Months before an unmanned SpaceX rocket exploded on the launchpad during a routine fueling exercise in September, a NASA advisory committee had raised red flags about the company's intention to use the same procedure to fuel future boosters carrying astronauts.

On Monday, the committee met and issued further strong warnings about the potential safety hazards of the way entrepreneur Elon Musk's Space Exploration Technologies Corp. plans to fuel rockets before they are slated to transport U.S. crews into orbit.

The committee's warnings could complicate SpaceX's technical and financial assumptions for ferrying crews to and fr om the international space station, with flights anticipated to begin later this decade. Questions about the safety of loading fuel with astronauts on board also puts the onus on NASA leaders, who must decide whether to authorize practices that are contrary to longstanding safety protocols.


The concerns were expressed in a December 2015 letter to NASA headquarters by former astronaut and retired Air Force Lt. General Thomas Stafford, the panel's chairman. Gen. Stafford wrote that such practices—which envision pumping in fuel with astronauts already strapped into a capsule on top of the rocket—go against decades of international space-launch policy. The committee was unanimous last year in opposing SpaceX's fueling plans.

At Monday's meeting, Gen. Stafford said he had a follow-up telephone conversation with William Gerstenmaier, NASA's associate administrator for human exploration, days before the Sept. 1 explosion. The agency hasn't formally responded, and Gen. Stafford said, "We have not heard a thing."

A NASA official assigned to Monday's meeting said the committee could expect a briefing in December.

After the meeting, a SpaceX spokesman said the company "has designed a reliable fueling and launch process that minimizes the duration and number of personnel exposed to the hazards of launching a rocket."

From the U.S. to Russia to Europe, rocket manufacturers have avoided fueling rockets with people on top to lim it loss of life if there is an accident, according to Gen. Stafford, who commanded Apollo 10, the first manned mission to descend close to the surface of the Moon with a functional lander.

Calling fueling "a hazardous operation," he said SpaceX's contrarian approach has been questioned by many experts, "particularly the people who had experience over the years."

Mr. Musk's team has developed a novel approach of using supercooled fuel to provide greater thrust. But the concept requires launches to occur roughly within half an hour of fueling, which wouldn't give crews enough time to get into position before liftoff. SpaceX has told NASA that its crew-abort system is designed to propel astronauts to safety in the event of a launch emergency.

NASA's now-retired fleet of space shuttles and other launchers used globally for manned missions were designed to be fueled hours before liftoff—with astronauts and ground personnel typically barred from the pad area until the process was finished.


"Over the last year and a half, NASA and SpaceX have performed a detailed analysis of all potential hazards" stemming from the fueling process, and required controls were approved by agency officials in July, the company said in a statement Monday. "These analyses and controls will be carefully evaluated in light of all data and corrective actions resulting from" the investigation of the Sept. 1 accident, the statement said.

Investigators believe operational issues linked to fueling procedures, rather than a manufacturing flaw, likely caused the explosion, which also destroyed a commercial satellite.

SpaceX recently issued an update to its investigation indicating that it managed to re-create the complex interplay of variables—including pressure and temperature—suspected of rupturing a helium tank inside the Falcon 9 booster's upper stage.

The accident stemmed from a violent, nearly instantaneous chemical explosion, the update said. The entire Falcon 9 fleet was grounded pending the outcome of the investigation.

Independent advisory groups provide input on commercial crew safety considerations, among which the Aerospace Safety Advisory Panel is the primary independent adviser for commercial crew activity.  Other groups, such as the ISS Advisory Committee, also seek information, and we treat all inquiries seriously.  The ISS Advisory committee focuses on the International Space Station and international systems.

There is a unanimous, and strong, feeling by the committee that scheduling the crew to be on board the Dragon spacecraft prior to loading oxidizer into the rocket is contrary to booster safety criteria that has been in place for over 50 years, both in this country and internationally. Historically, neither the crew nor any other personnel have ever been allowed in or near the booster during fueling. Only after the booster is fully fueled and stabilized are the few essential people allowed near it.

Furthermore, in addition to the personnel risk, there is the risk of operating the engines outside their design input conditions. As an experienced ''Prop" guy you know the problem here as well as anyone. Pump-fed chemical engines require a sufficient and consistent input pressure to reduce the likelihood of cavitation or unsteady flow operations. We are concerned that there may be insufficient precooling of the tank and plumbing with the current planned oxidizer fill scenario, and without recirculatiOn there may be stratification of oxidizer temperature that will cause a variation in the input conditions to the oxidizer pump. ·

In summary, we are deeply concerned about introducing the practice of fueling with the crew onboard, and about the lack of even a recirculation pump for oxidizer conditioning on Falcon 9.

9 декабря 2015 года (дата данного заявления) на Фалькон-9 еще не было переохлажденного кислорода.
Т.е. сейчас эти опасения только усилились и подтвердились конкретными примерами.
Главное не наличие проблем, главное способность их решать.

WASHINGTON — Criticism by one NASA advisory committee of SpaceX's plans to conduct commercial crew missions has also raised questions about the roles and responsibilities of those advisory committees.

On Nov. 4, NASA released a letter submitted to the agency last December by Thomas Stafford, the former astronaut who is chairman of the agency's International Space Station Advisory Committee. That letter, addressed to Bill Gerstenmaier, NASA associate administrator for human exploration and operations, expressed concern about SpaceX's plans to have astronauts board its crewed Dragon spacecraft prior to fueling the Falcon 9 rocket that will launch it.

In a statement, NASA said is was still examining SpaceX's concept of operations for crewed Dragon missions, including plans to fuel the Falcon 9 after astronauts boarded the Dragon. "NASA is continuing its evaluation of the SpaceX concept for fueling the Falcon 9 for commercial crew launches," it stated. "The results of the company's Sept. 1 mishap investigation will be incorporated into NASA's evaluation."

That statement also suggested that Stafford's committee was out of its jurisdiction in inquiring about SpaceX's fueling plans.

"Independent advisory groups provide input on commercial crew safety considerations, among which the Aerospace Safety Advisory Panel is the primary independent adviser for commercial crew activity," the agency said. "The ISS Advisory Committee focuses on the International Space Station and international systems."

The charter of the ISS Advisory Committee, approved and signed by NASA Administrator Charles Bolden in September, states that the committee's objective is to "provide advice and recommendations to NASA on all ISS aspects related to safety and operational readiness, utilization, and exploration."

NASA, though, indicated in its statement that it would still address the ISS Advisory Committee's letter despite it being beyond the strict scope of its activities. "Other groups, such as the ISS Advisory Committee, also seek information, and we treat all inquiries seriously," it said.

Компания SpaceX перенесла первый запуск корабля Dragon с экипажем на борту с весны 2017 года на второй квартал 2018-го, сообщает The Wall Street Journal.

По информации издания, отсрочка связана с разработкой компанией новых способов заправки ракеты-носителя Falcon 9. Предполагается, что именно проблема с заправкой топлива стала причиной взрыва ракеты компании 1 сентября на стартовом столе на мысе Канаверал, цитирует публикацию ТАСС.


Как сообщает газета, компания ранее уже известила об изменении своих планов Национальное управление США по аэронавтике и исследованию космического пространства (НАСА) и подтвердила это в понедельник. По словам представителя компании, речь идет о переносе запуска лишь на несколько месяцев, в то время как документы НАСА указывают на то, что изначально такой старт был запланирован на апрель 2017 года и теперь перенесен на май 2018-го.
Напомним, в ноябре члены комитета советников НАСА по вопросам МКС предупредили, что запуск новых ракет-носителей компании SpaceX с экипажем на борту чреват возникновением опасной ситуации и противоречит правилам техники безопасности пилотируемых полетов в космос, которые действуют более 50 лет.
С 2012 года SpaceX уже несколько раз успешно доставляла грузы на Международную космическую станцию (МКС) с помощью корабля Dragon. Компания использует для вывода аппарата на орбиту Земли ракету-носитель Falcon 9. SpaceX четыре раза удавалось осуществить управляемый спуск нижней ступени носителя на морскую платформу в Атлантическом океане.

Помнится я тут потратил достаточно много своего личного времени, что бы пояснить Валерию и Алексу_2 с цифрами, графиками, вехами, что SpaceX перенесут сертификационный полет к МКС с 2017 на первый квартал 2019.
Но т.к. объяснить им что то не представляется возможным  :D  то будем просто наблюдать график сходимости в реале. Итак, Маск перенес с 2017 на 2018. Смотрим дальше
Главное не наличие проблем, главное способность их решать.
У каждой ошибки есть Имя и Фамилия

Мне и специалистам НАСА, которые проводили обследование состояния дел в SpaceX.
Я специально расшифровывал в чем заключаются их опасения.

А Вы Валерий ссылались на популистские заявления руководителей НАСА - мол хватит платить русским. Я кстати не против, пусть не платят, а уже начнут сами летать. От этого будет всем лучше.
