероятность того, что обломок кого-нибудь убьет, составляет 45% на каждые 6 лет. 

    Для того, чтобы снизить вероятность причинения ущерба при падении спутника, компания SpaceX приняла решение изменить конструкцию аппарата. Изменения заключаются в том, что теперь в спутниках нет массивных металлических компонентов, которые могли бы не полностью сгореть и достичь поверхности планеты. «Ни один из компонентов спутников не сможет выдержать вход в атмосферу, так что вероятность причинения ущерба равна нулю», — сообщила SpaceX.

    По мнению экспертов, заявление о «нулевой вероятности» инцидентов при падении спутников нужно доказать. «В принципе, я не знаю, можно ли вообще говорить о нулевом риске», — комментирует ситуацию Реймонд Седвик, специалист по космическому мусору. 

    То, что спутники по окончании срока использования будут выведены с орбиты и уничтожены в атмосфере Земли, на самом деле очень хорошо. В противном случае они бы остались болтаться в космосе и засорять околоземное пространство: например, Vanguard 1, второй по счёту спутник Соединённых Штатов, прекратил принимать сигналы с Земли ещё в 1958 году, и с тех пор так и несётся в пространстве бесполезным куском металла. 

    И это всего лишь один из десятков тысяч кусочков мусора, засорившего нашу орбиту за шестьдесят лет освоения космоса людьми. Все эти объекты могут вывести из строя рабочие спутники или повредить космическую станцию. Также исследователи опасаются, что в долгосрочной перспективе Человечество может оказаться "заперто" на Земле космическим мусором собственного производства. Поэтому сейчас все компании, выводящие спутники на орбиту, должны предусмотреть сведение их с орбиты не позднее, чем после 25 лет работы.

    ЦитироватьLast week, on hearing the news of Amazon's Project Kuiper LEO constellation plans, my immediate reaction was that it looked like "a good way to make it even harder for SpaceX to raise their next funding round". Unsurprisingly, that turns out to be exactly the situation, because I'm told that Elon Musk held a lengthy conference call with SpaceX investors last week to seek additional funding for Starlink, ahead of the next launch (which has now been announced to be "no earlier than May").
    SpaceX is seeking to complete a near term equity raise (apparently limited to existing investors) at a valuation of $32B, and has made some outlandish claims about the potential for Starlink, similar to (if not even more exaggerated than) the widely ridiculed business plan published in the Wall St Journal back in January 2017, with many tens or even hundreds of millions of subscribers relying on the constellation. Jumping onboard with others, but exaggerating further, Starlink's flat panel terminal is claimed to be capable of 100Mbps, but will cost only $500 at launch, falling to $150 over time. Moreover, the cost of the 4000+ satellites is said to be around half a million dollars each, including launch, implying total capex of less than $3B.
    Meanwhile, Amazon continues to troll SpaceX, hiring the former leaders of Starlink, who Musk fired for wanting "more iterations of test satellites" rather than "cheaper and simpler satellites, sooner" and posting over 70 jobs in Bellevue, WA in an attempt to lure away additional engineers from Starlink facility in nearby Redmond.
    So can Bezos derail SpaceX's satellite internet plans, which may be the last avenue left to raise money for SpaceX, as the demand for launches continues to decline and its backlog nears exhaustion? Are people starting to doubt Elon Musk's claims? Or does Musk still have enough believers amongst the existing SpaceX investors, including Google, which may have many reasons of its own to push back against Amazon?

    I noted a couple of weeks ago that SpaceX was putting the FCC under considerable pressure to approve its April 5 request for Special Temporary Authority to operate its initial tranche of Starlink satellites. However, rather than giving approval for this STA, on April 26 the FCC instead approved SpaceX's November 2018 license modification.
    Buried in this order is a key waiver sought by SpaceX, which is fundamentally different from the authorizations granted to other NGSO players (including Theia, whose license was approved at today's FCC Open Meeting):

Accordingly, operations of SpaceX's system, as modified prior to the ITU's finding, are at SpaceX's own risk.
    While other systems like Theia are required to receive ITU approval "prior to the initiation of service", SpaceX has now been given permission to provide service over the Starlink system unless and until a final ITU finding is published. This appears to reflect the FCC's view of SpaceX as a potential winner in the NGSO race and a desire to enable operations to begin as soon as possible. In addition, SpaceX appears to be receiving strong backing from other agencies within the US government for the capabilities that Starlink is expected to make available.
    So next week on May 15, SpaceX plans to launch "dozens of satellites" (perhaps as many as 40-50 from what I've heard in Washington DC this week), although it remains unclear what technologies are actually onboard these satellites. It seems that the satellites include a variety of different designs (launching everything "including the kitchen sink") and there may even be some non-communications payloads onboard.
    It appears that the launch will be accompanied by a publicity blitz to set the scene for a major fundraising effort immediately thereafter, with one feature of this PR campaign being SpaceX's production line in Redmond, described to me as "more impressive" than OneWeb's factory in Florida. But SpaceX clearly believes that numbers are important, and will be comparing the number of satellites it has launched to the 6 satellites launched by OneWeb in February. So I expect SpaceX's fundraising target will also exceed the $1.25B raised by OneWeb in March and will include more of the wild predictions we've heard for Tesla in recent weeks as well as on the SpaceX fundraising call in early April.
    That sets the scene for a race between OneWeb and SpaceX to launch as many satellites as possible in the next 6-12 months: OneWeb is claiming it will be launching 35 satellites per month starting in the fall, and SpaceX is suggesting it may also have 2-6 more launches by the end of the year (helpfully filling a hole in its Falcon 9 manifest as the demand for GEO launches continues to slow, but clearly requiring a substantial financial commitment).
    In comparison, other proposed systems like Telesat and LeoSat will be far behind, and even though these systems may have designs which are more optimized for their target markets, it could become increasingly difficult for either system to attract the attention and funding they need to move forward, without backing from major strategic investors. Speculation is likely to focus on Amazon's Project Kuiper plans, but unlike Elon Musk's "build it and they will come" mentality, I expect Jeff Bezos is more likely to want to put together a solid plan before committing to spend many billions of dollars on such an effort.
    But the most important thing of all is whether investors believe Elon Musk's predictions and will now throw billions of dollars at his Starlink vision. A shortfall in the amount raised, as seems to have been the case in all of SpaceX's various funding rounds over the last year, will keep the pressure on the company after a series of costly issues (most notably the loss of the Crew Dragon capsule).
