NASA Sees Expanded Role on Euclid as Down Payment on Dark Energy Flagship
By Amy Klamper

WASHINGTON — NASA plans to begin preliminary work this fall on a dark energy-mapping observatory recommended in the National Research Council's latest 10-year plan for space- and ground-based astronomy, though full-scale development of the new flagship-class mission will have to wait until the agency launches its $5 billion James Webb Space Telescope (JWST), according to officials.

Jon Morse, astrophysics division director at NASA headquarters here, said the Wide-Field Infrared Survey Telescope (WFIRST) proposed in the decadal survey is not likely to launch before 2022, some seven years after NASA hopes to loft JWST to the second Lagrange point — a gravitationally stable spot 1.5 million kilometers from Earth — in 2014.

"The pacing of WFIRST's development time is JWST, plain and simple. We can't afford to do them simultaneously," Morse said during a two-day public meeting of the NASA Advisory Council's astrophysics subcommittee here Sept. 16-17, adding that the division has seen reduced budgets in recent years and expects only flat funding through 2015. "When you're trying to execute a new flagship, you are in line behind the previous flagship, that's the key message here."

Morse said the Astro2010 decadal survey envisions a WFIRST launch as early as 2020 under the panel's most optimistic funding scenario. But a launch in 2022 or beyond is more likely, he said, given that JWST is undergoing several programmatic reviews that could reveal additional development costs and potential schedule delays.

Ed Weiler, NASA associate administrator for science, said the JWST reviews are expected to wrap up next month and that a final decision on the program's future should come by November's end. Weiler declined to speculate on cost-growth specifics, but said, "It's going to cost more. That's about all I can say."

In the meantime, Morse said NASA is proposing to increase a planned investment in Euclid, a dark energy mapper designed by the European Space Agency (ESA). Morse said Euclid is "similar to WFIRST and could potentially be well aligned" with the highest science priorities laid out in the Astro2010 decadal survey.

"We're trying to prudently plan for the future such that the U.S. would have a leading role in a dark energy program that would get us to data this decade," Morse said, adding that Euclid's projected launch near the end of this decade could provide the U.S. astronomy community with access to dark energy data sooner than WFIRST.

Euclid is one of three so-called M-class missions vying for funding under the ESA's Cosmic Vision program for separate launch opportunities in 2017 and 2018. A decision is expected in mid-2011 on which two of three finalists proceed toward launch. Morse said Euclid — which is expected to cost roughly 500 million euros ($650 million) — shares a number of scientific goals with WFIRST. He views a proposed 33 percent investment in Euclid as a near-term down payment on the decadal survey's top science objective.

Released Aug. 13, the Astro2010 decadal survey — formally titled "New Worlds, New Horizons in Astronomy and Astrophysics" — designated WFIRST as the top priority for large missions for the decade ahead. The survey envisions WFIRST being developed by NASA in partnership with the U.S. Department of Energy and ESA at an estimated cost of $1.6 billion to study dark energy, hunt for Earth-like planets and advance scientific understanding of the nature and evolution of galaxies.

Morse said ESA invited NASA earlier this year to make a 20 percent contribution to Euclid. But he said increasing the investment to 33 percent would afford greater scientific opportunities. Under the proposed arrangement, NASA would select four  U.S. scientists to join Euclid's 12-member science team and ask Europe to consider a reciprocal investment in WFIRST if Euclid is selected, including commensurate representation on the science definition team.

"So we're looking at a two-mission program to implement Astro2010's recommendations and prioritizing these science goals of WFIRST by partnering with [Europe] on Euclid and WFIRST," Morse said.

During the two-day meeting, Weiler and Morse fielded probing questions from NASA Advisory Council members concerned there is too much overlap between the two dark energy missions.

Astro2010 chairman Roger Blandford, who also spoke during the session, said the report recommended a combined mission only if it fully supports all of the WFIRST science goals and leads to cost savings with the U.S. playing a leading role.

Morse said NASA proposed a combined mission that could potentially merge Euclid and WFIRST during a bilateral meeting with ESA in early September.

But Fabio Favata, head of science planning and community coordination for ESA, said altering Euclid's scale or scope would derail the competitive process already under way.

"At this stage this would be very difficult," he said during a Sept. 17 conference call with the NASA advisory body. "This would effectively mean to start from scratch a design phase now."

Morse assured the subcommittee that NASA's increased investment in Euclid would not pose any threat to WFIRST's development timeline, and that NASA intends to move "full-speed ahead" on the flagship observatory, starting with assembling a science definition team this fall.

"WFIRST is not in line behind Euclid," he said. "We're going forward with WFIRST, and Euclid is sort of a down payment on that science, but it's expected under the current conditions to come years before WFIRST would launch."

Latest $1.5B in JWST Cost Overruns Imperils Other High-priority Projects
By Amy Klamper

WASHINGTON — Massive cost growth on NASA's James Webb Space Telescope (JWST) will imperil funding for the agency's on-orbit astronomy missions while potentially wiping out big-ticket space observatories and a host of less-expensive development projects deemed high priorities by the science community, according to experts.

During a Nov. 10 news conference, NASA released the findings of an independent review that found the JWST will cost some $1.5 billion more than its current $5 billion life-cycle cost estimate, and that the observatory's launch, previously slated for June 2014, will not occur before September 2015. Led by John Casani of NASA's Jet Propulsion Laboratory in Pasadena, Calif., the Independent Comprehensive Review Panel attributed JWST cost growth to poor management and inadequate funding reserves needed to develop, launch and operate the next-generation flagship astronomy mission.

Alan Stern, a former associate administrator for NASA's Science Mission Directorate, said the cost growth could ravage the agency's $1.1 billion annual astrophysics budget, 40 percent of which is already consumed by JWST development.

"Are we going to turn off all the many existing astrophysics satellites and kill the support to analyze the data from them and stop building anything else, just so JWST can continue to overrun?" Stern said. "That's the question that the astrophysics community has to ask of itself, and that NASA should be asking."

According to the independent review panel, Congress will need to add about $250 million to NASA's $444 million request for the JWST in 2011 alone just to maintain the newly projected 2015 launch date. Another $250 million will be needed in 2012, in addition to the agency's current projection of $380 million for the program in that year.

"Even at the best case, the $1.5 billion upper will virtually wipe out the inspirations of the newly released decadal survey in astrophysics for 2010-2020," said Stern, who currently is associate vice president of the Southwest Research Institute's Space Science and Engineering Division in Boulder, Colo.

Stern was referring to the National Research Council report, released Aug. 13, that laid out the science community's top priorities in astrophysics research for the next decade. Formally titled "New Worlds, New Horizons in Astronomy and Astrophysics," the survey designated the $1.6 billion Wide-Field Infrared Survey Telescope as the top priority for large missions and also recommended that NASA continue to spend about $100 million per year on more modestly priced missions.

Stanford University professor Roger Blandford, who chaired the decadal survey panel, said the new cost and schedule estimates for the JWST could be devastating to current and future programs.

"Clearly it's going to have a severe impact on the current program, let alone the recommended one," Blandford said in a Nov. 11 interview, adding that his committee worked hard to develop an affordable and exciting program in its survey.

Blandford said scientists participating in the decadal survey were told to assume NASA's astrophysics budget would remain flat or decline slightly in the decade ahead. The panel also took into consideration the strain that additional JWST delays would impose on the astrophysics budget, he said.

"We put a lot of effort into those cost estimates," he said. "Obviously it's extremely disappointing to many people to learn that these management problems have led to severe cost overruns and delays."

NASA Administrator Charles Bolden took responsibility for the mismanagement that led to the cost overruns but said NASA needs time to implement changes to program oversight before it can determine whether more money or time will be needed.

"I've put a change in the management structure in place, and we've got to take some time to see if that works, and I'm confident it will," Bolden told reporters Nov. 12. "So I don't talk about funds or schedule, and I see no reason to change any of those before we look at what impact the change in management has had."

Led by NASA's Goddard Space Flight Center in Greenbelt, Md., the JWST is an infrared telescope with a 6.5-meter foldable mirror and a deployable sunshield the size of a tennis court. Northrop Grumman Aerospace Systems of Redondo Beach, Calif., is prime contractor. An Ariane 5 rocket provided by the European Space Agency is slated to launch the observatory to the second Lagrange point — a gravitationally stable spot 1.5 million kilometers from Earth.

NASA has spent about $3 billion to date on the JWST program, which was conceived in 1996 as the successor to the agency's flagship Hubble Space Telescope. By the time Northrop Grumman was awarded the prime contract to build the observatory in 2002, the estimated program cost was $2 billion.

With 14 space telescopes on orbit and several more in development, NASA's budget for starting astrophysics missions was already stretched before the new JWST cost estimates were released.

According to the independent review panel's report, it will cost $1.9 billion over the next five or so years to finish building and launch the observatory, or about $1.4 billion more than previously anticipated. NASA has budgeted about $600 million to operate the JWST over the following five years.

U.S. Sen. Barbara Mikulski (D-Md.), who called for the independent review in June to identify the root causes of cost growth and schedule delays on the JWST, expressed dismay over the panel's findings and warned NASA that it cannot let the telescope's scientific potential override the need to rein in costs.

"We cannot afford to continue with business as usual in this stark fiscal situation," she wrote in a Nov. 10 letter to Bolden after reading the Oct. 29 report.

Although Casani's review took issue with budget and management of the program, it characterized the JWST's technical progress as "commendable and often excellent."

The panel recommends restructuring the JWST project office at Goddard to emphasize cost and schedule ceilings. "The flawed practice by the Project of not adequately accounting for threats in the budgeting process needs immediate correction," the report states.

However, the report also found that "the JWST Project has invested funds wisely in advancing the necessary technologies and reducing technical risk such that the funds invested to date have not been wasted. The management approach, however, needs to change to focus on overall life cycle cost and a well-defined launch date."

Bolden, in a Nov. 10 statement, said he agrees with the panel's findings.

"No one is more concerned about the situation we find ourselves in than I am, and that is why I am reorganizing the JWST Project at Headquarters and the Goddard Space Flight Center, and assigning a new senior manager at Headquarters to lead this important effort," Bolden said.

The NASA chief said he is encouraged by the panel's finding that the JWST is technically sound and continues to meet its milestones.

"However, I am disappointed we have not maintained the level of cost control we strive to achieve — something the American taxpayer deserves in all of our projects," he said. "NASA is committed to finding a sustainable path forward for the program based on realistic cost and schedule assessments."

Northrop Grumman spokesman Lon Rains said the JWST is an outstanding example of NASA's national and international leadership, and will yield unprecedented advances in our understanding of the universe. He said the company is pleased that the independent review panel found JWST to be technically sound and that its design and integrity were not questioned.

"We will continue to work closely with NASA and our partners to deliver this important science mission at the lowest possible cost, and earliest schedule," Rains said.

Northrop Grumman... Webb Work (Satellite)

[SatNews] The first completely finished primary mirror segment for NASA's James Webb Space Telescope has passed its final cryotest in the X-ray & Cryogenic Facility at NASA's Marshall Space Flight Center in Huntsville, Alabama.

This last successful cryotest demonstrates that the mirror segment, an engineering development unit and flight spare, has fully demonstrated its ability to meet the needs of the Webb Telescope program. Northrop Grumman Corporation (NYSE:NOC) is leading the Webb Telescope design and development effort for the space agency's Goddard Space Flight Center. Ball Aerospace, Boulder, Colorado, is the principal optical subcontractor for the Webb Telescope program, responsible for developing the telescope optics.

The mirror segment was recently coated to maximize its reflectivity in the infrared part of the spectrum. During the final cryotest, the mirror segment is chilled to -415 degrees F and telescope engineers take extremely detailed measurements of how the mirror's shape changes as it cools. Cryotesting verifies that the mirror will change shape into the exact optical prescription needed to accurately image distant stars and galaxies. The primary mirror engineering development unit will be closely followed by 18 primary mirror flight segments. The segments will be coated before the final cryotest at Marshall, the world's largest X-ray telescope test facility, which is also a unique site for cryogenic, clean-room optical testing. The James Webb Space Telescope is the world's next-generation space observatory and successor to the Hubble Space Telescope. The most powerful space telescope ever built, the Webb telescope will observe the most distant objects in the universe, provide images of the very first galaxies ever formed and see unexplored planets around distant stars. The Webb telescope is a joint project of NASA, the European Space Agency and the Canadian Space Agency.

WISE Wonderments... Stellar Explosions (Imagery—NASA)

[SatNews] This oddly colorful nebula is the supernova remnant IC 443 as seen by NASA's Wide-field Infrared Survey Explorer, or WISE.

Also known as the Jellyfish nebula, IC 443 is particularly interesting because it provides a look into how stellar explosions interact with their environment. IC 443 can be found near the star Eta Geminorum, which lies near Castor, one of the twins in the constellation Gemini. Just like human beings, stars have a life cycle — they are born, mature, and eventually die. The manner in which stars die depends on their mass. Stars with mass similar to the sun typically become planetary nebulae at the end of their lives, whereas stars with many times the sun's mass explode as supernovae. IC 443 is the remains of a star that went supernova somewhere between 5,000 and 10,000 years ago. The blast from the supernova sent out shock waves that traveled through space, sweeping up and heating the surrounding gas and dust in the interstellar medium, and creating the supernova remnant seen in this image.

What is unusual about the IC 443 is that its shell-like form has two halves that have different radii, structures and emissions. The larger northeastern shell, seen here as the violet-colored semi-circle on the top left of the supernova remnant, is composed of sheet-like filaments that are emitting light from iron, neon, silicon and oxygen gas atoms, in addition to dust particles, all heated by the blast from the supernova. The smaller southern shell, seen here in a bright cyan color on the bottom half of the image, is constructed of denser clumps and knots primarily emitting light from hydrogen gas and heated dust. These clumps are part of a molecular cloud, which can be seen in this image as the greenish cloud cutting across IC 443 from the northwest to southeast. The color differences seen in this image represent different wavelengths of infrared emission.

The differences in color are also the result of differences in the energies of the shock waves hitting the interstellar medium. The northeastern shell was probably created by a fast shock wave (100 kilometers per second or 223,700 miles per hour), whereas the southern shell was probably created by a slow shock wave (30 kilometers per second or 67,100 miles per hour). All WISE featured images use color to represent specific infrared wavelengths. Blue represents 3.4-micron light, cyan represents 4.6-micron light, green represents 12-micron light and red represents 22-micron light. In this image, we see a mixing of blue and cyan in the southern ridge that is not often seen in other WISE images. The northeastern shell appears violet, indicating a mixture of longer infrared wavelengths from cooler dust (red) and shorter infrared wavelengths from luminescent gas (blue).
