Intelsat License LLC ("Intelsat") herein requests a grant of Special Temporary Authority ("STA") (1) for 30 days, commencing August 5, 2014, to use its Hagerstown, Maryland C-band earth station -- call sign KA275 -- to provide launch and early orbit phase ("LEOP") services for the AsiaSat-6 satellite that is expected to be launched on August 5, 2014. (2)
  The LEOP period is expected to last approximately ten days. (3)       
     
The AsiaSat-6 LEOP operations will be performed in the following frequency bands:  6429.00 MHz and 6431.00 MHz in the uplink (RHCP), and 4198.75 MHz and 4199.85 MHz in the downlink (LHCP).  The LEOP operations will be coordinated with all operators of satellites that use the same frequency bands and are in the LEOP path.  All operators of satellites in that path will be provided with an emergency phone number where the licensee can be reached in the event that harmful interference occurs.

2 -   The permanent orbital location for AsiaSat-6, which Intelsat understands is licensed by China, will be 120.0° E.L.  The in-orbit testing location will be 119.65° E.L.   
3 -  Intelsat is seeking authority for 30 days to accommodate possible launch delays.

Где вы такое увидели? Из-за дополнительных проверок пуск был перенесен на сутки. До аварии F9R он планировался на 26 августа.

SpaceX has decided to postpone tomorrow's flight of AsiaSat 6. We are not aware of any issue with Falcon 9, nor the interfaces with the Spacecraft, but have decided to review all potential failure modes and contingencies again. We expect to complete this process in one to two weeks.

The natural question is whether this is related to the test vehicle malfunction at our development facility in Texas last week. After a thorough review, we are confident that there is no direct link. Had the same blocked sensor port problem occurred with an operational Falcon 9, it would have been outvoted by several other sensors. That voting system was not present on the test vehicle.

What we do want to triple-check is whether even highly improbable corner case scenarios have the optimal fault detection and recovery logic. This has already been reviewed by SpaceX and multiple outside agencies, so the most likely outcome is no change. If any changes are made, we will provide as much detail as is allowed under US law.

По сведениям NSF, последние несколько дней работали над устранением утечки гелия (замена двух клапанов решила проблему). Еще интересно, что вроде как система автоматического контроля и отмены пуска на площадке во Флориде отловила бы потенциальную неисправность, которая привела к подрыву F-9R Dev-1 в Техасе (там на тестовой площадке такого оборудования, отменяющую пуск и удерживающую ракету на столе, не установлено).
