DigitalGlobe and Ball Aerospace Successfully Complete Critical Design Review for WorldView-3

(NYSE: BLL) jointly announced today they successfully completed the Critical Design Review (CDR) for DigitalGlobe's next generation remote-sensing satellite, WorldView-3. The successful CDR was completed in late August and keeps WorldView-3 on schedule for a planned launch in the middle of 2014. WorldView-3 will expand DigitalGlobe's orbiting constellation to four remote-sensing satellites, all of which were manufactured by Ball Aerospace.

The CDR verified design modifications between WorldView-3 and WorldView-2, previously built by Ball for DigitalGlobe. Google Earth, Foreign Wars, And The Future Of Satellite Imagery

DigitalGlobe, the Colorado-based imaging firm responsible for much of Google Earth's, Bing Maps', and Google Maps' content, has a new satellite on the way. The WorldView-3 is a super-high-resolution remote-sensing satellite slated for a 2014 launch. Ball Aerospace & Technologies is building the satellite and ITT will be responsible for the WorldView-3's optical imager. However, the primary audience for Worldview-3 pictures won't be Google. Images from the new satellite are mainly intended to be sold and licensed to the U.S. government.

Firms such as DigitalGlobe and their main competitor, Virginia's GeoEye, earn most of their money from their satellite constellations (or, for the rest of us, their satellites in space) custom-snapping pictures for customers or from resale of the regular imagery the satellites make. These clients range from Google to mining companies to, most importantly, the U.S. government.

Unfortunately, the best imagery that comes out of high-end satellites such as the WorldView-3 won't make it onto Google Earth anytime soon. U.S. regulations prohibit commercial customers from purchasing imagery with anything better than a .5 meter ground resolution. This means that, unless you work for the federal government or for a close foreign ally, you won't be able to see satellite footage of yourself lounging in a hammock just yet.

The best images to make it out of the WorldView-3 will have a considerably better resolution than .5 meters. Once complete, the satellite will have an image resolution that ranges between .3 and .46 meters. Government regulations require images from the WorldView-2 and WorldView-3 to be resampled to a lower resolution before being offered to private customers.

Intelligence services and the Defense Department will be able to use WorldView-3 for satellite imagery that is crisper and clearer than anything currently on the market. Instead of Google Earth's blurry (though admittedly cool) close-up imagery, government customers will have access to images that look like they jumped out of a science fiction movie.

According to DigitalGlobe CTO Walter Scott, the company's three current satellites photograph the earth's surface approximately six times a year, collecting between 2 and 3 pentabytes of imagery annually. Not all of this data is provided to Google, which receives DigitalGlobe imagery through a special service agreement. Microsoft has a similar agreement that provides content for Bing Maps.

While Google is a valuable customer, DigitalGlobe's gravy train is the provision of satellite imagery to government agencies. In an interview with Fast Company, Scott noted that nearly 60% of the firm's business comes from the U.S. government. That is where the Worldview-3's super-high resolution kicks in: It's also where the whole idea of private satellite companies gets really interesting.

The United States government operates the world's finest collection of surveillance satellites. Agencies such as the National Reconnaissance Office (NRO) are responsible for running a sprawling intelligence system with staggering technical assets. Another agency, the National Geospatial-Intelligence Agency (NGA), is responsible for interpreting and understanding the massive amount of satellite imagery the government encounters from both proprietary and commercial sources.

DigitalGlobe is among the largest of these commercial sources. This past October, the firm inked an extremely lucrative one-year, $37.9 million contract with the NGA. The contract mainly requires DigitalGlobe to make plenty of cloud-free images, supply the NGA with time-sensitive imagery of "high-priority geographic locations," and with non-stop delivery of daily imagery within 24 hours of collection. In Scott's words, NGA's collaboration with DigitalGlobe is an "affordable way of getting intelligence" for the federal government.

One major advantage for the federal government is that working with companies such as DigitalGlobe and GeoEye liberates them from many of the bureaucratic and legal constraints that the military and intelligence agencies face. The military can share privately obtained satellite images with foreign allies without dealing with Cold War-era restrictions; government agencies can also obtain imagery without having to deal with omnipresent department infighting and bureaucratic inertia. More worryingly, the easy availability of commercial satellite imagery to government intelligence agencies raises a host of civil liberties concerns related to domestic spying.

Despite landing a large contract, DigitalGlobe is worrying that changing defense priorities could alter their government partnerships. Scott expressed concern to Fast Company that budget cuts in fiscal year 2013 to the Defense Department and various intelligence agencies could limit purchases of commercial imagery. In a recent op-ed for trade paper Defense News, Scott claimed that relying on services such as DigitalGlobe saves the Defense Department money.

However, the private satellite industry has one important thing going for it: Continuing geopolitical unrest. Barring a miracle, the situation in Syria will continue to decline and the ongoing conflicts in Iraq and Afghanistan will divert U.S. resources for years to come. In addition, there is always the worry that some new nightmare--Iran? East Asia? The Euro collapse?--will cause an upsurge in government purchases of private satellite imagery. And, if not... well, Google might just be able to negotiate a better deal.

Честно говоря и автомобилей не видно, а это  идеальных условиях, с использованием насколько я понимаю лучших ДЗЗ WorldView-2, WorldView-3, приближающихся к КН-12, а если лес, туман или дождь, ночь в общем пипец, понятно почему перешли на беспилотники......

Китай планирует к 2020 году создать систему наблюдения Земли с высоким разрешением

ЦитироватьПекин, 13 марта /Синьхуа/ -- Как сообщили сегодня в Управлении оборонной науки, техники и промышленности Китая, в стране развернуто полномасштабное строительство системы наблюдения Земли с высоким разрешением. С 2013 года начнется постепенная разработка и запуск спутников нового типа, а примерно в 2020 году, как предполагается, система будет построена полностью.

Данная система будет предоставлять информационные услуги в сфере современного сельского хозяйства, борьбы со стихийными бедствиями и минимизация ущерба от них, охраны ресурсов и окружающей среды, а также общественной безопасности. Она имеет большое значение для содействия строительству космической инфраструктуры, продвижения применения спутников и развития стратегических нарождающихся отраслей.

Система наблюдения Земли с высоким разрешением является одной из 16 крупных специальных проектов научно-технического значения, входящие в Китайскую программу развития науки и техники на среднесрочный и долгосрочный периоды /2006-2020 гг./.

ЦитироватьВ 2011 году запущены 23 гражданских, коммерческих и военных космических аппарата (КА) съёмки Земли, среди которых всего два российских — один военный и один метеорологический аппарат. На орбиту были выведены 19 спутников с оптической аппаратурой съёмки Земли, принадлежащих 13 странам (Индия, Сингапур, Аргентина, Иран, США, Китай, Россия, Украина, Нигерия, Турция, Япония, Франция, Чили). Также были запущены два спутника (японский и китайский) с радиолокаторами с синтезированной апертурой (РСА).

Два метеорологических КА России и США выведены на геостационарную и низкую полярную орбиты. Отметим, что речь идет о гражданских, коммерческих и военных спутниках дистанционного зондирования Земли с оптико-электронной и радиолокационной аппаратурой, позволяющей получать изображения с пространственным разрешением от низкого (1-4 км) до сверхвысокого ( <1> 9 метеорологических спутников). В 2011 году на орбиту выведены два КА видовой оптико-электронной разведки, которые представляют две полярные тенденции ДЗЗ:

— «национальный космос» — тяжёлый (массой более 14 т) и дорогостоящий (~ 1 млрд долл.), но долгоживущий (7-9 лет) спутник под индексом USA-224;
— «тактический космос» — миниспутник ORS-1 массой 450 кг, стоимостью 226 млн долл. со сроком эксплуатации 2 года.

Важным событием 2011 года стал долгожданный запуск экспериментального метеорологического КА NPP (NPOESS Preparatory Program), предназначенного для испытаний новых метеодатчиков перспективных спутников администрации NOAA. Основной сканер VIIRS создан на базе радиометра MODIS и обеспечивает съёмку в 22 спектральных каналах с разрешением 400 м в полосе съёмки шириной 3000 км. Спутник NPP позволит продолжить политику свободного демократического доступа к космической информации, реализованный в программе EOS (КА Terra и Aqua). Спутник NPP будет передавать информацию в режиме широкого вещания в Х-диапазоне частот (Direct Broadcast, DB). Для обработки информации датчиков NPP лаборатория агентства NASA разработала программное обеспечение IPOPP, которое будет свободно распространятся среди операторов приёмных станций.

Две американские компании GeoEye и DigitalGlobe являются мировыми лидерами и монополистами в области поставки цветных изображений полуметрового разрешения. Несмотря на монопольное положение в самом доходном сегменте рынка, основную часть доходов двух компаний (75-80%) приносит оборонный заказ по 10-летней программе EnhancedView (EV) общей стоимостью 7,35 млрд долл. (ежегодные контракты по 250 млн долл. на компанию), предусматривающей госзакупку ресурсов коммерческих спутников в интересах Национального агентства геопространственной разведки NGA.

Обе компании продолжали финансировать разработку спутников 3-го поколения GeoEye-2 и WorldView-3 с разрешением 25-30 см, которые после запуска в 2013-2014 годах откроют новые перспективы для развития рынка.

Китай
Китай в течение 5 последних лет создал многоцелевую орбитальную группировку спутников ДЗЗ, состоящую из нескольких космических систем:

— система из 10 спутников видовой разведки с РСА и ОЭС, запускаемых под индексом «Яогань» (Yoagan Weisin, YG);
— система океанографических КА серии «Океан» HY-1B с оптическими датчиками и новый HY-2A c микроволновыми радиометрами (в перспективе — HY-3 c РСА);
— система картографических спутников — военный TH-1 и гражданский ZY-3 (запущен 09.01.2012);
— система мониторинга ЧС «2+1» на базе КА HJ-1A/B (в перспективе — «2+2») под контролем Министерства чрезвычайных ситуаций (в 2012 г. ожидается пополнение — HJ-1C);
— система мониторинга природных ресурсов на базе КА серии «РЕСУРС» ZY-1-02C под контролем Министерства земельных и природных ресурсов;
— международная система Китая и Бразилии на базе многоцелевых КА ZY-1 (CBERS-2B отключён, в 2012 планируется CBERS-3);
— коммерческие и экспериментальные спутники BJ-1, и др.

Для сравнения, в орбитальной группировке ДЗЗ России в 2011 году было 3 КА (без учёта метеоспутников РФ и КНР).

В 2011 году Китай запустил 2 КА видовой разведки метрового разрешения YG-12 с ОЭС и YG-13 с РСА. Впервые запущен многоцелевой спутник мониторинга природных ресурсов ZY-1-02C в интересах Министерства земельных и природных ресурсов, который по параметрам аппаратуры (разрешение 2,3 м (PAN) и 5 м/10 м (MS) в полосе съемки шириной 54 км и 60 км) аналогичен французскому SPOT 5. По информации СМИ, спутник был изготовлен в рекордно короткие сроки — в течение 20 месяцев без импортных компонентов.

В 2011 году китайская компания 21AT заключила с британской компанией SSTL контракт на 170 млн долл. на изготовление и запуск в 2014 году трёх миниспутников нового поколения DMC-3 массой по 350 кг с оптическими сканерами метрового разрешения (1 м PAN и 4м MS). Особенностью контракта является реализация новой бизнес-модели в секторе ДЗЗ: сами спутники остаются в собственности и под управлением компании-оператора DMCii, а съёмочную аппаратуру арендует Китай сроком на 7 лет.

В 2012 году Китай планирует запустить не менее 6 КА для дальнейшего наращивания состава практически всех существующих систем ДЗЗ (в первую очередь — подсистемы военных спутников «Яогань», YG), а также систем метеонаблюдений. Следует отметить активизацию деятельности Китая на рынке спутников ДЗЗ: кроме участия в совместной программе с Бразилией Пекин изготавливает спутники съёмки Земли для Венесуэлы и Пакистана.

Европа
В конце 2011 года Франция осуществила долгожданный запуск первого КА двойного назначения Pleiades-1 полуметрового разрешения, который может нарушить монополию американских компаний на поставку цветных продуктов субметрового пространственного разрешения. Франция в ближайшие 3 года планирует создать на орбите группировку из КА Pleiades-1, -2, SPOT 6 и SPOT 7 в дополнение к четырём уже действующим (SPOT 4/5 и военным Helios-2A/2B).

В 2011 году запущены сразу два спутника Nigeriasat-2 и NX, изготовленных для Нигерии британской компанией SSTL (Великобритания). В 2011 году компания SSTL, лидирующая в области малых аппаратов ДЗЗ массой 100-300 кг, получила госфинансирование на разработку первого британского миниспутника Nova-SAR с радиолокатором. В 2011 году начат приём информации среднего разрешения британского миниспутника UK-DMC-2 на станции «УниСкан» в России.

В 2012 году Испания планирует стать оператором первого спутника видовой разведки с РСА PAZ, созданного на базе германского КА TerraSAR-X (пространственное разрешение 1 м, 3 м и 16 м в трёх режимах съёмки).

Индия
В 2011 году Индия успешно запустила многоцелевой спутник Resourcesat-2 с тремя взаимодополняющими сканерами (разрешение 5,8 м; 23 м и 56 м), который является усовершенствованной версией известного в мире аппарата Resourcesat-1, а также индийско-французский спутник изучения атмосферы в тропической зоне Mega-Tropique.

В стране успешно эксплуатируется национальная группировка, в состав которой входят 10 аппаратов различного назначения, в том числе Resourcesat-1, -2, картографический Cartosat-1, спутники 2-го назначения с аппаратурой метрового разрешения Cartosat-2, -2A, -2B, военные спутники RISAT-1 и TES 1, исследовательские и экспериментальные КА IMS-1, Mega-Tropique.

Япония
В 2011 году Япония активизировала деятельность в области ДЗЗ, запустив сразу два спутника видовой разведки IGS-O4 и -R3, в результате чего состав системы был доведён до 5 аппаратов. На 2012 год запланированы запуски 5 спутников ДЗЗ: два военных IGS-R4 и IGS-O5 Demo, исследовательский КА GCOM-W1 Shizuki с комплектом аппаратуры ДЗЗ низкого разрешения, коммерческий микроспутник WNISAT-1 с ОЭС низкого разрешения и гражданский КА ASNARO с аппаратурой полуметрового разрешения.

В 2012 году Япония впервые планирует осуществить коммерческий запуск зарубежной полезной нагрузки — корейского КА оптико-электронной видовой разведки Kompsat-3 (Arirang-3, ОЭС с разрешением до 0,7м).

Россия
В 2011 году в России запущен один короткоживущий военный КА «Космос-2472», идентифицированный в западной прессе как фоторазведчик «Кобальт-М» (прекратил существование 24.11.2011), а также метеоспутник «Электро-Л», успешно передающий изображения с геостационарной орбиты. Однако за прошедший год орбитальных испытаний в открытом доступе так и не появились продукты — карты температуры поверхности суши и воды, влажности, пожаров и пр., — то, ради чего и запускался спутник.

Все ранее обещанные запуски 2011 года в очередной раз «сдвинулись вправо» на 2012 год, оставив на орбите 3 российских спутника ДЗЗ: «Ресурс-ДК1» (в пределах остаточного ресурса), метеоспутник «Метеор-М» №1 с датчиками КМСС и «Электро-Л». В существующем составе группировка ДЗЗ не соответствует потребностям экономического развития страны. Кризисное состояние российской отрасли ДЗЗ давно требует системных решений. На 2012 год запланированы запуски не менее 4 новых КА съёмки Земли, но опыт прошлых лет заставляет усомниться в реальности планов.

Новые тенденции в ДЗЗ
Основной тенденцией последних лет в ДЗЗ является развитие концепции оперативной и глобальной съёмки Земли с метровым разрешением с помощью многоспутниковых группировок. Сегодня аналогичный принцип реализован только в метеосистемах глобальной съёмки низкого разрешения, а также системах ДЗЗ среднего разрешения (например, DMC). Новый принцип реализуется уже в нескольких проектах и системах (e-CORSE, SkyBox Imaging и др.), получивших реальное финансирование и прошедших первые этапы эскизного проектирования. Состоятельность новых проектов зависит от их финансовой реализуемости, связанной с созданием новой микроаппаратуры ДЗЗ.

Другим направлением снижения стоимости систем ДЗЗ является установка съёмочной аппаратуры в качестве стандартной попутной полезной нагрузки (ПН). В 2011 году в космос на борту связного коммерческого спутника SES выведена первая стандартизованная дополнительная (или попутная) ПН для задач землеобзора — датчик CHIRP, созданный по заказу ВВС США для обнаружения пусков ракет. Успешные испытания CHIRP открывают дальнейшие перспективы создания систем глобального оперативного обзора Земли на базе малогабаритных полезных нагрузок, устанавливаемых в качестве попутного груза на борту КА в составе многоспутниковых систем глобальной связи. Потенциальными кандидатами для спутников-носителей ПН ДЗЗ являются КА системы глобальной мобильной связи IRIDIUM NEXT следующего поколения. Преимущества попутных ПН — радикальное снижение их стоимости, даже по сравнению с малогабаритными аппаратами. Новая тенденция ДЗЗ оформилась и организационно. В 2011 году в США сформирован «Альянс Попутных ПН» (Hosted Payload Alliance) — некоммерческая организация, объединяющая разработчиков, владельцев ПН и операторов спутников.

С точки зрения технологий ДЗЗ помимо традиционных направлений (повышение пространственного разрешения, добавление новых спектральных каналов, автоматизация процессов обработки и оперативного предоставления данных) появились новые технологии оперативной видеосъёмки объектов из космоса в дополнение к уже доступным продуктам временного анализа в виде стереопар, триплетов и многоракурсных снимков объекта (> 20 кадров на пролёт).

Планы на 2012 год
На 2012 год заявлены запуски не менее 28 КА с аппаратурой съёмки Земли различного назначения. Особенностями наступившего года может стать лавинообразное создание национальных систем космической видовой разведки в новых странах — в Турции, ОАЭ, Корее и Испании. Стремление быстро развивающихся стран создать собственные спутники ДЗЗ способствует росту рынка изготовления таких систем «под ключ». Самыми успешными среди поставщиков КА ДЗЗ являются компании Европы (корпорация EADS, в том числе SSTL, компании Италии и Франции), Китай и Корея. Наибольшее влияние на мировой рынок геоданных могут оказать запуски в 2012 году радарного КА RISAT-1 (Индия), а также оптических спутников высокого разрешения KOMPSAT-3 (Корея), SPOT 6 (Франция) и ASNARO (Япония).

European Space Agency... Ten Years Of EO

In the early hours of March 1, 2002, the largest Earth observation satellite ever built....
....soared into orbit from ESA's launch base in Kourou, French Guiana. For a decade, Envisat has been keeping watch over our planet. The eight-ton satellite has doubled its planned five-year lifetime, circling Earth more than 50,000 times. With ten sophisticated optical and radar sensors, the satellite is continuously observing and monitoring Earth's land, atmosphere, oceans and ice caps. An estimated 2000 scientific publications have been based on this information.

Envisat's largest instrument is the Advanced Synthetic Aperture Radar, which can be used day or night because it sees through clouds and darkness. This is particularly useful over polar regions, which are prone to long periods of bad weather and extended darkness. Last summer, the radar monitored record-low sea ice cover in the Arctic. The Medium Resolution Imaging Spectrometer—or MERIS—captures images of ocean color and land cover. MERIS images are used to produce high-resolution global land-cover maps under the GlobCover project. These maps are useful for modelling the extent and effects of climate change, conserving biodiversity and managing natural resources. Envisat's MIPAS, Sciamachy and 4 suite of sensors is able to see the holes in the thinning ozone layer and the plumes of pollutants hanging over major industrial cities or burning forests. Other instruments include the Radar Altimeter, which measures surface topography to an accuracy of a few centimetres, revealing the changes in sea-surface height over time.

Envisat provides crucial Earth observation data not only to scientists, but also to many operational services such as sea ice mapping or oil spill monitoring. High engineering and scientific skills keep the mission going—Envisat owes its decade of success to more than ten years of teamwork. With an increased demand from scientific users for Envisat products, the mission gradually increased the flow of data within the first five years. Ground facilities have improved over the years to speed the delivery of data and their quality.

In 2004, the mission's first scientific results were presented at the Envisat Symposium in Salzburg, Austria. With about 1,000 participants, it marked the establishment of Envisat as one of the major tools available to Earth scientists. Three years later, another symposium dedicated to Envisat included the first global measurements of greenhouse gases, demonstrating the fast-growing concentration of carbon dioxide and the seasonal variation of methane.

In 2010, the satellite's orbit was changed to allow Envisat to continue operating for at least another three years. This is ensuring the continuity of crucial Earth-observation data until the next generation of satellites—the Sentinels—are fully operational in 2013. The Sentinel missions are being developed as part of Europe's Global Monitoring for Environment and Security (GMES) program.

Американские ученые научились находить древние поселения людей под толстым слоем отложений при помощи спутников дистанционного зондирования Земли, фиксирующих следы цивилизации по особому типу почвы, который формируется в пределах долговременных мест обитания человека, и опубликовали карту первых поселений человека на Ближнем Востоке в статье в журнале Proceedings of the National Academy of Sciences.

Спутники дистанционного зондирования Земли используются для самых различных гражданских и военных целей. Они позволяют "просвечивать" толщу пород для поиска полезных ископаемых и составления геологических и почвенных карт в масштабах всей страны.

Программист Бьерн Мензе (Bjoern Menze) из Массачусетского технологического института и археолог Джейсон Ур (Jason Ur) из Гарвардского университета разработали методику, которая позволяет использовать такие спутники для поиска следов цивилизации по типу почвы, характерному для окрестностей древних городов и деревень.

Во время раскопок в так называемом "плодородном полумесяце" (территории предположительно первых земледельческих культур на территории современной Сирии, Египта, Израиля, Ирака и других стран Ближнего Востока) Ур заметил, что все человеческие поселения оставляли после себя особый тип почвы - антрозоль, не существующий в природных условиях.

По его словам, эта почва возникла следующим образом: на территории "колыбели земледелия" отсутствовали источники древесины, из-за чего люди строили свои жилища из глинобитных кирпичей. Когда такой дом приходил в негодность, его жители частично разбирали его и использовали поврежденные кирпичи в качестве фундамента, поверх которого строилась новая "жилплощадь".

Через несколько столетий на территории поселения формируется характерный "курган", известный как "тель" среди арабоязычных жителей этого региона. Вокруг "теля" формируется антрозоль, по толщине которого и другим характеристикам определить возраст и размеры поселения.

Для обнаружения и классификации "телей" Мензе разработал специальную компьютерную программу, отмечающую на снимках спутников ДЗЗ территории, где залегают древние антрозоли.

Исследователи проверили ее в деле, проанализировав снимки части "плодородного полумесяца" на территории Сирии, полученные американскими спутниками в рамках программы CORONA и зондом Terra. Как утверждают ученые, им удалось обнаружить около 9 тысяч поселений, что "по крайней мере, на порядок больше, чем было открыто ранее".

"Я могу сделать то же самое и "вручную", в поле. Но изучение такой большой территории, скорее всего, займет весь остаток моей жизни. Компьютерные технологии, позволили нам мгновенно получить огромную карту, что было очень интересно не только с методологической точки зрения, но и с практической. Она показала, что на территории Ближнего Востока было ошеломляюще много человеческих поселений в последние 7 или 8 тысяч лет", - заключает Ур.

GeoEye Expects Steady NGA Funding for New Satellite
ЦитироватьWASHINGTON — Geospatial imagery and services provider GeoEye said it fully expects to receive a $111 million payment from its principal U.S. government customer by June under the terms of a contract calling for the government to share the costs of the company's high-resolution GeoEye-2 optical Earth observation satellite.

GeoEye officials said payment from the U.S. National Geospatial-Intelligence Agency (NGA) was accrued by the agency in 2010 and 2011 — before anticipated reductions in NGA's budget.

Herndon, Va.-based GeoEye and its competitor, DigitalGlobe of Longmont, Colo., are dividing a 10-year, $7.3 billion contract award from NGA's EnhancedView project. The contract is structured as a series of one-year commitments that in principle will be renewed but in fact are the subject of rampant speculation in Washington about whether EnhancedView's budget will be slashed.

As the two companies hit predetermined milestones under the EnhancedView contract, NGA payments, in the form of monthly Service-Level Agreements, increase.

EnhancedView requires both companies to make substantial capital investments in their satellite constellations and their ground infrastructure.

In GeoEye's case, EnhancedView calls on the company to build and launch a GeoEye-2 satellite with a ground resolution of 34 centimeters, meaning it can detect objects of that diameter and larger.

GeoEye has hired Lockheed Martin Space Systems of Sunnyvale, Calif., to build GeoEye-2, and has reserved a United Launch Alliance Atlas 5 vehicle to launch the satellite in early 2013.

In a March 13 submission to the U.S. Securities and Exchange Commission (SEC), GeoEye said the satellite contract is on schedule and was expected to cost about $835 million including launch and insurance.

The company spent $269 million on GeoEye-2 in 2011 and expects to spend an additional $235 million in 2012.

In a March 13 conference call with investors, GeoEye Chief Executive Matthew O'Connell said the satellite's status is in line with EnhancedView requirements, meaning GeoEye should receive the $111 million payment by June 30, as scheduled.

The fact that GeoEye and DigitalGlobe feel the need to reassure investors that the U.S. government will make good on its contract commitments is testimony to how destabilizing the current government budget-reduction debate has become for both of them.

Even worse, from the perspective of a company whose stock is publicly traded — this is the case for GeoEye and DigitalGlobe — is the fact that NGA has been unable to inform the companies of what EnhancedView cuts are coming, and when.

"We have not been notified of any cuts to our portion [of EnhancedView]," O'Connell said during the conference call. "Nor has NGA approached us to discuss any cuts. ... While it's likely that there will be some cuts, we can't predict the size or timing of them."

Government and industry officials have said the NGA has already decided to trim $50 million from the EnhancedView contract for the government's current fiscal year, which ends Sept. 30.

Cuts for fiscal year 2013 are likely to be higher, these officials said.

O'Connell acknowledged this possibility, but said the NGA is withholding judgment on any EnhancedView reductions until a review of the value to the military of commercial satellite imagery is concluded.

The review, being conducted by the offices of the U.S. director of national intelligence and the undersecretary of defense for intelligence, is scheduled for completion by early April.

Meantime, GeoEye is attempting to rally supporters both in the military services and in the U.S. Congress for what is likely to be a months-long battle over the fiscal year 2013 budget.

Whatever the budget outcome, he said, GeoEye will pursue to completion the GeoEye-2 satellite, which when launched will be the world's highest-resolution commercial Earth observation satellite.

"The government specifically asked for the 34-centimeter resolution" in the EnhancedView contract, O'Connell said, adding that GeoEye's international government customers have indicated they too want GeoEye-2 imagery.

GeoEye and DigitalGlobe need special permission from the U.S. government to sell imagery with a resolution sharper than 50 centimeters to non-U.S. government customers. O'Connell said he is optimistic that, as has been the case with GeoEye-1, GeoEye will succeed in securing approval to serve its international and commercial customers with GeoEye-2 images.

O'Connell said international customers are likely to receive GeoEye-2 imagery even before NGA given the U.S. agency's schedule for validating the satellite's performance. That validation is scheduled for September 2013. Only after that will GeoEye be eligible for the increased monthly payments under the EnhancedView contract.

That being the case, O'Connell said, GeoEye has no problem if the debate with the U.S. Congress over fiscal year 2013 spending results in a freeze at 2012 levels for several months. It is not until fiscal year 2014, beginning in October 2013, that GeoEye is counting on an increase in NGA payments following acceptance of GeoEye-2.

GeoEye reported 2011 revenue of $356.4 million, up 8 percent from 2010, and expects 2012 revenue to increase by around 2 percent. It had $198 million in cash as of Dec. 31, which when added to the $111 million NGA payment and operating cash flow expected in 2012 is more than enough to meet GeoEye-2 and other spending requirements, GeoEye Chief Financial Officer Joseph F. Greeves said during the conference call.

...SSOT satellite system, which launched from the European spaceport in French Guiana on December 16, 2011. In accepting delivery, the Chilean Air Force (FACh) confirmed that the conditions for the handover of the satellite, FASat Charlie, have been met in full within three months of its launch, thanks to its exceptional performance. The SSOT program comprises a satellite and an operational ground segment based in Santiago, Chile. The satellite has a panchromatic resolution of 1.45m, representing unprecedented performance for a satellite weighing only 117kg. The 20 Chilean engineers operating it were trained at the Astrium site in Toulouse, where the system and satellite were developed and built. SSOT is the latest satellite system to be exported by Astrium. Astrium is playing an active role at FIDAE 2012, which is currently taking place in Santiago, participating in conferences on space that have brought together, under the auspices of the Chilean Air Force, representatives from space agencies across Latin America.

Envisat с момента запуска вел наблюдение за южной ледовой шапкой планеты, уделяя особое внимание расположенному у побережья Антарктического полуострова шельфовому леднику Ларсена. Длина выходящего на побережье участка ледника составляет около 600 километров, общая площадь примерно равна площади острова Ямайка. На момент открытия в 1893 году ледник состоял из трех частей, которые ученые назвали Ларсен А, Ларсен B и Ларсен C.

Каждые 25-30 лет от краевых частей ледника откалываются большие участки, в результате Ларсен А к 1995 году разрушился полностью, а Ларсен В, по данным Envisat, потерял 85% своей площади, которая сократилась с 11,5 до 1,7 тысяч квадратных километров. Там всего в цепочке телеметрии/телекоманд еще по 2 комплекта, насколько помню. Так что, шансы высоки. Тем более, платформа Спота эта очень архаичная но дубово-надежная.

Европейский спутник Envisat неожиданно "замолчал"
