In a Jan. 24 presentation at the Washington office of the Japan Aerospace Exploration Agency, Yoshikazu Shoji, director of the international relations and research department at JAXA, said his agency was negotiating a memorandum of understanding (MOU) with NASA about its contributions to the lunar Gateway.

"We are targeting concluding this MOU in the April/May timeframe," he said. "So we will, maybe very soon, have an agreement between the U.S. and Japan."

The Japanese government announced in October its intent to join the NASA-led Artemis program in a statement by the country's prime minister, Shinzō Abe.

In exchange for those contributions to Artemis, JAXA would likely get the ability to fly its astronauts on later missions, including lunar landings. "We would like to send some Japanese astronauts to the lunar surface," he said. "It will be negotiated between the two governments."

Both insisted that the bill authorizes a Gateway in the vicinity of the Moon ("cislunar space") to support lunar missions. That language is not evident, however.

Babin said the bill "formally authorizes development of a Gateway in cislunar space, and allows for it to support missions to the Moon and Mars."  Lucas said much the same thing.  In fact, it authorizes only a Gateway to Mars and specifies that it "shall not be required for the conduct of human lunar landing missions."  So while it does not prohibit NASA from building a lunar Gateway, it does not authorize one.

Another complaint is that the bill does not support in-situ resource utilization (ISRU) of lunar materials or establishing lunar outposts, goals of both commercial companies and NASA  The bill does not prohibit them, but requires that if NASA wants to do that, the funding must be accounted for outside of the Moon to Mars program.  Babin pointed that out, saying it allows "unfettered" ISRU and a lunar outpost as long as they are accounted for separately.

The upshot is that the bipartisan sponsors have different opinions on what the bill does or does not do, but in their statements today, none explicitly rejected the Artemis program even though the bill as currently written seems to do just that.

One can expect substantial changes before it is approved by the full committee.  The bill covers everything NASA does, but the human spaceflight provisions are getting the headlines.

Full committee markup will take place in two weeks. The exact date was not announced, but it will be after President Trump submits his FY2021 budget request on February 10. That request will provide more clarity on how much the Administration is willing to allocate to achieving the Artemis goal of returning astronauts to the Moon by 2024. Even though Congress will ultimately determine the funding level, the request will illustrate the White House's actual level of support versus rhetoric.

А вам бы про "керосиновый Протон" ( про ДУ) мнения почитать.. Впрочем,  лунный лёд на полюсе не лежит, это не Марс с залежами на поверхности.. Так что пока до заправки местным топливом дойдёт, придётся даже прототипы такой чуды с Земли таскать вместе с заправкой..

Orion "Passengers" on Artemis I to Test Radiation Vest for Deep Space Missions

As NASA leads the way for human exploration at the Moon and beyond, space radiation is one of the biggest hazards crews face. In 2018, NASA signed an agreement with the Israel Space Agency (ISA) and the German Aerospace Center (DLR) for an experiment to test the AstroRad radiation protection vest on Artemis I, the first flight test of the Space Launch System (SLS) rocket and Orion spacecraft. The investigation, called the Matroshka AstroRad Radiation Experiment (MARE), will provide valuable data on radiation levels during missions to the Moon while testing the effectiveness of the new vest. Artemis missions at the Moon will pave the way for human exploration of Mars.

Earth's atmosphere and magnetic shielding protect us fr om most of the radiation in the universe, including radiation fr om our Sun. When astronauts leave Earth, they're exposed to the full spectrum of radiation present in deep space. The Artemis I mission will not carry crew, but two identical mannequin torsos equipped with radiation detectors. They will fly aboard Orion during the three-week mission, traveling about 280,000 miles from Earth and thousands of miles beyond the Moon.

The mannequins, called phantoms, are manufactured from materials that mimic human bones, soft tissues, and organs of an adult female. Their names are Helga and Zohar and, despite sharing the trip, their missions will be different – Zohar will wear the AstroRad vest, while Helga will not. Female forms were chosen because women typically have greater sensitivity to the effects of space radiation, but the AstroRad vest is designed to protect both men and women.

The phantoms have a three-centimeter grid embedded throughout the torsos that will enable scientists to map internal radiation doses to areas of the body that contain critical organs. With two identical torsos, scientists will be able to determine how well the new vest might protect crew from solar radiation, while also collecting data on how much radiation astronauts might experience inside Orion on a lunar mission – conditions that cannot be recreated on Earth.

The ISA will provide the AstroRad vest for the mission, which was developed by an Israeli company called StemRad in collaboration with Orion lead contractor, Lockheed Martin. The DLR will provide the phantoms and the majority of the radiation detectors, with further contributions by universities from around the world.

In a related investigation currently underway on the International Space Station, the Comfort and Human Factors AstroRad Radiation Garment Evaluation (CHARGE) study will assess the ergonomics, range of motion, comfort and general user experience of the AstroRad vest in a microgravity environment. Insights from the study will help improve the fit and function of the vest.

MARE builds upon previous experiments performed on the space station using phantoms and other instruments to measure radiation exposure in low-Earth orbit. Astronauts on station are exposed to radiation levels about 50 times higher than that experienced by people on Earth. Farther from Earth's magnetic field and into interplanetary space, the level of radiation exposure during exploration missions could be much higher – up to 150 times more. Human beings exposed to large amounts of radiation can experience both acute and chronic health problems ranging from immediate radiation sickness to developing cancer in the future.

Orion was designed to protect both humans and hardware during radiation events on Artemis missions. For example, in the event of a solar flare, Orion's crew can take cover in the central part of the crew module, between the floor and the heat shield, using the stowage bags on board to improve shelter. However, the crew may have to stay in such a shelter for more than a day. With a protective vest to help block solar energetic particles, crew could continue working during critical mission activities in spite of a solar storm.

Orion will also have different types of radiation sensors on board to record both the peak level of radiation exposure during the flight, as well as radiation levels throughout the mission. Researchers can then compare the data with mission telemetry to reveal wh ere and when the radiation was encountered. While the AstroRad vest is designed primarily to protect against solar energetic particles that are ejected from the sun during a solar eruption, researchers are also developing and evaluating ways to shield crew from galactic cosmic rays, another type of radiation that comes from all over the galaxy and is more challenging to protect against.

With the data from MARE and other sensors, NASA and its partners will improve their ability to prepare for, and lim it the effects of, radiation exposure as human beings travel farther into space on longer missions. Reducing the risks due to radiation exposure is important for missions that could last as long as three months at the Gateway outpost in lunar orbit, and future missions to Mars, currently estimated to be a three year round-trip journey.

NASA is working to land the first woman and next man on the Moon by 2024 as part of the agency's Artemis program. Orion, the Space Launch System rocket and the Gateway are part of NASA's backbone for deep space exploration. Through the agency's broader Moon to Mars exploration approach, NASA will establish a sustainable presence at the Moon and prepare for humanity's next giant leap, sending astronauts to Mars.

NASA is preparing for the first uncrewed flight test next year of the agency's powerful new rocket and spacecraft in development for the Artemis lunar exploration program. The Exploration Ground Systems team of launch controllers who will oversee the countdown and liftoff of the Space Launch System (SLS) rocket and Orion spacecraft are practicing – and perfecting – the procedures required for a successful launch.

The Artemis I launch team at the agency's Kennedy Space Center in Florida is simulating critical portions of the countdown to ensure everyone is ready to handle any situation launch day throws their way. Under the leadership of Launch Director Charlie Blackwell-Thompson, the team gathered at consoles inside the Launch Control Center's Firing Room 1 on Feb. 3, 2020, for a realistic run-through of the terminal count – the final stretch of the countdown that ends with booster ignition.

"These are always great days, as our team gets an opportunity to learn together," Blackwell-Thompson said of the Feb. 3 simulation. "Our team got to work through a variety of problems while also completing the work steps in the launch countdown to get to T-zero."

If it sounds as though the launch team is simply stepping through prelaunch checklists, think again. While the team proceeds through operations as planned, a small group of masterminds introduces anomalies and other unexpected situations that controllers and launch managers must solve in real-time. It's a time-tested method NASA has used to hone launch teams' skills during all the agency's human spaceflight programs.

While some simulations focus on specific operations, such as propellant loading, others – like the one on Feb. 3 – allow the team to gain critical experience dealing with surprises during the part of the countdown when hold times are limited and the stakes are high.

In other words, it's the closest a team can get to practicing launch day and racing the countdown clock without a vehicle on the pad.

"If I liken it to a team sport, sims are like your scrimmage game, and they're an important part of developing a high-performing team," Blackwell-Thompson explained. "Each time you do a sim, you learn something and grow as a team."

Launch Team Training includes the Simulation Training Team, which combines a mix of NASA's Exploration Ground Systems program, civil servants and contractors with Jacobs under the Test and Operations Support Contract. Several members of the simulation training team have career roots in the Space Shuttle Program, allowing them to build on their prior experience with spaceflight hardware and a well-trained launch team.

The NASA test director and launch director have some input into what sorts of situations the launch team should practice, but the sim team leads the effort to prioritize and devise exercises. To keep the experience as realistic as possible, the launch team uses the same consoles and software they'll operate on launch day, with software emulators standing in to play the role of the vehicle and other critical systems.

For added authenticity, the day's planned issues and anomalies are largely kept secret until they arise during rehearsal.

"Only the sim team and a few trusted agents know what problems will be introduced," Blackwell-Thompson said.

Occasionally, an anomaly pops up that's not engineered by the sim team. When an actual problem is uncovered, managers and controllers will document it and collect any beneficial data to help understand and resolve the issue after the simulation. If necessary, a "sim anomaly" will be declared so the launch team knows it's a real issue and not part of the exercise.

At the end of every sim, controllers stay at their consoles, headsets on, to discuss the day's performance and the issues encountered.

"We do a team debrief on the net and talk every problem, what we did well, what we need to improve upon, and any changes to procedures or requirements," Blackwell-Thompson said.

One of the biggest challenges facing the team now is simply fitting them into the busy Firing Room 1 schedule. With ground systems verification and validation testing, software development and testing, and simulations, it's a busy place.

"There are a lot of us wanting time in the firing room," Blackwell-Thompson said. "Anytime we get the launch team in Firing Room 1, that's a good day."

Artemis I is the first in a series of increasingly complex missions leading to the landing of the first woman and next man on the surface of the Moon by 2024. The lessons learned on the Moon will pave the way to sending astronauts to Mars.

A @NASAKennedy press release yesterday confirms @NASA_SLS is delayed to 2021.  The new No Earlier Than launch date is 18 April 2021 per confirmed KSC planning and @NASA_Marshall launch trajectory building work.
