During a spacewalk on Jan. 23, 2018, Expedition 54 flight engineers Mark Vande Hei and Scott Tingle replaced a Latching End Effector (LEE-B) on the Canadarm2 robotic arm. An issue preventing the LEE from transitioning to an operational state on one of two redundant sets of communications strings was detected. The spacewalking crew demated and remated the connectors and ground teams were able to power up the arm to an operational state on its secondary communications string leaving the arm operational but without a redundant communications string.

After extensive troubleshooting by teams from NASA and the Canadian Space Agency (CSA), the decision was made by space station managers to use the scheduled Jan. 29 spacewalk to reinstall the LEE removed on the Jan. 23 spacewalk to restore fully redundant capability to the robotic arm. CSA and its robotics specialists are continuing diagnostics over the weekend to gain additional insight. If data is obtained that could be used to solve the issue, Monday's spacewalk could be postponed.

Я уже рассказывал вам про эксперимент "Ураган", но на самом деле большая часть из 60 экспериментов - это медицинские исследования. Они помогают изучить влияние на организм человека факторов космического полета (невесомость, радиация, перегрузки, вибрация). Для чего нам это нужно? Во-первых, так мы можем понять, что же происходит с нашим организмом. Во-вторых, мы учимся защищать организм от этих пагубных влияний космоса. И в будущем, во время колонизации других планет, мы сможем без вреда для здоровья летать долго, и прибыв на новую планету сразу приступать к работе.

На фотографии я провожу один из таких экспериментов - "ДАН". При помощи пневмовакуумного костюма «Чибис-М» создается отрицательное давление на нижнюю часть тела и кровь перераспределяется, как в условиях земной гравитации. В процессе проведения эксперимента мы определяем время, затраченное на задержку дыхания на вдохе и на выдохе. С практической точки зрения результаты будут полезными для уточнения схемы введения лекарственных препаратов, влияющих на состояние дыхательного центра, при оказании медицинской помощи в длительных космических полётах и во время пребывания на планетах с изменённой силой тяжести.

Two spacewalkers aboard the International Space Station will be forced to backtrack on Monday, reversing work completed on a January 23 excursion after controllers on the ground were unable to establish a redundant command path to the newly-installed grappling hand on the Station's Canadarm2 robotic arm.

Final remote troubleshooting steps fr om the ground are still in work over the weekend to attempt to resolve the situation, but EVA teams have begun re-planning the spacewalk to swap the arm back to its original configuration to re-gain lost redundancy.

Third-time spacewalker Mark Vande Hei and EVA rookie Scott Tingle spent seven hours and 24 minutes working outside on Tuesday, successfully removing the degraded Latching End Effector B from the robotic arm and installing an unused spare in its place with the aim of having Canadarm2 back at full operational capacity with two new hands – building on work from last October that accomplished the successful replacement of Latching End Effector A.

Tuesday's spacewalk appeared to go well – despite the usual problems with stubborn bolts and tight clearances; Vande Hei and Tingle had essentially finished their prime objective of installing the spare Latching End Effector (LEE). Trouble struck when robotic controllers at Mission Control attempted to power-up the robotic arm to complete a quick diagnostic checkout on the new LEE, running into a "State Command Error" – a connectivity problem with the newly installed Latching End Effector.

Troubleshooting steps started right away and teams instructed the two spacewalkers to de-mate and re-engage the LEE Mate/Demate Mechanism, essentially opening up electrical and data interfaces that build the connection between the arm's wrist joint and the end effector followed by re-mating the mechanism. This appeared to do the trick and the spacewalkers were informed that the new LEE-B was showing good communications. This later turned out to be only partially true since the link was established on the secondary command path while the primary path still had the connectivity problem.

Nevertheless, given the advanced stage of the EVA that had drifted well behind the timeline, the crew was told to finish up the installation via tightening the final set of bolts and cleaning up the worksite while specialists on the ground began diagnosing the problem through the established secondary path.

Troubleshooting steps completed on January 24 included a complete power-cycle of the Robotics Workstation and cycle tests of LEE-B's moving parts on the secondary string – confirming the LEE was in good working order aside from the primary string communications problem. More invasive steps were completed on Thursday, reverting to a previous iteration of the Space Station's Mobile Servicing System flight software to rule out a compatibility issue.

Given the loss of redundant commanding on the arm, teams went into motion to re-plan Monday's EVA that was originally expected to take the removed LEE #201 (the former LEE-B) and use it to replace LEE #202 (former LEE-A) on the POA (Payload/Orbital Replacement Unit Accommodations) in order to return the POA back to operation via the degraded LEE #201 and move LEE #202 inside ISS for return to the ground.

It is a priority to keep Canadarm2 in operational condition and therefore a loss of redundant command paths was classed as a more severe risk than putting the degraded LEE back in operation.

In parallel to the EVA re-planning effort, robotics teams were still working on software patches to provide additional diagnostics data to gain insight into the exact nature of the communications problem. NASA confirmed that these steps would be ongoing over the weekend and Monday's EVA would be postponed if data is obtained that could be used to solve the issue.

Should remote troubleshooting not provide any solutions, Mark Vande Hei, reprising his role as lead spacewalker, and Japanese crew member Norishige Kanai will reverse the steps completed last Tuesday – removing LEE #204 from the LEE-B position and installing it on the Flight Support Equipment on External Stowage Platform 2, then retrieving LEE #201 and installing it back onto its old position as LEE-B. This will give the arm two functional LEEs with redundant command paths; though LEE-B has degraded snares and will eventually need replacement.

What happens to the removed LEE #204 remains unclear at this point. It will likely be moved to the inside of ISS (either during EVA-48 or later) for possible hands-on troubleshooting steps by the crew in orbit or it could be returned as pressurized cargo on an upcoming Dragon flight to undergo inspections and refurbishment on the ground.

The POA – a temporary holding platform for external payloads on the Mobile Base System – consequently remains out of service since it hosts the former LEE-A (#202) that suffered a problem with its latches in August and, while able to grapple things with its snares, can not support any powered payloads due to the unavailability of the latches.

In essence, ISS is short on LEE spares if the #204 LEE can not be recovered, meaning any LEE failure going forward would be critical. (Theoretically, should either of the arm LEEs fail, the single-command-string-LEE could still be a viable spare or the POA LEE #202 could be used to give the arm a basic grappling capability sufficient for capturing a Dragon.)

A LEE ground spare has been readied for launch by the Canadian Space Agency and its prime contractor MDA, currently planned to launch as external cargo on the Dragon SpX-15 mission in the June time frame. It would then be robotically removed from Dragon's Trunk Section and placed on ISS (likely ESP-2) for access by spacewalkers.

The next planned use of the POA will be on the HTV-7 mission when the craft's Exposed Pallet will be stowed there for access by the Station's robots for the replacement of the next set of external batteries. HTV-7 is targeting a tentative launch date in mid-August.

If the current scenario for EVA-48 remains in place, Vande Hei and Kanai are facing around five hours of work to get the LEE replacement done. Their procedure will start with the setup of a pair of foot restraints on External Stowage Platform 2 to allow them to work on LEE-B with both hands. Astronauts Joe Acaba and Scott Tingle will be in charge of maneuvering the LEE between the two crew members and rotate the arm wrist as needed for the spacewalkers to first access a pair of Expandable Diameter Fasteners.

The EDFs have been one of the more troublesome elements of these EVAs. They are used in the high-load interfaces of the robotic arm and its grapple fixtures on ISS structure to provide a high rigidity of the interface with zero tolerance. As their name says, these EDFs expand when being driven by pushing out collets in order to form a friction fit. Releasing the bolts is the easier task while driving them to engage requires at least two triggers on each bolt to ensure they are loaded with specific minimal torque values.

Once the first two EDFs are released, Vande Hei and Kanai will guide the arm operators to rotate the wrist to allow them access to the remaining four bolts. The arm will then be powered down before ground teams can give a GO for the spacewalkers to demate the Mate/Demate Mechanism and release the four remaining EDFs to fully detach to the LEE.

The removed LEE #204 will then be transferred to ESP-2 wh ere it will be re-installed on the Flight Support Equipment (FSE) that held it during its launch in 2009. If the LEE is to remain outside ISS for the time being, the spacewalkers would have to engage at least four of the EDFs, rotate the LEE to a horizontal position and re-install launch restraints to hold it in place.

The former LEE-B (#201) is currently installed on a support ring on the ESP-2 FSE via four EDFs that will have to be released by the crew with their Pistol Grip Tools before transferring the LEE to Canadarm2. The reverse process will be performed for its installation: 1) soft dock, 2) four EDFs within access of the crew, 3) Mate/Demate Mechanism, 4) Canadarm2 re-activation & wrist rotation, 5) remaining two EDFs, 6) re-trigger all EDFs to torque and 7) re-install Multilayer Insulation Blankets.

Closing out the EVA, the spacewalkers will either bring the removed LEE to the airlock or finish securing it on ESP-2. Barring any stubborn bolts, EVA-48 should have some time at the end for get-ahead tasks. Available get-aheads include the lubrication of the newly installed LEE, a reconfiguration on the Dextre robot and there is a whole list of optional preparation tasks on various external spares to remove MLI covers and prepare these units for future installation efforts should any active components fail.

International Space Station officials have postponed Monday's spacewalk to swap latching end effectors (LEEs) on the Canadarm2 robotic arm. The decision was made after the Canadian Space Agency (CSA) and its robotics specialist team developed a diagnostics software patch confirming an anomaly noted in a primary communications string on the spare end effector installed during a prior spacewalk Jan. 23 was not hardware related, and can be corrected through the implementation of software. A confidence test verifying the software upgrade was successfully completed Saturday night.

During its initial power up after last Tuesday's spacewalk swap, the spare latching end effector did not communicate as expected on the primary string, but did so on its backup communications string. As a result, Monday's spacewalk by Mark Vande Hei of NASA and Norishige Kanai of the Japan Aerospace Exploration Agency (JAXA) was replanned to return the original latching end effector to the arm in place of the spare. But the software solution confirmed on Saturday will not require the spacewalkers to venture out on Monday.

The original spacewalk by Vande Hei and Kanai to bring an end effector inside the station removed from the arm during a spacewalk last October, and install the end effector removed last Tuesday on the mobile base system rail car on the station's truss, is expected to be executed by the two crew members in mid-February.

Как отмечается в распространенном заявлении, они должны были вернуть на манипулятор Canadarm2 демонтированный 23 января захват, поскольку возникли проблемы с установленным тогда же новым аналогичным механизмом.
Замененный захват длиной около метра и весом 200 кг использовался на дистанционном манипуляторе с 2001 года. В его демонтаже участвовали в минувший вторник американцы Ванде Хай и Скотт Тингл, выход которых в открытый космос продолжался 7 часов 24 минуты. Но при проверке нового аппарата выявились проблемы на основном канале его электропитания. Было принято решение временно вернуть на место старый захват, чем и предстояло заняться Ванде Хаю и Канаи.
Однако, как отмечает NASA, "Канадское космическое агентство и его специалисты по робототехнике смогли определить, что эта проблема не механического характера, и ее можно устранить с помощью программных средств".

29 января 2018 года Международная космическая станция (МКС) - преемница советской станции «Мир» - отмечает 20-летний юбилей. Именно тогда состоялось подписание в Впшингтоне  соглашения между Россией, США, государствами-членами Европейского космического агентства (ЕКА), Канады и Японии о создании МКС. Этот документ стал результатом пятилетней предварительной работы космических ведомств разных стран, а дата - точкой отсчета истории МКС. МКС стала самой масштабной и самой дорогой станцией вне Земли  в истории мировой космонавтики.

В 1984 году Президент США Рональд Рейган объявил о начале работ по строительству американской орбитальной станции, которая в 1988 году получила название «Свобода» (Freedom). На тот момент над проектом вместе работали США, Канада, страны Европы и Япония. В плане было создание крупногабаритной управляемой станции с модулями, поочередно доставляемыми кораблями «Спейс шаттл» на орбиту. Но в начале 90-х годов стало ясно, что проект потребует слишком больших материальных затрат. В то время в СССР, где уже был опыт создания орбитальных станций «Салют» и «Мир» и выведения их на орбиту, планировалось  создание станции «Мир-2». Но из-за экономических трудностей проект был заморожен.

17 июня 1992 года Россия и США заключили соглашение о сотрудничестве в деятельности, направленной на исследование космоса. Российское космическое агентство совместно с НАСА разработало программу «Мир-Шаттл», где предусматривались полеты многоразовых американских кораблей «Спейс Шаттл» на российскую космическую станцию «Мир». Также программа регламентировала  включение космонавтов из России в экипажи американских «Шаттлов» и, соответственно, астронавтов США в экипажи российских кораблей «Союз» и станции «Мир». По ходу реализации данной программы возникла идея объединить национальные программы создания орбитальных станций. В марте 1993 года руководителю NASA Дэниелу ГОЛДИНУ генеральным директором РКА Юрием КОПТЕВЫМ и генеральным конструктором НПО «Энергия» Юрием СЕМЁНОВЫМ была предложена идея о создании Международной космической станции. В этом же году многие американские политики выступили против создания орбитальной космической станции. Так, на июньском конгрессе США поднимался вопрос об отказе от строительства станции. Перевес в пользу строительства был в 1 голос: 216 против 215.

2 сентября 1993 года председатель Совета Министров России Виктор ЧЕРНОМЫРДИН и вице-президент США Альберт ГОР все же объявили о создании нового проекта «подлинно международной космической станции». Тогда «Международная космическая станция» стало официальным названием, хотя наряду с ним употреблялось и неофициальное – космическая станция «Альфа». Российское космическое агентство и NASA разработали «Детальный план работ по Международной космической станции», что позволило в июне 1994 года подписать контракт «О поставках и услугах для станции «Мир» и Международной космической станции».

Участники совместных российско-американских встреч видели станцию как единое пространство, состоящее из двух интегрированных сегментов (российского и американского). Уже 23 июня 1994 года было подписано «Временное соглашения по проведению работ, ведущих к российскому партнёрству в Постоянной пилотируемой гражданской космической станции» в Вашингтоне. Теперь Россия официально подключилась к работам над МКС.

В ноябре того же года в Москве были проведены первые консультации американского и российского космических агентств с заключением контрактов с фирмами-участницами проекта — РКК «Энергия» им. С. П. Королёва. и «Боинг».

В марте 1995 года утвержден эскизный проект станции в Космическом центре им. Л. Джонсона в Хьюстоне, а в 1996-м утверждена конфигурация станции, состоящей из двух сегментов – российского (усовершенствованная версия «Мир-2») и американского (с участием стран-членов ЕКА, Италии, Канады, Японии и Бразилии). Начинается строительство первых модулей станции.

После подписания документа о создании МКС 29 января 1998 года, уже 20 ноября 1998 года — Россия запустила функционально-грузовой блок «Заря» – первый элемент МКС, а 7 декабря 1998 года к нему был пристыкован первый американский модуль «Юнити», доставленный на орбиту шаттлом «Индевор». Через три дня, 10 декабря, впервые были открыты люки в новую станцию. Первыми в нее вошли российский космонавт Сергей КРИКАЛЁВ и американский астронавт Роберт КАБАНА.

Экипаж первой длительной экспедиции в составе Уильяма ШЕПЕРДА, Юрия ГИДЗЕНКО и Сергея КРИКАЛЁВА прибыл на МКС почти через два года. С тех пор станция стала постоянно обитаемой. Сегодня МКС - территория настоящего международного сотрудничества, своеобразный многонациональный орбитальный дом, где политика уступает место решению практических и научных задач.

В соответствии с программой полёта Международной космической станции 30 января 2018 года запланирована коррекция орбиты МКС. Для выполнения манёвра в 18:25 мск будут включены двигатели служебного модуля «Звезда» Международной космической станции. Время работы двигателей составит 22,8 сек. Цель проведения коррекции - формирование баллистических условий для выведения на орбиту транспортного грузового корабля «Прогресс МС-08», запланированного на 11 февраля 2018 года.

European Modular Cultivation System (EMCS) Preparation for Plant Gravity Perception Operations:

To prepare the EMCS for the Plant Gravity Perception investigation, the crew replaced the empty EMCS Air Mix Supply Module located on the lower left side of the EMCS holding structure with a full Air Mix Module and then opened the EMCS Gas Valves for ground commanding. Later, the experiment containers (ECs) on the EMCS rotors were replaced with new ECs and the first of three Plant Gravity Perception experiment runs began. The Plant Gravity Perception investigation germinates normal and mutated forms of thale cress, a model research plant, to study the plants' gravity and light perception. Results provide new information about plants' ability to detect gravity and how they adapt to an environment without it, which benefits efforts to grow plants for food on future missions. The EMCS is an experiment facility that is dedicated to studying plant biology in a reduced gravity environment. It supports the cultivation, stimulation, and crew-assisted operation of biological experiments under controlled conditions. The facility has performed multi-generation (seed-to-seed) experiments and studies the effects of gravity and light on early development and growth, signal perception and transduction in plant tropisms.

Space Linear Acceleration Mass Measurement Device (SLAMMD) Hardware Setup and Control Run:

The crew set the calibration arm, attached the calibration mass, and then set the software to implement a control run and a payload body mass measurement. The SLAMMD follows Newton's Second Law of Motion by having two springs generate a known force against a crewmember mounted on an extension arm, the resulting acceleration being used to calculate the subject's mass. The device is accurate to 0.5 pounds over a range from 90 pounds to 240 pounds.

The crew completed the weekly questionnaire for the ESA Space Headaches investigation. The Space Headaches investigation collects information that may help in the development of methods to alleviate associated symptoms and improvement in the well-being and performance of crewmembers in space. Headaches during space flight can negatively affect mental and physical capacities of crewmembers that can influence performance during a space mission.

The crew performed cleaning of the IMV Cone Screen located in the Node 1-Node 3 vestibule. This Cone Screen protects debris from entering the IMV Fan located in Node 3. As part of this activity, the crew also cleaned the air duct diffusers.

Extravehicular Activity (EVA) Operations:

Today the crew continued to prepare for the EVA planned for Monday. They have charged batteries, configured tools, set up cameras, reviewed procedures, and discussed the tasks with ground teams. The goals of this EVA have changed as a result of the failure of the new Latching End Effector (LEE) that was installed on EVA 47 (executed this past Tuesday). The new LEE is not operating as expected, so the crew will return the Space Station Remote Manipulator System (SSRMS) to its original configuration.

Expedition 54 is now focusing on Friday's spacewalk to install and remove gear on the Russian side of the International Space Station. This comes after today's spacewalk to work on the Canadarm2 robotic arm was postponed to mid-February.

Cosmonauts Alexander Misurkin and Anton Shkaplerov will put on their Orlan spacesuits Friday and exit the Pirs airlock around 10:30 a.m. EST. The duo will be spacewalking for about six and a half hours to replace an electronics box for a communications antenna on the aft end of the Zvezda service module. The old box will be jettisoned into space to eventually burn up in the Earth's atmosphere.

If time allows, the Russian spacewalkers may be able work a few more tasks. A pair of exposed experiments, Test and Biorisk, are due to be retrieved and brought back inside the station. The cosmonauts may also photograph the back of Zvezda, reposition a foot restraint and jettison old experiment gear.

Over the weekend space station managers postponed today's spacewalk for robotics maintenance. Astronauts Mark Vande Hei and Norishige Kanai were expected to swap a Latching End Effector (LEE) on the tip of the Canadarm2 today installed last week on a spacewalk; however, Canadian Space Agency engineers uploaded a diagnostics software to identify the primary communications string anomaly and test the software upgrade on the spare LEE, eliminating today's swap work. The final software patch will be uploaded in early February.

The duo is now planning for a mid-February spacewalk to bring an end effector inside the station removed from the arm during a spacewalk last October, and install the end effector removed last Tuesday on the mobile base system rail car on the station's truss.

29 января 2018 года Международная космическая станция (МКС) - преемница советской станции «Мир» - отмечает 20-летний юбилей. Именно тогда состоялось подписание в Вашингтоне соглашения между Россией, США, государствами-членами Европейского космического агентства (ЕКА), Канады и Японии о создании МКС. Этот документ стал результатом пятилетней предварительной работы космических ведомств разных стран, а дата - точкой отсчета истории МКС. МКС стала самой масштабной и самой дорогой станцией вне Земли в истории мировой космонавтики.

В 1984 году Президент США Рональд Рейган объявил о начале работ по строительству американской орбитальной станции, которая в 1988 году получила название «Свобода» (Freedom). На тот момент над проектом вместе работали США, Канада, страны Европы и Япония. В плане было создание крупногабаритной управляемой станции с модулями, поочередно доставляемыми кораблями «Спейс шаттл» на орбиту. Но в начале 90-х годов стало ясно, что проект потребует слишком больших материальных затрат. В то время в СССР, где уже был опыт создания орбитальных станций «Салют» и «Мир» и выведения их на орбиту, планировалось создание станции «Мир-2». Но из-за экономических трудностей проект был заморожен.

17 июня 1992 года Россия и США заключили соглашение о сотрудничестве в деятельности, направленной на исследование космоса. Российское космическое агентство совместно с НАСА разработало программу «Мир-Шаттл», где предусматривались полеты многоразовых американских кораблей «Спейс Шаттл» на российскую космическую станцию «Мир». Также программа регламентировала включение космонавтов из России в экипажи американских «Шаттлов» и, соответственно, астронавтов США в экипажи российских кораблей «Союз» и станции «Мир». По ходу реализации данной программы возникла идея объединить национальные программы создания орбитальных станций. В марте 1993 года руководителю NASA Дэниелу ГОЛДИНУ генеральным директором РКА Юрием КОПТЕВЫМ и генеральным конструктором НПО «Энергия» Юрием СЕМЁНОВЫМ была предложена идея о создании Международной космической станции. В этом же году многие американские политики выступили против создания орбитальной космической станции. Так, на июньском конгрессе США поднимался вопрос об отказе от строительства станции. Перевес в пользу строительства был в 1 голос: 216 против 215.

2 сентября 1993 года председатель Совета Министров России Виктор ЧЕРНОМЫРДИН и вице-президент США Альберт ГОР все же объявили о создании нового проекта «подлинно международной космической станции». Тогда «Международная космическая станция» стало официальным названием, хотя наряду с ним употреблялось и неофициальное – космическая станция «Альфа». Российское космическое агентство и NASA разработали «Детальный план работ по Международной космической станции», что позволило в июне 1994 года подписать контракт «О поставках и услугах для станции «Мир» и Международной космической станции».

Участники совместных российско-американских встреч видели станцию как единое пространство, состоящее из двух интегрированных сегментов (российского и американского). Уже 23 июня 1994 года было подписано «Временное соглашения по проведению работ, ведущих к российскому партнёрству в Постоянной пилотируемой гражданской космической станции» в Вашингтоне. Теперь Россия официально подключилась к работам над МКС.

В ноябре того же года в Москве были проведены первые консультации американского и российского космических агентств с заключением контрактов с фирмами-участницами проекта — РКК «Энергия» им. С. П. Королёва. и «Боинг».

В марте 1995 года утвержден эскизный проект станции в Космическом центре им. Л. Джонсона в Хьюстоне, а в 1996-м утверждена конфигурация станции, состоящей из двух сегментов – российского (усовершенствованная версия «Мир-2») и американского (с участием стран-членов ЕКА, Италии, Канады, Японии и Бразилии). Начинается строительство первых модулей станции.

После подписания документа о создании МКС 29 января 1998 года, уже 20 ноября 1998 года — Россия запустила функционально-грузовой блок «Заря» – первый элемент МКС, а 7 декабря 1998 года к нему был пристыкован первый американский модуль «Юнити», доставленный на орбиту шаттлом «Индевор». Через три дня, 10 декабря, впервые были открыты люки в новую станцию. Первыми в нее вошли российский космонавт Сергей КРИКАЛЁВ и американский астронавт Роберт КАБАНА.

Экипаж первой длительной экспедиции в составе Уильяма ШЕПЕРДА, Юрия ГИДЗЕНКО и Сергея КРИКАЛЁВА прибыл на МКС почти через два года. С тех пор станция стала постоянно обитаемой. Сегодня МКС - территория настоящего международного сотрудничества, своеобразный многонациональный орбитальный дом, где политика уступает место решению практических и научных задач.

20 Years Ago: Station Partners Sign Intergovernmental Agreement (IGA)

The International Space Station (ISS) is the largest and most complex international science and engineering project in history, taking advantage of the technical expertise of the participating countries. As such, it required a multinational framework to make it possible. On January 29, 1998, senior government officials from 15 participating nations met at the US State Department in Washington, DC, and signed agreements to establish that framework for cooperation. For the United States, Acting Secretary of State Strobe Talbot signed an international treaty called the Intergovernmental Agreement (IGA) on Space Station Cooperation, along with representatives from Russia, Japan, Canada and participating countries of the European Space Agency (Belgium, Denmark, France, Germany, Italy, The Netherlands, Norway, Spain, Sweden, Switzerland and The United Kingdom). The agreement superseded the earlier 1988 ISS IGA, the modification made necessary largely by the decision to include Russia in the partnership.

The new IGA established the overall cooperative framework for the design, development, operation and utilization of the ISS and addressed several legal topics, including civil and criminal jurisdiction, intellectual property and the operational responsibilities of the participating partners. Lower level bilateral Memoranda of Understanding (MOU) were signed that same day by NASA Administrator Daniel Goldin with his Russian, European, and Canadian counterparts and on February 24 with Japanese representatives. The MOU's described the roles and responsibilities of the partners in more detail. A third layer consists of bartered contractual agreements establishing the trading of the partners' rights and duties.

Ten months after the signing of the 1998 IGA, Zarya, the first element of the ISS on-orbit segment was launched from the Baykonur Cosmodrome in Kazakhstan, beginning the construction of the largest international space platform. Twenty years after its signing, the IGA continues to be the governing document of this monumental effort. Among the lessons learned as the IGA was implemented over the past two decades, one key factor was to strike the proper balance between being too precise and yet clear enough to ensure all partners had a common understanding and were working toward a common goal. The agreement also had to allow the partnership flexibility to make any needed changes as the multiyear ISS Program evolved over time. The successful negotiation and implementation of the ISS IGA set a great precedent for future large international space collaborations, such as lunar and planetary exploration missions.

Lynn Cline, the NASA official who led the negotiations of the IGA with the international partners, recalled the agreement in an oral history interview that its legacy "is the fact that it established a framework for all these countries to work together successfully for the long term. What I hope it will have as a legacy for the future is that it's a stepping stone in research, in human spaceflight, in evolution to the next step".
