Radarsat

(14:00) 26.08.2010

Resourcesat.

Firms see future business in space / Hayabusa comet probe sparks new interest in nation's space technologies

Tomoko Echizenya and Yu Toda / Yomiuri Shimbun Staff Writers

Expectations of growth in space-related businesses are rising after the Education, Culture, Sports, Science and Technology Ministry decided to develop Hayabusa 2, the successor to the Hayabusa space probe that explored an asteroid.

Hayabusa, which returned to Earth after seven years of space travel, demonstrated how advanced Japan's space development technologies are.

The ministry decided to include funds to develop Hayabusa 2 in its initial budget request for fiscal 2011 to strengthen support for the project.

However, it is still uncertain whether space-related business will be able to grow into a flourishing new industry for Japan.

The total cost to develop Hayabusa 2 by both the public and private sectors is estimated at 14.8 billion yen. As part of that, the ministry asked for 3 billion yen in its initial budget request.

The move is in sharp contrast to its decision to cancel the development of small GX rockets. The government led by the Democratic Party of Japan scrapped the GX project, in which the public and private sectors had invested 70 billion yen to 80 billion yen, in its screening of wasteful spending last year.

Hayabusa's successful return completely changed the government's policy. The ion engine and other advanced technologies used in Hayabusa drew attention, and the costs involved were found to be far lower than those for developing a rocket. These factors prompted the government to quickly decide to develop a successor.

IHI Corp., which among other activities manufactured equipment to support the launch of H-2A and H-2B rockets, wishes to increase annual sales from its space-related businesses from the current level of about 45 billion yen to more than 50 billion yen.

In an effort to boost its sales, IHI plans to apply its technology of producing hybrid materials, which was used in a heat-resistant capsule for the launch of Hayabusa, to the manufacture of jet engines and other products.

Fujitsu Ltd. played a major role in deciding the course Hayabusa would travel through space. The company also won a contract to decide the orbit of Michibiki, the nation's first quasi-zenith satellite, to be launched Saturday.

Michibiki will enable Japan to develop its own global positioning system. It will supplement existing U.S. GPS satellites and reduce problems such as erroneous data shown on car navigation systems when an insufficient number of the current satellites are within range.

Based on its orbit-planning technology, Fujitsu plans to sell a system through which users can easily use mapping information services in the future.

NEC Corp., which manufactured Hayabusa's ion engine, began joint development of a new engine with a U.S. company in August.

NEC aims to win 2 billion yen in orders from U.S. and European satellite manufacturers in three years and to double sales from its space-related business in 10 years from the current figure of about 50 billion yen.

But it is not sure whether the Japanese space development industry, which has heavily relied on public-sector demand such as launches of government satellites, will be able to grow by attracting private-sector demand at home and abroad.

Launches of satellites for telecommunications and broadcasting are expected to grow because demand for television and cell phones will rapidly rise in emerging economies enjoying high economic growth.

But Mitsubishi Heavy Industries Ltd., which has launched satellites with H-2A rockets, has won only one order from overseas--the launch of a South Korean multipurpose commercial satellite in 2009.

Europe's Arianespace has a longer record of achievements, and its launching costs are lower than Japan's.

In addition, a Mitsubishi official said, "The recent rise in the yen's value is another problem."

Therefore, the Economy, Trade and Industry Ministry is making efforts to sell Japanese space development technologies as a package, including private companies' technologies and those of the Japan Aerospace Exploration Agency, to emerging economies.

Ministry officials and delegates from 17 private companies and organizations visited South America from late August to early this month.

As a result, Brazil said it would consider jointly developing information-gathering satellites with Japan, while Argentina asked for designs of communications satellites it might consider buying.

However, it will likely take several years until Japan actually wins orders.

More government assistance will be necessary to foster Japan's space development businesses. The government likely has to make a difficult decision over how to secure the budget for such assistance.

The ever growing flock of space 'birds'

Jonathan Amos | 15:03 UK time, Wednesday, 8 September 2010

The space above us is about to get a lot more crowded.

A fascinating report from Euroconsult [220KB PDF], a research and analyst firm specialising in the satellite sector, has released a forecast for how many "birds" it expects to see fly between now and the end of the decade - 1,220 satellites.
Satellites

That's a lot of spacecraft...and a lot of rockets that will be needed to put all those satellites in orbit.

It works out at an average of 122 satellites per year, which is up significantly on the average annual rate of 77 satellites seen in the 2000s.

It's one more indication I guess of just how important space has become.

In money terms, Euroconsult reckons the manufacturing and launch of those 1,220 satellites will generate revenues of some $194bn worldwide.

Rachel Villain, director for space for Euroconsult, is the editor of the report. She told me:

"About two-thirds of these 1,220 satellites are for governments, and that of course means the commercial sector will represent the other one-third. Most government satellites are launched to low-Earth orbit [a few hundred km above the Earth], while commercial companies launch mainly in geostationary orbit [about 36,000km above the Earth]; and almost exclusively commercial operators will launch communications satellites into geostationary orbit. Government LEO, on the other hand, is quite diversified - for example, Earth observation, telecommunications, science, and also satellites to test the technology for future satellites and new applications or services."

A couple of good examples of demonstrators would be the recent launch by Norway of a small spacecraft that can track ships in its territorial waters; several nations are thinking of doing this. And in the next few weeks, you should also hear a formal announcement of TechDemoSat, a small UK platform, funded by the government, which will prove several new sensors to study the Earth.

In China, the scale of space activity right now is most impressive. The China Great Wall Industry Corporation which has the sole rights to provide satellites for the government says it has 100 contracts for the next five years, meaning it will be launching something like 20 rockets a year.
Satellite chart

A couple of factors contributing to the upward trend are worth noting. One is that some of the big commercial TV satellite operators happen to be in that part of the cycle where they need to replace and upgrade their fleets.

And there are also some big constellations of satellites being rolled out mid-decade. Think about Galileo - Europe's new satellite-navigation system which will put at least 18 satellites in a medium-Earth orbit (MEO - about 23,000km up).

Think also about the satellite phone, messaging and internet operators who want to re-new, supplement or simply establish fleets of spacecraft. Comsat concerns like Iridium, Globalstar, Orbcomm, and O3B will between them loft 115 spacecraft.

The numbers inevitably highlight the subject of space debris and the need to remove redundant satellites from orbit in a timely fashion to reduce the risks of collision.

And it illustrates, too, the headache rocket companies will face this decade as they try first to ramp up launch rates to accommodate the rush to orbit, and then to rescale their efforts once the backlog has been cleared.

New Services, Financing Could Boost Satcom

Sep 14, 2010

By Michael A. Taverna
Paris

Satellite manufacturers and launch providers think strong demand for new services, coupled with the availability of export credit agency financing, may largely compensate for an expected dip in replacement-satellite buys, helping to avoid a severe order downturn.

Analysts have predicted for months that the market will retrench as satellite operators, led by the Big Four fixed satellite service (FSS) players—Intelsat, SES, Eutelsat and Telesat—wind down fleet replenishment programs. Indeed, the consensus at last week's World Satellite Business Week forum here, organized by Euroconsult, was that FSS geostationary Earth-orbit satellite orders—the key industry indicator—will likely drop below 20 units per year starting in 2012-13, from a high of more than 30 expected this year, confirming earlier forecasts (AW&ST Mar. 15, p. 48 ).

However, there is a growing counter view that hot demand in emerging nations and for new applications could cushion the dropoff. Reynald Seznec, CEO of Thales Alenia Space, thinks new needs could generate demand for as many as 25 satellite buys per year, depending on how they pan out—although he agrees that sales could drop to as few as 15.

"There's not just the Big Four," says Space Systems/Loral President John Celli. "We think demand for new services [among smaller operators] will cause the replacement cycle to remain strong." Celli predicts orders will not drop below an average 21 units a year, driven among other things by government demand for commercial capacity to help offset an expected drop in military programs.

Boeing Satellite Systems International Chairman/CEO Craig Cooning says hosted payloads, in particular, "offer tremendous growth opportunities" for the sector, thanks partly to a draft U.S. space policy document issued this summer that could mark a "paradigm shift" in the government's approach to their use. Boeing early this month concluded a deal to supply a satellite to Intelsat equipped with a UHF payload for the U.S. Navy, after landing a deal with Intelsat last year with an Australian UHF payload.

Launch providers Arianespace and Sea Launch also say their outlook is less pessimistic than analysts' views, pointing to seemingly insatiable demand for high-definition TV and the possible near-term takeoff of new commercial applications, notably consumer broadband.

Euroconsult's Greg Peckover says the next 12-24 months will likely show the real viability of broadband, with a half dozen new spacecraft, including the industry's first giant 100-Gbps.-class Ka-band Internet satellites, scheduled for launch. Executives remark that several potential blockbuster applications have appeared that were initially not on the broadband radar screen, notably the use of satellites for cellular telephone backhaul. Euroconsult thinks the O3b broadband constellation—a Google-backed initiative to bring high-speed Internet to remote areas of the developing world—could prove a "potential game changer" for cellular backhaul when it begins deployment in 2013.

The Paris-based consulting company predicts that as many as 60 new spacecraft with some Ka-band capacity could be in orbit by 2013. "[And] capacity now planned is dwarfed by actual demand," says David Williams, head of U.K.-based Avanti Communications, which will launch its first broadband spacecraft at year-end. "There's room out there for a lot more satellite orders."

Further grounds for optimism is the fact that if FSS capital spending is peaking, the spending cycle for the mobile satellite service (MSS) sector is on the upswing, says Clifton Marriot, managing director at Goldman Sachs' telecom, media and technology group. This is reflected in recent go-aheads for Inmarsat's Global Xpress Ka-band MSS system, the Lightsquared U.S. hybrid satellite/terrestrial mobile network and the Iridium Next constellation.

A key factor in sustaining demand, industry officials say, will be the continued availability of export credit agency (ECA) financing. ECA was critical in helping fund Iridium Next, Globalstar 2, O3b and a second satellite for Avanti. Even established players such as Inmarsat and SES have turned to ECA for their funding needs. Euroconsult estimates that more than $5 billion in export financing deals have been signed since 2008.

Considerable concern was expressed here that ECA funding could dry up and might "distort" capital markets, leading to a capacity glut. However, "in the end, the analysis of banks and ECAs is not very different," says Olivier Royer, managing director of Societe Generale's TMT finance unit. In any event, although established operator interest may wane once markets open up again, for new business models and other higher risk ventures, "ECA is here to stay," he adds.

The Prime Minister announces support for next generation of satellites: New phase of RADARSAT will protect Arctic sovereignty, ecosystem and resources

On August 25, 2010, in Resolute Bay, Nunavut, Prime Minister Stephen Harper announced support for the next phase of the RADARSAT Constellation Mission (RCM), a system of three advanced remote sensing satellites.

The RADARSAT Constellation marks the next phase of Canada's efforts to use space to our advantage. From the unique vantage point of space, the RADARSAT Constellation will provide National Defence with daily coverage of Canada's land mass and ocean approaches from coast-to-coast-to-coast, especially in the Arctic, and support our troops deployed on active service in Canada and abroad.

Through Budget 2010, the Harper Government announced additional support for the Canadian Space Agency to develop the RADARSAT Constellation Mission. Government support for the RCM will advance the Government's priority to position Canada as a key player in advanced research and space technology development.

For more details, please visit the Prime Minister's Web Site

RADARSAT Constellation Mission

Canada has an enviable history of putting space to use for Canadians. The images that our RADARSAT satellites provide have improved our delivery of disaster relief, here at home, during the floods in Manitoba, and abroad when we brought much needed support to Haiti.

In the North, RADARSAT satellites provide a unique means by which we can monitor our territories and assure the safe navigation of ships in our coastal waters. The price of wheat on international markets is influenced by satellite images of crops. Our defence and security forces rely on the pictures provided by RADARSAT of our borders and the theatres where our troops are active.

The RADARSAT Constellation is a fleet of three state-of-the-art remote-sensing satellites, the successors of the RADARSAT-1 and RADARSAT-2 satellites. They will extend the 15-year archive of RADARSAT images, a rich source of geophysical information of Canada and the world. These images are a critical resource of information documenting environmental changes and human habitation and are of key interest to government and university researchers, scientists, and policy makers.

Images supplied by the Constellation will also support the sustainable management, development and use of natural resources, enhance weather monitoring, support the enforcement of fisheries and environmental regulations, secure the safety of navigation in our coastal waters and provide support for disaster management, humanitarian and relief efforts.

The RADARSAT Constellation will be a collective effort: a private company, MDA of Richmond, B.C. has been contracted by the Canadian Space Agency to design the Constellation; the RADARSAT Constellation Mission will be owned and operated by the Government of Canada; and the RADARSAT Constellation will enhance the reliability, scope and delivery of critical images supporting the operational needs of many Government Departments and Agencies.

Since the project was initiated in 2005, the Canadian Space Agency has contracted MDA to carry out the feasibility studies and has allocated $86 million to undertake the detailed design phase (C), estimated to be completed in 2012, setting the stage for construction of the three state-of-the-art satellites.

The Government's commitment to ensuring Canada maintains a strong and dynamic space industry, announced in Budget 2010, has provided the Canadian Space Agency with $397 million in new funds, over five years, to work with Canadian space industry to develop the RADARSAT Constellation Mission.

The Canadian Space Agency will contribute $100 million from existing resources to bring the total to $497 million that will be invested over five years in advanced research, technology development and lead to the construction of the three satellites of the Mission. The bulk of this spending will occur after 2011–12, with the satellite launches planned for 2014 and 2015.

MDA of Richmond, B.C., is internationally recognized for its expertise in the design and development of space robotics, space satellites and satellite components. MDA has also been a key partner with the Government of Canada in the design and development of the Canadarm, Canadarm2, RADARSAT-2, and Canada's contribution of an advanced meteorological weather station on NASA's Phoenix Mars Lander.

Arianespace...Milestone 200th Flight Will Send Off Kepler (LAUNCH)

[SatNews] The Automated Transfer Vehicle (ATV) to be orbited on Ariane's milestone 200th flight is a center of attention at the Spaceport in French Guiana as pre-launch preparations advance with this large resupply vessel for the International Space Station.

Named after the German astronomer and mathematician Johannes Kepler, the ATV is targeted for a February 15, 2011 liftoff on Ariane 5.  Its mission will mark the 200th flight of an Ariane since the start of operations with this launcher family in 1979, and is to deploy the ATV in low Earth orbit for a rendezvous with the International Space Station.

Recent ATV Johannes Kepler activity in the Spaceport's S5 payload preparation facility includes loading of the spacecraft's cargo and a validation of its solar panel deployment sequence.

The February 2011 mission will be Arianespace's second launch of an ATV, having orbited the ATV Jules Verne in 2008.  These unmanned logistics spacecraft are part of Europe's contribution to the International Space Station's operation and maintenance.  Arianespace is responsible for their launch, with six ATV flights currently included in the company's manifest.
