Telecom Industry Staves Off Predicted 2010 Downturn[/size]

    PARIS — Twenty-six commercial geostationary-orbiting telecommunications satellites were ordered in 2010, a slight decrease from 2009's 30-satellite harvest that nonetheless disproved analysts' warnings that the cyclical industry was headed for a downturn.

    The 26 satellites referenced here do not include government-owned research or military satellites whose commercial mission may be an afterthought. Argentina's Arsat 2 geostationary satellite, featuring a platform built by Argentine industry, is not included since its primary mission is for the government.

    Similarly, the French-Italian Athena-Fidus Ka-band broadband satellite, intended for military and civilian applications and funded by both governments, may have a commercial mission but does not figure in the Space News tally.

    Finally, the $2 billion, 81-satellite Iridium Next order booked by Thales Alenia Space for mobile satellite services operator Iridium Communications is impossible to ignore, even if the satellites are in low Earth orbit.

    The Iridium order is just one example of the continued weight of government export-credit agencies in the satellite industry. Iridium and competitor Globalstar of Milpitas, Calif., both are funding their second-generation constellations with support from France's Coface agency.

    Coface continues to be the most active export-credit agency in the satellite industry. But the U.S. Export-Import Bank in recent months has backed a Space Systems/Loral contract to build the Amazonas 3 satellite for Hispasat of Spain with $228 million in guarantees, and a three-satellite order to Boeing from Inmarsat of London for Ka-band satellites. The Ex-Im Bank's support for the Inmarsat award totals $666 million.

    Boeing's three-satellite Inmarsat order was followed by another three-satellite contract, with the Mexican government. Boeing will build two of these spacecraft, having contracted the third out to Orbital Sciences Corp. These deals, when added to a four-satellite contract with Intelsat in 2009, indicate that Boeing is delivering on its promise to re-enter the commercial market after several years of largely remaining on the sidelines.

    For the launch services industry, 2010 was a year of mainly smooth sailing. Sea Launch of Long Beach, Calif., was busy with bankruptcy restructuring and was absent from most competitions in 2010. The company says that with its new backing from RSC Energia of Russia, it will return to flight in late 2011.

    That left just International Launch Services (ILS) of Reston, Va., and Arianespace of Evry, France, to carve up most of the commercial market. The exceptions were the showcase Iridium order with Space Exploration Technologies (SpaceX) of Hawthorne, Calif., for that company's Falcon 9 vehicle, and the three commercial launch orders won by China Great Wall Industry Corp.

    Two of the Great Wall orders were for Laotian and Bolivian satellites being built by Chinese industry in package deals that also include the satellites' construction and insurance. China also picked up an order from Hong Kong-based APT Satellite Holdings, which is owned by Chinese interests.

    ILS Chief Executive Frank McKenna, who has warned that the peak of the cyclical satellite market was imminent and would be followed by a sharp decline in orders, agreed that a couple of surprise contracts in 2010 appear to have delayed the downturn.

    In a Jan. 5 interview, McKenna reiterated his concern that new launch vehicles set to enter the market in the coming years will arrive in the middle of this downturn and risk throwing the market into a price war. This, he said, may have short-term benefits for some satellite operators, but destabilizes the industry over the longer term.

    Meanwhile, McKenna said, "You can't get market conditions much better than this." Launch prices are firm, even rising modestly. The two principal commercial vehicles — ILS's Russian-built Proton and Arianespace's European-built Ariane 5 — are well-proven and have the confidence of the market, as proved by Proton's ability to return to flight just three weeks after a failure of its upper stage destroyed three Russian Glonass navigation satellites.

    The ILS Proton uses a different upper stage and was cleared for flight in time to make a final commercial launch in late December.

    McKenna said ILS, which conducted eight commercial launches in 2010, expects to perform eight or nine in 2011, a rhythm to be made easier as the company inaugurates, in mid-2011, a new satellite-processing facility at the Baikonur Cosmodrome in Kazakhstan.

    Arianespace Chief Executive Jean-Yves Le Gall said the commercial environment appears stable enough to permit Arianespace to raise prices to reflect the proven reliability of the Ariane 5 rocket.

    One possible worry for ILS and Arianespace is the relatively small number of large satellites — those weighing more than 4,500 kilograms — in the 2010 tally of launch contracts. ILS and Arianespace are making minor modifications to their vehicles to raise their payload-carrying capacity, which for Proton means a 2012 ceiling of 6,300 kilograms of satellite payload.

    Arianespace is bringing the Ariane 5 rocket capability to above 9,000 kilograms for two satellites. The rocket now appears likely to undergo a major upgrade starting in 2012 as European governments endorse a new, restartable upper stage for the vehicle that would increase capacity to 10,000 kilograms or more.

    Space News' annual tally of commercial launch contracts does not include those for which the customer has not been identified. Arianespace, for example, says it signed a contract in late 2010 but did not name the customer, so it is not included.

МОСКВА, 11 янв - РИА Новости. Спутников для съемки Земли из космоса в 2010 году было запущено меньше всего за последние пять лет, говорится в аналитическом обзоре, подготовленном заместителем гендиректора компании "СканЭкс" Алексеем Кучейко.

По его словам, в 2010 году были запущены 14 гражданских, коммерческих и военных спутников съемки Земли. Вместе с тем, в 2011 году, как ожидается, будет запущено 23 спутника зондирования Земли.

В частности, были выведены на орбиту семь спутников с оптико-электронной аппаратурой съемки с разрешением от 1 до 5-10 метров, принадлежащих Китаю, Индии, США, России, Алжиру и Израилю.

Кроме того, были запущены четыре радиолокационных спутника (Германия, Италия, США и Китай) и три метеорологических (Китай, Южная Корея и США.)

По интенсивности запусков спутников с аппаратурой съемки Земли результаты 2010 года оказались самыми низкими за последние пять лет и соответствовали уровню 2000-2006 годов, когда запускалось 10-16 спутников в год.

Спад наступил после рекордного трехлетия: в 2007 году было запущено 19 спутников, в 2008 - 21 и 2009 - 22 спутника, отмечает эксперт.

В интересах разведки в 2010 году было выведено на орбиту семь аппаратов: у Китая - три, у США - два, Россия и Израиль - по одному. По два спутника двойного назначения запустили Индия и Италия. По два гражданских спутника получили Германия и Алжир.

Метеорологические аппараты запустили США, Южная Корея и Китай.

В целом 2010 год отличался наращиванием группировок разведывательных спутников.

"Очевидно, в условиях мирового экономического кризиса и политической нестабильности, ведущие космические державы уделяют первостепенное внимание развитию возможностей информационных систем контроля обстановки. Лидерство в этом направлении в 2010 году принадлежит Китаю и США", - отмечает эксперт.

При этом в лидеры по числу запущенных спутников съемки Земли в 2010 году вышел Китай (четыре спутника), за ним следуют США (три спутника).

В прошлые годы лидерство по числу запущенных КА принадлежало США (2009), Германии (2008) и Китаю (2007).

С учетом новых спутников к началу 2011 года самыми крупными национальными системами спутников зондирования Земли (без учета метеоспутников) обладают США (не менее 21 спутника), Китай (не менее 15), Германия (12 спутников) и Индия (11).

"На 2011 год запланированы запуски не менее 23 КА с аппаратурой съемки Земли различного назначения", - отмечается в обзоре.

Continuing a 28-year relationship marked by 25 launch campaigns, Eutelsat Communications (Euronext Paris: ETL) and Arianespace today announced they have concluded a new contract for a satellite launch in the 2012 period.

The contract, signed in December 2010, for an Ariane 5 launch from the Guiana Space Centre, provides Eutelsat with launch diversity and schedule assurance for its significant in-orbit expansion programme of six satellites to be launched by mid-2013.

Commenting on this latest contract, Arianespace Chairman and CEO Jean-Yves Le Gall said: "I particularly wish to thank Eutelsat for their continued confidence in our services. Arianespace is very proud of the preferred partnership we have built with Eutelsat over more than a quarter of a century. МОСКВА, 18 янв - РИА Новости. Запуск американского спутника связи ViaSat-1 на российской ракете-носителе "Протон-М" с космодрома Байконур отложен на несколько месяцев из-за повреждения космического аппарата при испытаниях, сообщает компания ViaSat.

Как отмечается в сообщении компании, старт намечен на лето 2011 года. Ранее сообщалось, что запуск спутника ViaSat-1 планируется на середину мая. Отсрочка старта даст дополнительное время, необходимое для ремонта и проверок космического аппарата после его повреждения во время транспортировки в процессе испытаний в американской компании Space Systems/Loral, являющейся производителем спутника.

Изготовитель аппарата возьмет на себя все расходы, связанные с ремонтом и перепроверками спутника.

Космический аппарат ViaSat-1 массой шесть тонн и сроком активного существования 15 лет будет работать на геостационарной орбите в точке стояния 115 градусов западной долготы и обеспечивать высокоскоростную широкополосную передачу информации в Ka-диапазоне потребителям в Северной Америке.

В Японии открылась первая в мире лаборатория по испытанию наноспутников[/size]

В Японии открылась первая в мире – как утверждают ее организаторы – лаборатория по испытанию сверхмалых искусственных спутников земли /ИСЗ/, которые также называют наноспутниками. Об этом сегодня сообщило руководство Технологического университета Кюсю в городе Китакюсю /префектура Фукуока/.

Новая лаборатория, получившая официальное название Центр испытания наноспутников, будет разрабатывать и испытывать сверхмалые ИСЗ, преимущественно кубической формы, размер одного измерения которых составляет менее 50 см, а вес не превышает 50 кг. Такие "малютки" используются преимущественно для фотографирования поверхности нашей планеты из космоса и передачи изображения на Землю.

Выступая на пресс-конференции в связи с открытием лаборатории, президент университета Морио Мацунага заявил: "Мы готовы принимать заказы со всего мира". Наноспутники, отметил он, вызывают большой интерес у крупных компаний. Представители лаборатории сообщили репортерам, что стоимость одного сверхмалого ИСЗ колеблется в пределах 100-200 млн иен /1,2-2,4 млн долларов/.

Лаборатория, построенная в июле 2010-го и полностью оснащенная оборудованием к концу прошлого года, готова начать работу с испытания пяти наноспутников в год.

Жизнь геосинхронных спутников связи США будет продлена путем оснащения их новой аппаратурой энергоснабжения и перемещения при необходимости в другие регионы околоземного пространства. Этой задачей займутся компании ATK и U.S. Space, обеспечивающие космическую военную связь и объединившиеся в совместное предприятие ViviSat в январе 2011-го. Создаваемый ими аппарат Mission Extension Vehicle сможет добираться до высоты в 36 км и захватывать, перемещать и модернизировать спутники, исходно не приспособленные для подобных операций. Правда, саму технологию безопасной пристыковки еще предстоит разработать.

Кто-то когда-то предлагал заправлять КА на ГСО чезез задницу (т.е. к КА, у которых закончился запас топлива для поддержания коррекции подлетает заправщик, присасывается к ДУ и ......)

Отправить в космос мобильный телефон намерены британские инженеры.Таким образом специалисты из компании Surrey Satellite Technology Limited (SSTL), что в английском городе Гилфорд, хотят проверить, будет ли работать современный мобильник на орбите.
При помощи мобильного телефона, который отправится в космос через несколько месяцев, эксперты попытаются управлять 30-сантиметровым спутником и делать фотографии Земли. О том, что это будет за модель, пока не сообщается; известно лишь, что работает телефон на операционной системе Android от компании Google.Раньше мобильные телефоны запускались на большие высоты, но только на воздушных шарах, так что этот эксперимент, по всей видимости, станет первым, в ходе которого телефон поднимется на околоземную орбиту на высоте в несколько сотен километров."Современные смартфоны - потрясающие устройства, - говорит управляющий проектом Шон Кеньон. - Их процессоры достигают частоты в 1 гигагерц, у них огромная память. Во-первых, мы хотим понять, будет ли телефон там работать, - и если будет, то попробовать управлять спутником с его помощью".

Стандартная модель

Предприятие предпринимается в рамках проекта SSTL, цель которого - понять, можно ли использовать недорогие современные технологии, которыми уже сегодня торгуют электронные магазины, для того чтобы снизить стоимость космических аппаратов.
Запуск намерены предпринять специалисты из SSTL, а также исследователи Космического центра университета графства Саррей, в котором находится Гилфорд. Миссия получила название STRaND-1 (Саррей: подготовительно-исследовательская наноспутниковая демонстрация).
Интересно, что основную часть работы участники проекта выполнили в свое свободное время; при этом телефон, который они используют, - это стандартная модель смартфона, который продается в обычном магазине и стоит меньше 300 фунтов стерлингов (450 долларов).
"Мы не разбираем его; не пичкаем его ничем посторонним; мы не вытаскиваем печатные платы и не впаиваем их в наш спутник - мы запускаем его таким, какой он есть, - поясняет Кеньон. - И на спутнике у нас будет еще одна камера, так что мы сможем снимать сам телефон, потому что мы хотим управлять экраном и получить хорошие снимки этого процесса тоже".

Важнейший элемент этой затеи - операционная система смартфона. Android - программа открытого кода, а это значит, что инженеры SSTL могут модифицировать ее, чтобы добиться от телефона того, что им нужно.
При этом огромные перепады температуры и жесткое радиационное облучение - обычные для космоса условия - вынуждают исследователей поместить телефон в специальный футляр, но в нем придется предусмотреть отверстие, через которое на мир сможет глядеть встроенная в телефон камера.
Сам телефон "звонить домой" не станет: сообщения и картинки будут отправляться на Землю при помощи радиосигнала, который свяжет спутник с центром управления.
На первом этапе полетной миссии мобильник станет дополнением к основному компьютеру, установленному на спутнике. Однако через какое-то время именно телефон возьмет на себя основное управление.
"Мы хотим максимально использовать возможности телефона, - говорит Дуг Лиддл, ведущий исследователь SSTL. - В идеале телефон будет контролировать и думать".

Участие в проекте Galileo

Чтобы добиться точного наведения и маневрирования, спутник будет располагать современными системами управления, навигации и контроля, в том числе миниатюрными маховиками, GPS-приемником и импульсными плазменными ускорителями. А телефон будет контролировать работу всех этих подсистем.
"Если смартфон докажет, что он может работать в космосе, - говорит Крис Бриджес из Космического центра Саррея, - это откроет множеству людей и компаний огромные возможности в области космических работ, которые сейчас они не могут себе позволить. Это новый прорыв в этой сфере, который мы наблюдаем в режиме реального времени".
Компания SSTL снискала себе репутацию во всем мире благодаря работе с небольшими спутниками. Ее специалисты научились резко сокращать стоимость космических систем, встраивая в них компоненты, которые вообще-то создаются для потребительских товаров - таких как лэптопы.
В ближайшие месяцы эта фирма намерена запустить в космос несколько аппаратов, которые будут наблюдать за Землей, по заказу клиентов, находящихся в Нигерии, Канаде и России.
Кроме того, SSTL вскоре приступит к строительству спутников, которые сформируют первое "созвездие" многомиллиардного проекта Galileo - европейского ответа американской системе глобального позиционирования GPS.

США сделали Индии поистине «высокотехнологичный» подарок[/size]

В понедельник правительство США удалило из списка иностранных компаний, с которыми запрещено вести сотрудничество в области высоких технологий и технологий двойного назначения, несколько индийских оборонных организаций, в том числе DRDO (Организация оборонных исследований и разработок) и ISRO (Индийская организация космических исследований). Этот шаг был сделан в интересах налаживания более прочного стратегического сотрудничества с Индией.

Запрет на экспорт американских высоких технологий и технологий двойного назначения в адрес индийских оборонных и космических организаций существовал в течение 13 лет, то есть с момента проведения Индией ядерных испытаний в 1998 году. «Сегодняшняя акция знаменует собой важный этап американо-индийского стратегического партнерства и движение вперед в области технологического сотрудничества между нашими странами», заявил министр торговли США Гэри Локк (Gary Locke). В настоящее время 24 американские компании по разработке и производстве высокотехнологичной продукции надеются заключить с Индией контракты на многие миллиарды долларов. Символично, что снятие запрета пришлось на День Республики – государственный праздник Индии.

Из списка запрещенных компаний удалены также Bharat Dynamics Ltd (BDL, производство ракет и боеприпасов), четыре субподрядчика DRDO - Armament Research and Development Establishment (ARDE, исследования и разработки в области вооружения), Defense Research and Development Lab (DRDL, лаборатория оборонных исследований и разработок), Missile Research and Development Complex (MR&DC, комплекс исследований и разработок ракет) и Solid State Physics Laboratory (STPL, лаборатория физики твердого тела), четыре субподрядчика ISRO - Liquid Propulsion Systems Center (LPSC, центр разработки жидкостных ракетных двигателей), Solid Propellant Space Booster Plant (SPROB, завод по производству твердотопливных ускорителей для ракет-носителей), Sriharikota Space Center (SHAR, космический центр Срихарикота) и Vikram Sarabhai Space Center (VSSC, космический центр Викрам Сарабхай).

German Showcase Missions Figure in DLR Space Plan [/size]

PARIS — The German government is pursuing development of a national telecommunications satellite to carry civil and military payloads and also is investing in a system designed to remove dead satellites from orbit, the head of Germany's space agency said.

The two missions — the civil-military Heinrich Hertz telecommunications satellite and the Deutsche Orbital Servicing Mission (DEOS) — are showcase projects that German space officials view as ways to promote German technology and German industry outside a pan-European context.

Johann-Dietrich Woerner, chairman of the executive board of the German Aerospace Center, DLR, said his 2011 budget for national efforts is not rising as much as Germany's contributions to the 18-nation European Space Agency (ESA), but is nonetheless rising.

For 2011, Germany's contribution to ESA is expected to be 713.8 million euros ($971 million), a 14 percent increase over 2010 that reflects major German commitments at a late-2008 ESA conference that decided future programs.

Germany is expected to add to those commitments in March as ESA settles, after a months-long debate, who will contribute how much to operations of the international space station through 2020, a five-year extension.

In a Jan. 27 interview, Woerner said Germany's goal that station operations be funded at 380 million euros per year has failed to win support from France and other ESA station contributors. He accepted that a lower figure would be agreed to, and that this would mean sacrificing some of the planned station-related investments between now and the retirement of the orbital complex.

"France said very clearly it would not go for that," Woerner said of Germany's proposal that ESA governments contribute 3.8 billion euros to operate and use the station for the 10 years ending in 2020. "Clearly we will have to reduce some planned activities. Which ones? This has not been decided. The station's budget is complex, and includes operating the facility, transport and ground stations. My hope is that we can reduce the funding without compromising the scientific work."

Germany has agreed with France that Europe's Arianespace commercial launch consortium should receive additional government financial support once a series of financial audits of Arianespace and its suppliers is completed in March.

Woerner defended ESA's decision to demand the audits, saying that despite ESA's 30 years of involvement with Arianespace and Ariane rocket development, ESA governments do not know much about the profitability of building, selling and operating Ariane vehicles. This is true, he said, despite the fact that the French space agency, CNES, has been Arianespace's biggest shareholder since the company was founded.

"Arianespace is a private company operating under French corporate laws," Woerner said. "French law is different from German law. Even the [Arianespace] shareholders don't know the financial details, or about the financial relations with subcontractors. That's what they tell me."

Woerner said DLR would like to see Arianespace's shareholder makeup changed so that ESA governments all have a stake in the company. But he said he would not favor the company being transferred entirely to the public sector, with ESA governments as the sole shareholders.

"What we want is more transparency," Woerner said of Arianespace's operations and the profit-and-loss picture of its contractors. "The debate is what the shareholder structure will be. We think we can maintain the current structure, with modifications on behalf of transparency."

Most of DLR's budget comes from the Ministry of Economics and Technology, but the Transport Ministry pays for Germany's contribution to some programs, such as the annual budget of Europe's Eumetsat meteorological satellite organization. The Transport Ministry finances Germany's share of ESA work on Eumetsat programs as well.

The Economics Ministry has budgeted 242 million euros in 2011 for DLR's space activities, a 9 percent increase over 2010. Recent budget additions include DLR's contract with the Swedish Space Corp. to purchase the two-satellite Prisma mission, already in orbit, to test formation-flying techniques.

Precise maneuvering in space is becoming a focus of DLR work. Germany's two radar Earth observation satellites, TerraSAR-X and TanDEM-X, are viewed as part of this effort. The two spacecraft have been moved close to one another in low Earth orbit to provide 3-D imagery for users.

Woerner said DEOS should be viewed as another piece in this strategy. DLR has been working for years on a system that could refuel satellites in orbit to extend their lives, or push them into retirement orbits.

In a written response to Space News questions, DLR said it is spending 7 million euros on DEOS's Phase A and Phase B. DLR said in the statement that DEOS's system requirements review is scheduled for February, with a preliminary design review set for September and "the transition to phase C/D at the end of 2011 or the beginning of 2012."

Woerner said DLR was aware that other agencies and companies around the world had sought and failed to find a viable DEOS-type business model, but that DLR believes it has the necessary expertise to make such a system work.

The Heinrich Hertz telecommunications satellite completed its Phase A in September at a cost of 2 million euros to DLR. DLR says in its statement that Germany's Defense Ministry has agreed to participate in development of an operational payload, which will require an updated mission design review.

DLR declined to say how much it planned to spend on the satellite this year.

Thales Alenia Space + Globalstar... Perfect Positioning (Satellites)

Artistic rendition of Globalstar's 2G satelliteAfter the launch by Arianespace and Starsem using a Soyuz rocket from Baikonur on October 19, 2010, Thales Alenia Space teams took charge of orbital positioning operations, at the Globalstar control center in Milpitas, California. The Globalstar-2 constellation is comprised of 2G low Earth orbit (LEO) satellites that will provide mobile phone and data services. To ensure global coverage, the satellites will be equally distributed in eight orbital planes, inclined 52 degrees and separated by 45 degrees. For this type of orbital arrangement, optimized orbital positioning maneuvers are used in conjunction with the natural drift from the injection plane to the operational orbital positions, to use as little of the satellites' own fuel as possible. These maneuvers are in fact long and complex because the new satellites have to be moved to the different orbital planes making up the constellation.

The launcher initially injects the satellites into orbit at an altitude of 920 km. The first satellite reached its operational position in mid-November in plane C at an altitude of 1,414 km, while the three following satellites recently reached their positions in plane B. All four of these satellites have now passed acceptance tests, with both payload and platform showing very satisfactory performance. Furthermore, the quality of the initial calls transmitted by these satellites is excellent. The last two satellites in the first cluster of six to be launched are still in transition orbit at 1,000 km, with an initial orbit-raising maneuver being carried out in December. The new constellation will help ensure service continuity for Globalstar until 2025, as well as providing a platform for an expanded service offering, based on innovative solutions. Each 2G Globalstar satellite weighs about 650 kg at launch, and offers end-of-life power of 1.6 kW and a design life of 15 years. Each satellite has 16 uplink channels (L- and C-band) and 16 downlink channels (C- and S-band).

Meteosat 3G satellite, artistic rendition[SatNews] A commitment has been made by the entire 26 EUMETSAT Member States.

Following the approval of Belgium, all of the Member States have now firmly committed to the Meteosat Third Generation (MTG) program. The EUMETSAT Director-General, Dr. Lars Prahm, welcomed the good news and said, "It was not an easy process and the overall financial situation in Europe certainly did not help but I am very pleased to see that all Member States have now approved a vital programme which will assure the future of EUMETSAT's geostationary observations over Europe, Africa and the Atlantic Ocean over the next few decades."

Consisting of six satellites, MTG will secure Meteosat weather and climate data for Europe for the next 30 years. Operating from geostationary orbit 36,000 kilometres above the Earth's surface, MTG will continue the uninterrupted collection of data by Meteosat satellites that began in 1977. Due to advances in technology, MTG will also provide an enhanced service compared to the current Meteosat Second Generation (MSG), bringing significant improvements to the service already provided with an improved imagery mission and introducing the new sounding and lightning missions from geostationary orbit. MTG will operate over a longer period of time and at a slightly lower cost per year of in-orbit lifetime than Meteosat Second Generation (MSG), which it will start replacing in 2018. Through its mission, MTG will introduce major improvements in Numerical Weather Prediction and Nowcasting of severe weather situations. Key applications will include more timely forecasting of severe thunderstorms which cause heavy precipitation and flooding, improved monitoring of aerosols and volcanic dust clouds, as well as air quality monitoring. На сегодняшний день есть ряд космических аппаратов, которые уже в этом году требуют запуска, но под них нет ракет. В этом году в плане стоит еще большее количество запусков. Все будет зависеть от силовых ведомств - могут ли они обеспечить ракетами, и необходимо ли им такое количество запусков. Поэтому количество запусков может варьироваться от плана, утвержденного нами, в ту или в другую сторону. Это бывает, ничего страшного. Главное, чтобы не было аварий», - сказал Перминов.

"Мы часто делаем трагедию из того, что не можем вовремя что-то запустить. В то же время американцы не делают никаких трагедий. Они по два-три-четыре месяца[/size] не могут запустить, они не делают трагедии из этого, но зато они запускают безаварийно. У нас нет необходимости поднимать панику из-за этого. Вот если бы это была война и боевые действия, то да, это безобразие. А когда запускают научный аппарат или космическую станцию, вот тут совершенно не надо гнаться за временем и подстегивать боевые расчеты к работе. Люди начинают торопиться и делать неправильно. А спешить-то некуда, надо все досконально проверить", - сказал Перминов в эфире радиостанции "Голос России".

Говоря о спутнике "Глонасс-К", запуск которого откладывался дважды, он отметил, что запуск проходил достаточно сложно. "Но я должен сказать добрые слова именно в адрес щепетильного отношения государственной комиссии, которая не стала рисковать - она возвращала дважды спутник [/size]в исходное состояние, но, в конце концов, специалисты устранили все сомнения, которые были у членов госкомиссии... И я считаю, что это правильно", - добавил Перминов.
