NASA Unveils Sustainable Campaign to Return to Moon, on to Mars

In December of 2017, President Donald Trump signed Space Policy Directive-1, in which the president directed NASA "to lead an innovative and sustainable program of exploration with commercial and international partners to enable human expansion across the solar system and to bring back to Earth new knowledge and opportunities."

In answer to that bold call, and consistent with the NASA Transition Authorization Act of 2017, NASA recently submitted to Congress a plan to revitalize and add direction to NASA's enduring purpose. The National Space Exploration Campaign calls for human and robotic exploration missions to expand the frontiers of human experience and scientific discovery of the natural phenomena of Earth, other worlds and the cosmos.

The Exploration Campaign builds on 18 continuous years of Americans and our international partners living and working together on the International Space Station. It leverages advances in the commercial space sector, robotics and other technologies, and accelerates in the next few years with the launch of NASA's Orion spacecraft and Space Launch System (SLS) rocket.

The Exploration Campaign has five strategic goals:

  • Transition U.S. human spaceflight activities in low-Earth orbit  to commercial operations that support NASA and the needs of an emerging private sector market.
  • Lead the emplacement of capabilities that support lunar surface operations and facilitate missions beyond cislunar space.
  • Foster scientific discovery and characterization of lunar resources through a series of robotic missions.
  • Return U.S. astronauts to the surface of the Moon for a sustained campaign of exploration and use.
  • Demonstrate the capabilities required for human missions to Mars and other destinations.
Transition  Low-Earth Orbit Activities

NASA intends to transition fr om the current model of human space activities in low-Earth orbit to a model where the government is only one customer for commercial services.

Based on inputs from current partners, commercial and other stakeholders, NASA will shape the plan for the transition of low-Earth orbit activities from direct government funding to commercial services and partnerships, with new, independent commercial platforms or a non-NASA operating model for some form or elements of the International Space Station by 2025. In addition, NASA will expand public-private partnerships to develop and demonstrate technologies and capabilities to enable new commercial space products and services.

The International Space Station will continue to serve as a core long-duration human spaceflight platform through at least 2024, which will mark almost 25 years of continuous human occupancy and successful international cooperation in space.

NASA leverages the space station to learn how to keep crews healthy and productive on deep space missions, and as a testbed to develop technologies to support those missions. It is an experiential testing ground that enables discovery and development of advanced robotics, communications, medicine, agriculture and environmental science.

The space station also can help enable the transition to commercial activities in low-Earth orbit. NASA recently awarded 12 contracts to industry to investigate the best way to use the space station to engage the U.S. commercial industry to take a lead role in low-Earth orbit. The portfolio of sel ected studies will include specific industry concepts detailing business plans and the viability of habitable platforms, using the space station or separate free-flying structures.

To the Moon

The Moon is a fundamental part of Earth's past and future - an off-world continent that may hold valuable resources to support space activity and scientific treasures that may tell us more about our own planet. Although Americans first walked on its surface almost 50 years ago, our explorers left footprints at only six sites, during a total of 16 days on the surface. The next wave of lunar exploration will be fundamentally different.

NASA is building a plan for Americans to orbit the Moon starting in 2023, and land astronauts on the surface no later than the late 2020s. This will be the first chance for the majority of people alive today to witness a Moon landing – a moment when, in awe and wonder, the world holds its breath. However, America will not stop there.

A key component of establishing the first permanent American presence and infrastructure on and around the Moon is the Gateway, a lunar orbiting platform to host astronauts farther from Earth than ever before.

On the Gateway, America and its partners will prepare to transit deep space, testing new technologies and systems as we build the infrastructure to support missions to the surface of the Moon and prepare for the epochal mission to Mars. NASA also will study the effects of the deep space environment of the Gateway, learning how living organisms react to the radiation and microgravity of a deep space environment over long periods.

The Gateway also will be assessed as a platform for the assembly of payloads and systems; a reusable command module for lunar vicinity and surface exploration; and a way station for the development of refueling depots, servicing platforms, and a sample return facility.

Some elements of the Gateway already are under construction at NASA centers across the United States, including facilities in Ohio, Texas and Alabama, and at commercial partner facilities. The Gateway will be assembled in space, incrementally, using the Orion spacecraft and SLS, as well as commercial launch vehicles. The first element, providing power and propulsion, will launch from Florida in 2022.

The lunar surface will serve as a crucial training ground and technology demonstration test site wh ere we will prepare for future human missions to Mars and other destinations. Through an innovative combination of missions involving commercial and international partners, robotic lunar surface missions will begin as early as 2020, focus on scientific exploration of lunar resources, and prepare the lunar surface for a sustained human presence.

By the late 2020s, a lunar lander capable of transporting crews and cargo will begin trips to the surface of the Moon. The sustainable, long-term lunar surface activities enabled by these efforts, in tandem with the Gateway, will expand and diversify over time, taking advantage of the Moon and near space for scientific exploration in the broadest sense.

On to Mars
The first human landing on Mars – audacious in its complexity – will be an achievement recalled with awe far into humanity's future. Key components of the Exploration Campaign already are underway and include long-duration human spaceflight on the space station, development of advanced life support systems, and continuing to lead and advance the world in deep space science missions.

Overall, the Exploration Campaign focuses on a transformative approach that includes the development of technologies and systems that enable a series of human and robotic lunar missions that are extensible to Mars.

NASA continues to maintain leadership in robotic exploration on and around Mars. The agency's InSight mission now is on its way to Mars and will land in November to study the interior of the Red Planet. Development of NASA's next rover to Mars continues to make excellent progress and is scheduled to launch in July 2020.

The Mars 2020 rover will aid our search for past life and demonstrate the production of fuel and other resources that enable human exploration. We also will use this mission as a building block for a subsequent roundtrip robotic mission with the historic first rocket launch off another planet and a sample return. That mission will serve as a critical precursor to an eventual series of crewed missions to Mars planned to start in the 2030's and culminating in a surface landing, which will be supported by the work we'll do on the Moon in the coming years.

The priorities laid out in the National Space Exploration Campaign ensure the United States will maintain leadership in space science and exploration. To read the complete Exploration Campaign, visit:

Russian official sounds skeptical note about Gateway
by Jeff Foust — October 2, 2018

BREMEN, Germany — A Russian space official said Oct. 1 that while his country is interested in lunar exploration, it's not satisfied with participating in NASA's lunar Gateway program as currently structured.

Speaking on a panel at the 69th International Astronautical Congress here, Dmitri Loskutov, head of the international cooperation department at the Russian state space corporation Roscosmos, said he had issues with the Gateway as a NASA-led project rather than a partnership more like the International Space Station.

"For the moment, it looks like it is an American program with international participation," he said. "How will this cooperation be managed? Will there be some sort of international administrative body? Will its principles remain those that are now valid for the International Space Station, in terms of consensus in decision-making?"

Loskutov suggested that if the Gateway was run as a NASA-led program, Russia might not be interested in being a partner.

"For the moment, all the decisions are made by NASA. It seems U.S. standards will be imposed," he said. "For Roscosmos and the Russian Federation, limited participation is not that interesting."

Loskutov's comments are similar to those made by his boss, Roscosmos head Dmitry Rogozin, last month. Rogozin said at one meeting that "Russia simply cannot afford to take a back seat in foreign projects" like the U.S.-led Gateway, according to a report by the Russian news service Tass. A Roscosmos spokesman later clarified that Rogozin was not saying Russia would not participate in the project, at least not yet.

NASA Administrator Jim Bridenstine, interviewed at a Washington Space Business Roundtable luncheon Sept. 24, said he had not heard any criticism about the Gateway fr om Russia or other potential partners. "I have not heard anybody at this point, including Russia, indicate that they did not want to be part of our activities to get back to the surface of the moon," he said.

During a panel discussion here Oct. 1, representatives of several other space agencies expressed an interest in working on the Gateway in one form or another. The exact plans for doing so, including what contributions each agency will make, have yet to be worked out.

"There's a process we're going through right now," Bridenstine said at a press conference after the heads-of-agencies panel. "We're formulating what the architecture will look like, and then we're looking at each of the space agencies and their capabilities, and we'll be incorporating those capabilities into the architecture." He didn't give a schedule for making such decisions.

Bridenstine noted one challenge for international cooperation on the Gateway is that the station is smaller than the ISS. "That means having additional partners on the Gateway is maybe more difficult than having partners on the International Space Station," he said. "However, since it's an open architecture, we're going to have the ability to have partners involved in ways they maybe couldn't have been involved on the International Space Station."

Bridenstine said that the Gateway is intended to support human exploration of the moon by NASA and international and commercial partners, likening the facility to a reusable command and service module. That could fit in to the concept of the "Moon Village," a broad partnership of agencies and companies supporting lunar exploration long espoused by Jan Woerner, director general of the European Space Agency.

"Everything Jan said is correct," Bridenstine said during the panel after Woerner discussed the Moon Village concept. "You have been leading on this for a very long time, and we're grateful for your leadership."

Bridenstine emphasized the importance of international cooperation in NASA's lunar exploration plans. "Historically, we've had that [leadership] role and we want to maintain that role," he said. "But, I am telling you that we cannot do what we do without the support of our international partners."

ESA's leader gets extra time for his vision of European space
by Jeff Foust — September 28, 2018

Woerner spoke with SpaceNews senior staff writer Jeff Foust in late August about his extension, the agency's activities, and its relationship with others, fr om the EU to NASA. A condensed version of that interview is below.
...
We believe that the International Space Station should be used as long as it is affordable and, of course, is technically feasible. There is, for sure, a date wh ere we have to think about stopping those activities and go to the moon with the Moon Village, which includes the Gateway.

Have you had discussions with NASA about participating in the Gateway?

Yes, we are in discussions with NASA about what we could provide. The first thing is to deliver the Orion service module for further missions. We had some discussion with our member states and with NASA about developing and producing some parts of the Gateway.

Are there any specific parts of the Gateway that you're interested in?

There are several. We thinking about the habitat aspect, but this is not finalized. We are also thinking about how we can prepare robotic missions from the Lunar Gateway down to the surface of the moon.

Are you planning robotic missions to the lunar surface?

We are, together with the Russians. ESA is a part of Russia's Luna-Resurs. We are also supporting the Chinese for their missions with some operational support. We are in discussions with some of the smaller companies, providing them with some payloads to be transferred to the surface of the moon.
This goes back to the question of the Moon Village. The Moon Village is not a project. It is a multipartner open concept and that means that we are playing a role of broker: we are collecting worldwide offers to do something on the moon and we are trying to link the different offers.

Australia's new space agency plans commercial focus
by Jeff Foust — October 2, 2018
...
That agency, called simply the Australian Space Agency, formally started operations July 1 and is led by Megan Clark, former director of the Australian science agency CSIRO. Speaking at the 69th IAC here Oct. 2, she said the agency's focus is on building up a small but growing space industry in the country.
...
She didn't state if there were negotiations with NASA on a cooperative agreement. However, NASA Administrator Jim Bridenstine tweeted Oct. 2 that he had met with Clark. "I'm excited to explore ways to partner with Australia's new space agency," he wrote. "Australia's government has supported NASA dating back to our earliest missions."

Clark is also being advised by former NASA astronaut Pam Melroy, who interviewed Clark on stage at the IAC event. Melroy will also lead an upcoming Australian space industry trade mission to the United States.

Those partnerships, Clark suggested, could lead to a role for Australia on the proposed Gateway in cislunar space NASA plans to develop with international contributions. She said Australia's experience in remote operations, such as running a giant mining complex in the country from a control center 1,500 kilometers away in Perth, could offer essential technologies for handling the Gateway, which will be uncrewed for extended periods between missions.

"We see this as a real opportunity to leverage Australia's world-leading capacity in remote asset management," she said, noting that doing such work in space could, in turn, improve remote operations back in Australia.

Reusable lander could take astronauts fr om the lunar Gateway to the surface of the Moon and advance technology needed to explore Mars

DENVER, Oct. 3, 2018 /PRNewswire/ -- Today, at the International Astronautical Congress (IAC) in Bremen, Germany, Lockheed Martin (NYSE: LMT) experts revealed the company's crewed lunar lander concept and showed how the reusable lander aligns with NASA's lunar Gateway and future Mars missions.

Concept video: https://vimeo.com/293133933

The crewed lunar lander is a single stage, fully reusable system that incorporates flight-proven technologies and systems from NASA's Orion spacecraft. In its initial configuration, the lander would accommodate a crew of four and 2,000 lbs. of cargo payload (примечание 1 тонна) on the surface for up to two weeks before returning to the Gateway without refueling on the surface.

"NASA asked industry for innovative and new approaches to advance America's goal of returning humans to the Moon, and establishing a sustainable, enduring presence there," said Lisa Callahan, vice president and general manager of Commercial Civil Space at Lockheed Martin Space. "This is a concept that takes full advantage of both the Gateway and existing technologies to create a versatile, powerful lander that can be built quickly and affordably. This lander could be used to establish a surface base, deliver scientific or commercial cargo, and conduct extraordinary exploration of the Moon."

The unique orbit of the lunar Gateway provides global lunar access for a lander. Having the ability to visit multiple sites with a reusable lander supports many international, commercial, and scientific communities, in addition to NASA's sustainable exploration of the Moon. After a surface mission, it would return to the Gateway, wh ere it can be refueled, serviced, and then kept in orbit until the next surface sortie mission.

"The Gateway is key to full, frequent and fast reusability of this lander," said Tim Cichan, space exploration architect at Lockheed Martin Space, who presented the lander concept at IAC. "Because this lander doesn't have to endure the punishment of re-entering Earth's atmosphere, it can be re-flown many times over without needing significant and costly refurbishment. That's a major advantage of the Gateway and of a modular, flexible, reusable approach to deep space exploration."

The investments made in technology developed for Orion can be re-used to reduce the cost, complexity and development timeline. Some of the human-rated, flight-proven systems used in the design include avionics, life support, communications and navigation systems, and a light-weight version of its crew module pressure vessel.

Reusable landers are enabled by the lunar Gateway and are important for sustainable exploration. Additionally, landed human lunar missions and a lunar orbiting outpost are valuable to prepare for sending humans to Mars. While the Moon doesn't have an atmosphere, there are still many lessons that apply to a future crewed Mars lander, such as: operations experience in a challenging and dynamic environment, operating and refueling out of orbit, long-duration cryogenic propulsion, and terminal descent navigation, guidance and control.

The lander would have a dry mass of 22 metric tons, or 62 metric tons when fully fueled. While the lander is half the height of the earlier Mars concept, the spacecraft is still 14 meters tall. A "simple elevator platform" would be used by crews to descent from the crew cabin at the top of the lander to the surface.

That crew cabin will be based heavily on Lockheed Martin's work on Orion. "The crew cabin is very much Orion inside," Cichan said. "We are using the same displays, avionics, life support systems in that crew cabin."
....
One decision the company hasn't made is on the lander's propulsion system, other than the use of liquid oxygen and liquid hydrogen, the only propellant combination the company believes can make a single-stage reusable lander feasible. Cichan said either Aerojet Rocketdyne's RL10 or Blue Origin's BE-3 could be used on this system, which requires engines to be deeply throttable to land efficiently.
