Artemis cost estimate won't be ready until 2020

RENTON, Wash. — NASA Administrator Jim Bridenstine told a Senate committee July 17 that a cost estimate for landing humans on the moon by 2024 likely won't be ready until the administration submits a budget request next February.

Appearing before the Senate Commerce Committee to discuss the agency's deep space exploration plans, Bridenstine said a detailed estimate of the costs of the Artemis program is in progress, but depends in part on contributions from commercial partnerships as well as upcoming decisions on the development of programs like the Space Launch System.

Asked later in the hearing by the committee's ranking member, Sen. Maria Cantwell (D-Wash.), about budgets, Bridenstine said details cost estimates would be included in the agency's fiscal year 2021 budget proposal. "We are working within the administration to come up with what the trades are, so we can get an accurate budget presented for 2021," he said. "In that 2021 budget, you will see the outyear funding for the Artemis program, through 2024 and beyond."

Budget proposals by agencies like NASA usually include five years' worth of estimates, so the fiscal year 2021 proposal would include estimates through fiscal year 2025. Often, however, those outyear projections are often considered notional. Bridenstine said the estimate would provide "the dollars we are looking at spending" for those later years to achieve the lunar landing goal.

"And that's going to be soon?" Cantwell asked.

"It will be in the regular 2021 budget process, so February of 2020," he responded.

Bridenstine, though, appeared to indicate a first launch of SLS in 2020 was no longer in the cards. "I think 2021 is definitely achievable" for that mission, called Artemis-1. He added he wants that new leadership hired "before we set out a new deadline for Artemis-1."

While not being specific about the costs and schedules of Artemis, he did once again warn of the adverse effects on the program should NASA start the 2020 fiscal year Oct. 1 on a continuing resolution (CR), which would fund the agency at 2019 levels.

"It would be devastating," he said of a CR, noting it would affect in particular the lunar lander development that requires a new start that is not possible in a CR without an exception or "anomaly" to the funding resolution. "If we end up in a CR, that lander doesn't continue to get developed."

Artemis will light our way to Mars. The new Artemis identity draws bold inspiration from the Apollo program and forges its own path, showing how it will pursue lunar exploration like never before and pave the way to Mars.
NASA has led the charge in space exploration for 60 years, and as we mark the 50th anniversary of the first Moon landing, the agency is preparing for its next giant leap with the Artemis program.


Artemis, named after the twin sister of Apollo who is also the Goddess of the Moon and the hunt, encompasses all of our efforts to return humans to the Moon – which will prepare us and propel us on to Mars. Through the Artemis program, we will see the first woman and the next man walk on the surface of the Moon. As the "torch bringer," literally and figuratively, Artemis will light our way to Mars.


With this in mind, NASA is unveiling the new Artemis program identity, a bold look that embodies the determination of the men and women who will carry our missions forward. They will explore regions of the Moon never visited before, unlock mysteries of the Universe and test the technology that will extend the bounds of humanity farther into the Solar System.


This new identity draws inspiration from the Apollo program logo and mission patch. Using an "A" as the primary visual and a trajectory from Earth to the Moon, we honor all that the Apollo program achieved. However, through Artemis we will forge our own path, pursue lunar exploration like never before, and pave the way to Mars.


With Earth Blue, Rocket Red and Lunar Silver for colors, every part of the identity has meaning:

  • THE A: The A symbolizes an arrowhead from Artemis' quiver and represents launch.
  • TIP OF THE A: The tip of the A of Artemis points beyond the Moon and signifies that our efforts at the Moon are not the conclusion, but rather the preparation for all that lies beyond.
  • EARTH CRESCENT: The crescent of the Earth at the bottom shows missions from humanity's perspective. From Earth we go. Back to Earth all that we learn and develop will return. This crescent also visualizes Artemis' bow as the source from which all energy and effort is sent.
  • TRAJECTORY: The trajectory moves from left to right through the crossbar of the "A" opposite that of Apollo. Thus highlighting the distinct differences in our return to the Moon. The trajectory is red to symbolize our path to Mars.
  • MOON: The Moon is our next destination and a stepping stone for Mars. It is the focus of all Artemis efforts.

We go now to the Moon, not as a destination, but as a proving ground for all the technology, science, and human exploration efforts that will be critical for missions to Mars. Логотип исполнен в трех цветах: ярко-голубом, серебряном и красном. Название "Артемида" находится под голубой линией земного шара, над которой расположены две сходящиеся серебристые линии, из-за которых выглядывает серебристая Луна, от Земли к ее естественному спутнику поднимается красный извилистый след ракеты, образующий заглавную букву программы "А".

Как пояснили в НАСА, верхняя точка буквы "А" указывает за пределы лунной орбиты, это свидетельствует, что Луна – не конечная точка для НАСА, а этап на пути к Марсу.

WP также указывает на сокращение бюджета лунной миссии. Так, на следующий финансовый год, который в США начинается с 1 октября, на этот проект планируется выделить всего $1,6 млрд. При этом оценочная стоимость осуществления миссии, поясняет издание, составляет от $20 млрд до $30 млрд и "требует дополнительно от $4 млрд до $6 млрд в год". ...

Сокращение финасирования. Да там выделили очень много миллиардов, а 1.6 это Трамп решил добавить к ранее заложенному им же на 2020 год. А 20 и 30 это дополнительных к текущему финансированию НАСА, а уж как там они сократять другие программы мало кто знает.

После прекращения в 2011 году полетов американских шаттлов доставка на МКС астронавтов NASA осуществляется российскими пилотируемыми кораблями "Союз". Сейчас новые американские космические корабли для пилотируемых полетов разрабатывают компании SpaceX и Boeing.

По словам Пенса, "Америка вернется на Луну в течение ближайших пяти лет, а следующим мужчиной и первой женщиной на Луне станут американские астронавты". Первая высадка на Луну

Спускаемый аппарат американского корабля "Аполлон-11" совершил первую в истории посадку на Луну 20 июля 1969 года. На поверхность спутника Земли тогда высадились два астронавта: командир корабля Нил Армстронг и пилот лунного модуля Эдвин Олдрин. Третий член экипажа, Майкл Коллинз, оставался на окололунной орбите в командном модуле.

В ходе последовавших пяти полетов были также совершены успешные высадки астронавтов на Луну, последняя из них - в 1972 году экипажем "Аполлона-17". Всего на Луне в рамках шести экспедиций побывали 12 астронавтов. На Землю было доставлено свыше 180 кг образцов лунного грунта. Завершающим аккордом программы "Аполлон" стала встреча на орбите советского корабля "Союз-19" и американского "Аполлон-18" 17 июля 1975 года - первая в истории космонавтики международная стыковка.

WASHINGTON — NASA and the White House used the 50th anniversary of the Apollo 11 landing to mark the latest achievement in the development of the Orion spacecraft and reaffirm plans to use it to return humans to the moon by 2024.

In a speech at the Kennedy Space Center July 20, Vice President Mike Pence, flanked by the Orion spacecraft being built for the Artemis 1 uncrewed mission, said that assembly of the spacecraft was now "complete" and ready for final testing.

"Thanks to the hard work of the men of NASA — men and women of NASA — and of American industry, the Orion crew vehicle for the Artemis 1 mission is complete and ready to begin preparations for its historic first flight," Pence announced in his speech at the KSC building where Orion is assembled and tested.

The completion he referred to was the long-awaited integration of the Orion crew module, built by Lockheed Martin, with the European-built service module. The combined spacecraft will now undergo testing at KSC before going to NASA's Plum Brook Facility in Ohio in September for thermal vacuum tests. It's scheduled to return to KSC in early 2020 for launch preparations.

In a statement, Lockheed Martin said the two modules were stacked together earlier in the week in a test cell once used to prepare Apollo spacecraft. Work is underway to complete the integration of the spacecraft, such as connecting bolts and umbilical lines between the modules.

That Orion will launch on the first flight of the Space Launch System on an uncrewed three-week flight around the moon intended to perform extensive testing of the spacecraft before it carries astronauts on the Artemis 2 mission, slated for launch in 2022.

Neither NASA nor Pence provided an update on when that Artemis 1 mission will launch. At a hearing of the Senate Commerce Committee July 17, NASA Administrator Jim Bridenstine said he wanted to bring in new leadership for the agency's human spaceflight programs, who would then examine the costs and schedules of SLS and Orion, before setting a new date for that mission.

However, he seemed to suggest at the hearing that a 2020 launch was no longer feasible for the mission. "I think 2021 is definitely achievable" for Artemis 1, he said.

Lockheed Martin chairman, president and CEO Marillyn Hewson participated in the ceremony today standing next to Orion.  She noted that this particular capsule will be used for the uncrewed test flight, Artemis-1. Pence said the capsule is "complete and ready to begin preparations for its historic first flight."

The next step is for Orion to be mated to its Service Module, which is being provided by ESA as part of a barter arrangement in exchange for ESA's use of ISS.  Other hardware will be added and the entire unit shipped to NASA's Plum Brook Station in Sandusky, Ohio for testing.  It then will return to KSC for final processing and inspections prior to being mated with the SLS when it arrives at KSC.  Bridenstine told the Senate Commerce Committee this week that the Artemis-1 launch is now expected in 2021.  NASA initially committed to November 2018 for that launch. The date slipped to December 2019-June 2020 and now to 2021.

Vice President Mike Pence visited and gave remarks in the Neil Armstrong Operations and Checkout Building at NASA's Kennedy Space Center in Florida on Saturday to commemorate the 50th anniversary of the agency's Apollo 11 Moon landing and announce to America the completion of NASA's Orion crew capsule for the first Artemis lunar mission.

"Thanks to the hard work of the men and women of NASA, and of American industry, the Orion crew vehicle for the Artemis 1 mission is complete and ready to begin preparations for its historic first flight," said Vice President Pence.

NASA's goal 50 years ago was to prove the agency could land humans on the Moon and return them safely to Earth. The goal now is to return to the Moon in a sustainable way to prepare for the next giant leap – sending astronauts to Mars for the first time ever.

Artemis 1 will launch NASA's Orion spacecraft and Space Launch System (SLS) rocket around the Moon to test the system and pave the way for landing the first woman and the next man on the Moon in five years, as well as future missions to Mars.

"Similar to the 1960s, we too have an opportunity to take a giant leap forward for all of humanity," said Bridenstine. "President Trump and Vice President Pence have given us a bold direction to return to the Moon by 2024 and then go forward to Mars. Their direction is not empty rhetoric. They have backed up their vision with the budget requests need to accomplish this objective. NASA is calling this the Artemis program in honor of Apollo's twin sister in Greek mythology, the goddess of the Moon. And we are well on our way to getting this done."

Engineers recently completed building and outfitting the Orion crew module at Kennedy. The underlying structure of the crew module, known as the pressure vessel, was manufactured at NASA's Michoud Assembly Facility in New Orleans and shipped to Kennedy, where teams have integrated thousands of parts into the crew module and conducted tests to certify all of its systems for flight.

Orion's European Service Module, which will provide the power and propulsion for Orion during the mission, also is complete. Contributed by ESA (European Space Agency), the service module was manufactured by Airbus in Bremen, Germany, and shipped to Kennedy in November 2018 for final assembly and integration. Engineers have begun operations to join the crew module to the service module, and teams are connecting power and fluid lines to complete hardware attachment.

Once the two modules are joined, engineers will install a heatshield backshell panel on the spacecraft and prepare it for a September flight inside the agency's Super Guppy aircraft to NASA's Plum Brook Station in Sandusky, Ohio. Testing at Plum Brook will ensure the joined modules can withstand the deep space environment.

When testing in Ohio is complete, the spacecraft will return to Kennedy for final processing and inspections. Teams then will fuel the spacecraft and transport it to Kennedy's iconic Vehicle Assembly Building for integration with the SLS rocket before it is rolled out to Launch Pad 39B for the launch of Artemis 1.

Orion is part of NASA's backbone for deep space exploration, along with SLS and the lunar Gateway. During Artemis 1, SLS will send the uncrewed spacecraft – consisting of the crew and service modules – thousands of miles past the Moon for the first in a series of increasingly complex missions. Artemis 2 will be the first of these new missions to the Moon with astronauts on board, followed by Artemis 3, which will launch the next American moonwalkers into a new era of exploration.

Artemis Program Identity Makes Its Debut in Space



During a spacewalk outside the International Space Station on Aug. 22, astronaut Nick Hague debuted the Artemis program identity in space. Hague and fellow crewmember Andrew Morgan installed the second International Docking Adapter on the complex to enable commercial spacecraft from Boeing and SpaceX to carry astronauts to the station.

The work happening now is paving the way for the future. We are going to the Moon to stay, by 2024. NASA's Artemis lunar exploration program will send the first woman and the next man to surface of the Moon within five years, and prepare for human exploration of Mars.
